    • For decades and even centuries, Swedish towns, prompted by the need for clean water, haddiscussedpotential water systems. Some towns haddevelopedplans, but it was first in the secondhalf of the 19th century that the gradual conversion was made to pipe-boundsystems for water andsanitation. Not until 1863, after towns hadgainedthe authority to collect taxes, borrow money, lay pipes through private compounds, and monitor the urban environment, did infrastructure development become the task of local government. Cholera epidemics and fire protection (and thus lower insurance fees) were among the factors motivating the town councils andproperty owners. Especially from 1875 on, the hygienic value of water was also emphasizedin the effort to enforce public health legislation. Pipes for the systems were importedanddesigns emulated.

  • Leaving No One Behind : Prospects for User-Owned Urban Water Utilities in Kenya

    • Achieving universal access to basic services and safe and affordable water and sanitation to all by 2030, as targeted in Sustainable Development Goals 1 and 6, is of utmost importance in improving people’s well-being. In Kenya, this means fulfilling a significant water services gap. This study analyzed the viability of user-owned urban water utilities there from managers’ perspectives. It found that the high performance of the few licensed private utilities, high ownership and control, small size, robust public participation, and regulatory policies favor their performance. Yet, the costliness of water services production limits their viability in the most sidelined low-income areas. The article recommends (i) diversifying service production models, (ii) establishing a revolving fund to finance major capital investments, (iii) making full cost recovery a key policy objective, (iv) mobilizing financing from local users, including low-income earners, and (v) setting pricing structures that imply cross-subsidizing between the rich and poor.

    • The urban water and sanitation system has been questioned from various sustainability perspectives but, like other large technical systems, it is highly path dependent and resistant to change. The response to environmental demands is typically to optimize existing technology and procedures, adding new system-compatible technology, and to introduce policy instruments to improve water use by households. However, these policy instruments are general measures that touch on everyday life in various household contexts. Despite the geographical extension of water and sanitation networks, any policy instrument or systemic change will be interpreted and understood in local contexts, and users in households act locally. Nevertheless, conceptual discussion of the interconnectedness of system design, household context, and user routines is lacking. This article aims to provide a conceptual model combining systems and everyday-life views in the same framework. The model is applied to the concrete Swedish example of phosphorous recycling from wastewater.

    • How is accountability in safety management affected in and by public-private urban multiroute stations? To help address this question, major interchanges with newly tunneled lines in London and Stockholm are studied: Stratford station and Stockholm Station City. Differences in origin, national and regional significance, and specific governance features of these megaprojects are identified. Accountability in safety management appears more critiqued in the Swedish case, possibly related to comparatively higher attention to particularities of this "bottleneck" national nexus. Wrought with albeit less visible geographical and geological constraints, the comparative magnitude of London and acclimatization to projects has explanatory value. Similarity in the patchwork of public-private actors, implying fragmented governance jeopardizing accountability is observed in both cases. Both megaprojects span decades, with turnover and lack of institutional memory posing further challenges for accountability and safety. A major finding is that, complementary to standard risk analysis, accountability in the governance of infrastructural megaprojects begs improvement.

  • Governing Technical Information Systems in Local Crisis Management

    • There are increased demands to prepare for and coordinate of crisis management in public administrative bodies. Governmental organizations and authorities have responsibility for providing systems and structures of coordination before, during, and after crises. Among these are the technical information systems which create the structuring arena for coordination and integration that is analyzed here. There are several technical information systems to choose from for municipalities, which are responsible for local crisis management in Sweden. One technical information system, known as web-based information system (WIS), was a national initiative, but due to the local autonomy mandated in the Swedish constitution it was complicated to get municipalities to choose the national system and alternative local technical information systems were developed. The study builds on a bottom-up analysis of how municipalities choose technical information systems within crisis management. The main conclusion points out the importance of organizational structure in governance and the demand of flexibility in technology.

    • Expressing end-user needs and including them into the public sector building process is crucial to the public sector client when making an informed and legitimate decision and implementation of a construction project. The aim of this article is to analyze how end-user needs can be, and in a specific case are, articulated and taken up differently by stakeholders through the early phases of the public building process. A time-geographical approach allows for theoretical analysis of the early phases of the construction project over time. Hereby an analysis of end-user needs can be visualized and thereby show the complexity of how to manage end-user needs in public building processes. It is here illustrated by the realization of a public House of Culture in a Scandinavian city. The analysis shows how stakeholders networked until the construction project and procurement forms were settled with the contractors. The analysis shows the complex interplay of how stakeholders take on end-user needs by integrating them into the policy process and the briefing process, creating new functional and technical building solutions. The public sector client has to create openings for all types of stakeholders to contribute as early as possible to the public building process when including and representing end-user needs.
