    • The current economic crisis is global in scope, thus aff ecting both countries in the North and in the South. As a conse-quence, national European governments are modifying their policies in order to cut down on public spending. This article compares how public service media policies are shaped in this new situation in two countries that represent very con-trasting models of public service media: Spain and Sweden. The story of public service media survival in times of rapid development of media technology and liberal political hegemony is a common theme in contemporary media and communication research. This study adds to this theme, by exploring the conditions for public service media further by a more explicit focus on how newly elected governments approach public service media policies in times of economic crises. The basic aim of the study is to compare how public service media conditions may change in countries with very diff erent public service media models.

    • This article examines extreme-right online media as a site of discursive struggle over definitions of the causes, consequences and remedies of the European economic crisis. The authors focus on two Scandinavian countries, Denmark and Sweden, which have seen a rise in extreme-right activities across different arenas and in different media in the turbulent years since the collapse of global financial markets in 2008. Drawing on a discourse theoretical framework that builds on the work of Laclau and Mouffe (1985), the authors examine how the currently most active and visible extreme-right groups in these two countries understand and respond to the crisis as an opportunity to fuel anti-immigration discourses and prey on sentiments of instability and insecurity in the broader population, using online media to “involve members and supporters in the discursive construction of racism” (Atton 2006, 573). The analysis demonstrates how these groups look to Greece, as the “crisis epicentre”, for culturalist explanations for the Eurozone crisis and to the rise there of Golden Dawn as an inspiration for future mobilisations in Nordic and pan-European coalitions.

  • Film swapping in the public sphere : Youth audiences and alternative cultural publicities

    • The article discusses questions concerning the cultural public sphere in relation to empirical material from a media ethnography of young menąs use of extremely violent action and horror films on video, and how the young men's cultural practices, including media reception and film swapping, relates to their cultural production in the form of fanzines and amateur video films. The aim is to analyse this practice of film swapping, fanzine writing and amateur video making, in terms of cultural publicness, in order to shed light on those micro processes of communication that result in the formation of public spheres of various kinds. In the first part of the article some theoretical implications of the concepts cultural and political public spheres are discussed. Then follows a discussion on the internal communicative patterns within this alternative cultural public sphere, organised informally around fanzines and amateur video festivals. The dynamic relation between this alternative public sphere and other public formations, alternative as well as dominating or bourgeois, is then dealt with, and the different approaches among the various individuals is discussed. This is then followed by a discussion on the alternative cultural public's relation to the market and state systems. Lastly, some general conclusions are drawn, covering the need to analytically separate cultural and political public spheres in order not to forget the task of the cultural public in mediating between market system and lifeworld, and thus not to dismiss the political implications of the cultural.

  • A call to arms. An essay on the role of the intellectual and the need for producing new imaginaries

    • The essay takes a historical reflection on the identity of the intellectual as a starting point, highlighting four key debates that have tried to provide meaning to this identity. These debates concern the intellectual's class position, the intellectual's connection to other classes and social groups, the location of the intellectual and the relationship with the university, and the publicness of the intellectual. These debates then feed into a more engaged reflection on the desirability of intellectuals to intervene in a society characterised by three types of crisis - the crisis of representative democracy, the economic crisis and the crisis of mimesis - investigating how their rethorics can be transformed into counter-hegemonic discourses. Although it is argued that the production of new ideological projects is not straightforward - because of the complex relationship between agency and discursive structures, the evenly difficult relationship between complexity and simplicity, and the ontological issues triggered by the crisis of mimesis - the essay pleads for the establishment of networks of intellectuals, driven by principles of value centrality, modular collaboration and non-essentialism, that allow them to critically rethink our core social structures, in order to establish new horizons to imagine social change.

