    • The paper analyzes how the European Bank of Reconstruction and Development (EBRD) and the Eurasian Development Bank (EDB) approach sustainable development in their legal documents and social media. Unlike democracies, autocracies are driven by concerns of regime survival, but they often seek legitimacy through expressed commitments to global norms. We find that while the EBRD has a clear and detailed environmental agenda, this is not so for the EDB, which appears unconcerned about legitimizing itself on this issue. The paper advances our understanding of the likely role of these organizations in sustainable development, identifying areas for further research on global environmental challenges.

    • Numerous studies have looked into why and how EU-supported policies are adopted in non–EU member states. However, the practical implementation of such policies has only received modest scholarly attention. This article shows that EU policies, once adopted, continue to be negotiated and resisted during their implementation phase. Based on interviews with experts involved in twelve Twinning projects in Georgia, this article aims to uncover the mechanisms behind less successful compliance with the EU acquis: insufficient administrative capacity and the politicized nature of public administration are likely to significantly affect the degree to which EU law is implemented.

    • Who are the guardians of separatism in Abkhazia and South Ossetia? These de facto states can be seen as self-determination movements or as outgrowths of Russian imperialism. We arbitrate between these competing scripts using a dataset that profiles officials in charge of high politics decision-making inside Georgia’s separatist entities from 1992 through 2020 (N=608). We find that most are sons of the soil, though Abkhazia’s guardians are more multicultural than South Ossetia’s. Russian emissaries seized influential posts inside the self-declared republics after 2003 and, since then, sit in on Security Council meetings, thus rendering them incapable of autonomous decision-making.

    • While some religious institutions postponed their religious services during the pandemic, Orthodox Christian churches insisted on keeping their doors open. Why did churches challenge social distancing policies, and how did they succeed in defying state authority at any cost? We address this puzzle drawing on an analysis of official statements, media, in-depth interviews, and surveys in Georgia and Ukraine conducted in 2020 and 2021. Our data suggest that the churches’ historical role as the pillar of the nation provided the necessary motivation and leverage against the government; their success, however, varied with respect to the level of church fragmentation.

    • This article proposes Maarten Hajer’s concept of discourse coalition for analyzing anti-gender politics and its interlinkages with other forms of opposition to sexual and gender equality. The perspective conceptualizes how actors with disparate ideological, philosophical, and religious views can communicate and produce meaningful interventions, if they share certain storylines. This primarily conceptual contribution is illustrated with a study of how “traditional values” are promoted by the Russian state. Two storylines, stressing the needs to protect “traditional values” from outside interference, and children from harmful sexual information, enable discursive affinities and interconnections across differences, domestically, internationally, and transnationally.

    • For decades, Ukraine’s foreign policy was indecisive, with elites balancing domestic interests, Russia, and the West. This article claims a critical juncture occurred in 2013–2014 resulting in Ukraine’s decisive turn to the West for two main reasons. First, the fragmentation of the Donetsk elite and territorial losses that excluded parts of its voter base weakened “pro-Russian” political forces inside Ukraine. Second, Ukraine’s predominant foreign policy narrative increasingly portrayed the EU and NATO as a civilizational choice and Russia as a radical other. The article shows how the critical juncture made Ukraine’s shift possible and how Ukraine’s pro-Western orientation stabilized from 2014 onward.

    • Starting with the third decade of post-communism, the emergence of many anti-establishment parties in Central and Eastern Europe reshaped the political landscape. Political parties remain key actors through their functions of representation, but it is unclear how they are responding and adapting to recent challenges and developments. At the same time, the behavior of voters in such agitated times remains a puzzle. This special issue aims to outline several theoretical models of party and voter adaptation to political realities, and to identify and explain various ways in which anti-establishment parties promote their discourse and how voters respond to it.

    • The reasons for Russia’s attack on Ukraine have become a much-debated topic. In this introductory article to this special issue, we identify three types of explanations that focus, respectively, on (1) Putin’s imperial ambitions, (2) domestic factors inside Russia, and (3) external pressures. We show that each perspective offers valuable insights but fails to provide a convincing stand-alone account. Building on this, we put forward an integrated, multi-causal explanation of why Russia attacked Ukraine in February 2022.
