    • Policy proposals for the management of water resources need to take into account two emerging themes: public involvement in the development of resource use policy and water management on a catchment level. The CATCH-model, a decision support system for catchment-based water management, builds on the use of 'discourse and deliberation' within stakeholder groups to define relevant socio-economic parameters and the relationships between these parameters. The sets of matrices that describe these parameters and their interrelation serve as the basis for evaluation of alternative management strategies and evaluation of specific measures for improving water quality. © 2002 Elsevier Science Ltd. All rights reserved.

    • Sustainable water resource management is constrained by three pervasive myths; that societal and environmental water demands always compete with one another; that technological solutions can solve all water resource management problems; and that environmental solutions to protect and maintain freshwater resources are more expensive and less dependable than technological solutions. We argue that conservation and good stewardship of water resources can go a long way toward meeting societal demands and values. Furthermore, water requirements to sustain ecosystem health and biodiversity in rivers and their associated coastal systems can be well aligned with options for human use and deliver a suite of ecosystem goods and services to society. However, to achieve ecologically sustainable water management, we propose several key issues that must be addressed. The objective of this opinion paper is to stimulate discussion across traditional discipline boundaries with the aim of forging new partnerships and collaborations to meet this pressing challenge of ecologically sustainable water management.

    • Nutrient losses from agricultural land constitute an important part of the total flow of nutrients to lakes and seas in Sweden and the Baltic region. With the Water Framework Directive, to be implemented shortly throughout Europe, emphasis is increasing on the role of stakeholder participation and decentralisation of various responsibilities from authorities to groups in the civil society. This paper investigates a Swedish case where local watercourse groups (WCGs) have formed in order to be involved more actively in the efforts to reduce nutrient losses from agricultural lands. This paper presents a qualitative analysis of the institutional landscape surrounding WCGs, goals, goal formulation and space of action.

    • This study aimed to explore the role of democratic decision legitimacy in the formation of consumer attitudes toward drinking water. Using consumer-level data on the decision to change the drinking water sources in two Swedish cities, three core sets of variables were constructed: (1) the overall democratic decision legitimacy, defined as the citizens' support for the decision; (2) the input, throughput and output dimensions of decision legitimacy, representing the citizens' perceived opportunity to provide input, their ability to oversee, as well as their level of satisfaction with the outcome of the decision-making process; and (3) consumer attitudes toward drinking water, comprising trust, risk perception and acceptance. The results of the study provide support for the proposed mechanism that consumers that perceive a decision-making process more positively also tend to support the ultimate decision more, which in turn helps to establish more positive consumer attitudes towards their drinking water. Consequently, democratic legitimacy is an important precursor for building trust. This is particularly important if a waterborne outbreak has negatively impacted consumers' trust in their water, and when political and engineering decisions must be made.

  • A bridge over troubled water : public participation as a possibility for success in water management

    • Public participation in local water councils is one method to involve different actors in the implementation of the EU Water Framework Directive. In this study we investigate which beliefs explain why the public participate and also how motives to participate are related to willingness to comply with decisions related to the water management framework. In total 910 respondents answered a web survey regarding their participation in the council work. Structural equation modelling was conducted with willingness to comply and motives to participate as the main dependent latent constructs. Other included latent constructs were perceived need for change, fairness, trust, and social- and personal norms. The results show that motives to participate did not have an effect on willingness to comply. Perceived need for change had indirect effects on nearly all latent constructs in the model and personal norms and social norms (through personal norms) had an effect on willingness to comply. The results are discussed in the context of water management methods.

    • Energy consumption and water use are inextricably linked. Combining research on energy consumption and water use in an urban context provides a scientific basis for the integrated planning of energy and water supply systems. Domestic energy and water are among the most consumed resources in urban environments. Furthermore, domestic resources represent an increasing proportion of the total resources consumed. This paper explores four key indicators of urban energy consumption (UEC) and water use in Beijing and Shanghai for the period of 2000 to 2011. Using correlation analysis, this study establishes the intrinsic relationship between UEC and water use. It also offers an analysis of the consumption trends of these two resources as well as their interactive relationship. The results show that urban domestic energy consumption (UDEC) and water use have a significant linear correlation: UDEC is positively correlated with water use, and the correlation coefficients of Beijing and Shanghai are 0.81 and 0.97, respectively. In Beijing, urban domestic energy and water use per capita are negatively correlated, with the high correlation coefficient of 0.93. In Shanghai, urban domestic energy and water use per capita are positively correlated, with the correlation coefficient of 0.90.

