    • Crime victims in Indicatorland – Open comparisons in the social services’ work with victim supportSince the 90s there have been extensive changes in the public sector, such as rationalization and increasing demands for documentation and review. The changes have also affected the social services’ victim support work that has increasingly been subject to various forms of regulation, such as requirements for monitoring, evaluation and quality assurance. This article aims to examine one of the monitoring systems applied in the victim support work: the instrument of open comparisons. This article is based on an exploratory study of the local organization of crime prevention in two municipalities and analyses how the processes of open comparisons are organized at local, regional and central levels. The empirical data consists of documents such as legal sources and handbooks from e.g. the National Board of Health and Welfare and the Swedish Association of Local Authorities and Regions, as well as documents obtained locally in the two municipalities. Furthermore, interviews were conducted with professionals working on different organizational levels. Analytically the study has been inspired by programme theory, which made it possible to concentrate on clarifying the operational idea in which open comparisons are based and capturing the consequences in the two cases. The study shows that open comparisons have been implemented without support from existing research. However, strong normative support for open comparisons exists within governmental agencies and the Swedish Association of Local Authorities and Regions. They are included as one of many elements of New Public Management and result in changes in the victim support work. In contrast to present visions, the performance is not affected to any significant extent. In contrast, a comprehensive administration is created, where employees of municipalities are supposed to collect data, register information and analyse the results generated by the open comparisons.

    • This study set out to analyze how background-context, prognoses and evidence-based facts are referred to in child welfare investigations and judgments concerning coercive care of neglected children. The texts of social investigations and court judgments in 16 cases concerning parents (30) and their children (29) in two counties in Sweden were analyzed by a hermeneutic case study. All cases concerns section 2 in The Care of Young Persons (Special Provisions) Act (1990:52), which states that coercive care shall be decided if, due to neglect or some other situations, there is a “palpable risk of detriment” to the child’s health or development. Theoretical framework of sociology of law and of normative legalism were used. The study shows that background-context, prognoses and evidence-based facts seldom are connected in the texts. Background-contexts quantitively dominates, while prognoses are vestigial and rarely enunciates as emanating from evidence-based facts. Instead of describing risk-assessments a plurality of the descriptions in the texts pictures the children as already harmed by neglect. The conclusion of the study is that the sociological conceptions of “a palpable risk” differ a great deal from the legal-theoretical interpretation of the concept.

    • Family care advisors work with specialized support for family carers within the municipalities. During the initial phase of the COVID-19 pandemic in spring 2020, however, support activities for family cares were essentially shut down. This article, which is based on qualitative interviews, examines family care advisors’ experiences of their work during the pandemic and the interaction strategies they describe. Trontos (1993) ethics of care has been used as a theoretical framework. The interviewees describe how their meetings with family carers have taken on new forms, mainly as telephone conversations and outdoor meetings. The significance of the meeting place has become more noticeable and something that must be planned around. Contacts with family carers now take place primarily on the initiative of the family care advisors. The content of the meetings has also changed and they are perceived as more demanding. The family care advisors emphasise that they can listen and confirm rather than offer practical solutions as these are made difficult during the pandemic. The emotional support to family carers has become more prominent and puts higher demands on the family care advisors’ emotional competence.

    • The patterns of internal migration in Sweden among people on social benefits have been much debated in newspapers and in other general debates around the year 2020, but the knowledge base in this field is limited. Based on register data, this study concludes that people supported by social benefits are more prone to move, although their deviation from the general pattern is decreasing; that the net redistribution brings social beneficiaries from municipalities with decreasing populations to the big cities rather than the other way around, and certainly so among people of foreign background; that long-term social beneficiaries who move in the other direction have an increased likelihood to move on; and that the net pattern remains also when the effects of other attributes on migration are controlled for in a regression model. Thus, the migration pat-terns among long-term social beneficiaries hint mainly at a “social import” to the big cities from municipalities with decreasing populations, rather than the opposite.
