    • A personal carbon allowance (PCA) scheme targets emissions from individual consumption and allocates allowances directly to individuals by dividing the carbon budget on a per capita basis. In this study we analyze the results of a survey sent out to a representative sample of the Swedish population regarding attitudes to a potential PCA scheme. The distinctive design of a PCA scheme is likely to give rise to specific factors affecting individuals‟ attitudes, such as the perceived fairness of the allocation of allowances and corresponding redistribution of wealth, as well as the perceived complexity of the scheme. We perform an ordered probit analysis with attitude to PCAs as the dependent variable, controlling for a number of variables potentially affecting such attitudes. Interestingly, our findings indicate that the most important variable explaining attitudes to the scheme is the perception of respondents that this type of policy instrument seems very complex.

    • RECENT POLICY research on avoided deforestation has focused on encouraging policy makers to adopt a landscape perspective. Central in this is the advice to incorporate forest management policy into integrated land use planning including agricultural policy (Scherr, Wallace, Hatcher, & White, 2011). This policy brief reinforces that general message and makes three specific points in relation to it: 1. Communities do not need to be heavily forest-dependent to be effective stewards of forests. 2. Proximity to forest, and crucially, frequency of journeys through forests on non-forest related business may be crucial to effective forest management. 3. People with insecure access to agricultural land present a greater threat to forests than people with secure access to agricultural land. The brief also reinforces another long-established truth, namely that forest management issues can never be only local or only technical, but must be addressed in their wider political and economic context.

  • Do Microloan Officers Want to Lend to the Less Advantaged? Evidence from a Choice Experiment.

    • The mission of microfinance is generally perceived as compensation for the failure of the mainstream financial institutions to deliver access to finance to the poor. Microloan officers have significant influence on microloans allocation as they contact loan applicants and process information inside microfinance institutions (MFIs). We conduct a choice experiment with microloan officers in Burundi to determine which clients are preferred for microloan allocation and whether the less advantaged are indeed targeted. The results suggest that the allocation of microloans is slightly in favor of the less advantaged, whereas the main determinant is the quality of the applicants' business projects. Somewhat surprisingly, we find only small differences in the determinants of the targeted groups between non-profit and profit-seeking MFIs.