    • Urban water management policy in Japan, with examples from Fukuoka city, is described and the potential for sustainability of Fukuoka's urban water system is discussed. A framework of the qualitative characteristics of a sustainable system (including social, environmental and economic factors) is developed and used in the analyses presented here. The Fukuoka example shows that technically advanced solutions for use of reclaimed water and rainwater in buildings can be practically and economically feasible. Regarding the organization it is shown that the wastewater sector has a somewhat lower status than the water sector. It is argued that merging the water and wastewater sectors could stimulate the development of a holistic approach to urban water management, contribute to increasing resources availability for the wastewater sector and, in this way, the overall sustainability of the urban water system. Tackling water shortages through controlling water demand, investments in increasing water distribution efficiency and utilization of reclaimed water and rainwater in Fukuoka are all in line with increasing sustainability of the urban water system.

    • Urban growth leads to geographically concentrated demand for water and food -and to growing volumes of wastewater and organic waste. Left unattended by city authorities, both local and planetary resources boundaries for water and nutrients will be transgressed. A novel partly dynamic flexible water balance is developed to explore ways to address a looming water crisis. A systems-based flow chart shows how rainwater, groundwater and recycled water interact. Measures from supply-, demand-, and reuse management are combined to manipulate the water flows. Water management in Bangalore, India, focused on supply management over the period 1964 to 2015, tapping distant rivers. This mind-set was challenged by a Water Disputes Tribunal and international financiers. Residents and industry were losing faith in the erratic water supply, and met part or all their water needs by digging or drilling wells. The flexible water balance is tested on Bangalore for the year 2050 when the population has increased from 8 to 20 million. New housing complexes can provide opportunities for effective arrangements to recycle water and nutrients, save energy, and reduce water pollution and air emissions. The flexible water balance indicates that Bangaloreans can get enough household water without tapping river water and still recharge groundwater.

  • Upstream pollution control by water utilities in Sweden : incentives and challenges

    • Wastewater treatment plants (WWTPs) are not designed to handle many harmful substances that are present in the wastewater. The substances can also be transferred to the sewage sludge, which can make it unsuitable as a fertiliser. To alleviate these problems, Sweden has a practice called upstream work (uppstromsarbete) that aims to prevent harmful substances from entering the wastewater via efforts to control the pollution closer to the source. Upstream work has produced positive results in terms of reduced pollution in water and sludge and is seen as an important practice by both practicians and policymakers. In this paper, we investigate the incentives and challenges for upstream work as experienced by practitioners at municipal water utilities. The results show that there are two types of incentives: one related to practical problems and the other related to a perceived responsibility for the wastewater system and for the environment. The challenges were primarily related to an insufficient organisational structure for upstream work, manifested in unclear responsibilities, lack of prioritisation, and insufficient resources. The findings can be used to expand and initiate pollution control upstream of the WWTP as part of the urban water management, as well as decision support for policymakers.

    • Current approaches to environmental protection and development on land, along rivers and coastal zones, and in marine environments are struggling to effectively promote sustainability. This is partly due to limited understanding of how ecosystems are linked, and partly due to fragmented governance and management arrangements in the continuum from source to sea that hinders cooperation and strategic overview across connected systems. Meanwhile, the key flows that link ecosystems are being altered by climate change and by an intensification of human activities, which are also expanding offshore where management regimes are typically weak or nonexistent. This paper presents a conceptual framework to guide the design of future initiatives aimed at supporting green and blue growth in source-to-sea systems. It includes a taxonomy of key flows, elements to guide analysis and planning and a common framework for elaborating a theory of change. Assembling a governance baseline and engaging stakeholders are critical elements in the approach. The conceptual framework builds on recent experiences of pro-sustainability action in source-to-sea systems around the world, and the paper applies the theory of change framework to selected case studies in order to develop further insights.