  • Beyond the Ladder of Participation : An Analytical Toolkit for the Critical Analysis of Participatory Media Processes

    • Participatory research is facing three challenges—how to deal with the theoretisation and conceptualisation of participation; how to support the research with analytical models; and how the evaluate the research outcomes. This article aims to address these three problems by distinguishing two main approaches (a sociological and a political) in participatory theory and developing a four-level and 12-step analytical model that functions within the political approach. In this analytical model, a series of key concepts are used: process, field, actor, decision-making moment and power. The normative-evaluative problem is addressed by reverting to the critical perspective to evaluate the societal desirability of particular participatory intensities. This critical perspective—potentially—adds a 13th and final normative layer to the analytical model.

    • The article takes the debates on structure and agency as a starting point to emphasise the importance of fi nding a balanced approach towards the discursive and the material in these debates. Through a critical reading of Giddens' structuration theory and Castells' network society theory, the tendencies in sociological (and communication and media studies) theory to render agency too present, to privilege the material over the discursive, and to fi xate and permanently sediment all four concepts, is highlighted. The article then reverts to the notion of "discursive structure" as elaborated in Laclau and Mouff e's discourse theory to further unravel the complexities of the relationships between these four categories, while at the same time guaranteeing that the cultural-discursive dimensions of structure gain more visibility. The workings of this more fl uid and immaterial model of discursive structures is illustrated by focussing on the media organisation, as one of the points where the discursive and the material, and structure and agency meet. Through the lens of the media organisation we can see how agency and structure are both located at the level of the material and the discursive, and how the material and the discursive both have structure and agency.

    • Theories of democracy consider communicative interaction among citizens central, In recent years the idea of deliberative democracy has galvanised elements of political theory with perspectives on communication. This concept emerges to a large extent from the Habermasian trajectory and links currents from theories of civil society and citizenship. It has thus a rather forceful normative dimension. However, there are difficulties; and the aim of the article is to probe the notion of deliberative democracy by framing it in ways that may render it more useful for both theoretical and empirical work. The article begins with a quick interpretation of the theoretical background. From there the author discusses some current issues of conceptualisation, in particular if such talk should be seen as a part of everyday conversation or a special mode of interaction. These definitional issues set the stage for an examination of two recent empirical contributions. In the final section, the article attempts to situate deliberative democracy within an analytic framework of civic culture. Deliberative democracy, or more simply, discussion, becomes one of six dimensions of civic culture.

    • The argument has two related parts: firstly, we are witnessing an “epistemic” crisis in public spheres that threatens to undermine political agency. This crisis has to do with the massive amounts and speed of information, the processes by which we construct knowledge, as well as the new forms of knowledge deriving from digital technologies. Many developments in information technologies benefit democracy, but there is a growing concern about cognitive dilemmas. Secondly, in the present tumultuous juncture of Western democracies, dominated by the populist revolt, traditional distrust of media has turned into an assault on basic Enlightenment premises, eroding shared understandings of reality and compatible discourse. “Knowledge” becomes legitimated via emotionality. Critical rationality and progressive politics must engage more with these developments.

  • Moral spectatorship and its discourses : The “mediapolis” in the swedish refugee crisis

    • This presentation seeks to specify key features of the civic response to the unprecedented numbers of refugees who arrived in Sweden during the autumn of 2015, and how civic engagement was mobilized. The discussion underscores the theme of moral spectatorship, using Silverstone’s concept of mediapolis, while the analysis highlights the various contingencies that can shape civic engagement. The empirical starting point is the shifting events and political decisions, along with the rapid evolution of the prevailing- and counter-discourses, that came to impact on the extent and character of Swedish mediated moral witnessing and its practical manifestations. While the major media defined the overall contours of the events, social media were also adding their interpretations (countering as well as supporting the dominant narrative) and providing links to civic practices. After a summary of the socio-political events, I examine the various discursive vectors at play in the situation, both traditional ones that provide a certain starting baseline as well as newer ones that arose in the course the events. I briefly locate these vectors in the context Sweden’s historical self-image and experiences with immigration, highlighting the discursive subject positions offered and pre-dispositions of various groups.
