    • This professional practice report reflects upon lessons learned from piloting and evaluating an innovative approach to policy strategic environmental assessment (SEA) in developing countries. The primary analytical focuses of the approach are institutions and governance characteristics, plus it places strong emphasis on learning. The piloting provides valuable insights about the conduct of SEA at the policy level and in socio-political where there is limited experience with SEA. From our observations we reflect upon the importance of appropriate ownership of an SEA; the practical implications of working in contested political environments; the challenges in using SEA as a tool to promote good governance; and the centrality of a long-term perspective to environmental and social mainstreaming.

    • Drawing upon literature from both impact assessment of development projects and agricul-tural research, the aim of this article is to analyse the pilot testing of a new multi-dimensional assessment framework for defining and evaluating the societal impact of agricultural research and corresponding education. The research approach involves an action research effort of pilot testing in three case studies from three different countries. The framework assumes a systems view, understands impact as socially embedded, and adopts the concepts of contribution and productive interactions rather than cause-and-effect attribution. The emerging experiences include developing both project-specific and universal indicators; gauging impacts at different levels and sustainability dimensions; handling the issues of attribution and time frame; and the role of stakeholder involvement. The results have the potential to support the development of a new role for impact assessment, by enabling principal actors in research and higher educa-tion institutions to take responsibility for contributing to concrete and demonstrable sustain-ability changes in society. © 2024 The Author(s).

  • Health impact assessment of a mining project in Swedish Sápmi : lessons learned

    • Whereas assessing health is a mandatory feature of environmental impact assessments (EIAs) in Sweden, health impacts are often vaguely described, making their health preventive role meaningless. In 2006, a mine was planned in the reindeer grazing lands of a Sámi community in northern Sweden. While an EIA was conducted in 2013, health was superficially addressed. The aim of this study was to describe and reflect on the health impact assessment (HIA) process that assessed the potential health risks and/or benefits that the mine establishment could bring to the Sámi community.The classic five steps of an HIA are presented. The literature review showed a scarcity of studies regarding HIA on mining in indigenous territories. Participants in the study were currently experiencing negative psychosocial health effects and described potential adverse social and health effects originating from the loss of their traditional way of life.Despite certain challenges, this study proved that it is possible to conduct a comprehensive HIA in the context of Sámi health research. Given that mining in Sweden occurs mostly in Sámi territory and the adverse health effects found in this study, the lack of comprehensive HIAs on mining projects in Sweden raises serious concerns.

    • This letter gives an overview of the discourse regarding simplification and streamlining of Environmental Assessment (EA) in Sweden. The topic of simplification has been discussed since the introduction of EIA in 1988 in Sweden. Three main themes can be identified in the discourse: i) to reduce the number of EAs; ii) clarification of key elements and aspects; and iii) shortening of the administrative time of the planning and permitting processes. Also, the Swedish discourse has moved from focusing on minimising the requirements on EA to finding ways to strengthen the competent authority. Finally, the Swedish case shows that the issue of simplification and streamlining of EA processes is something that oscillates over time depending on political will and changes in the EU legislation. However, these processes take time and are often characterised by an inertia that usually balances out the most radical suggestions on simplification and streamlining.

    • Given the growing number of policies and laws that encourage inclusion of ecosystem services (ES) in processes, we have investigated environmental impact assessments (EIA) and strategic environmental assessments (SEA) conducted in Sweden in order to analyse whether ES maybe integrated to enhance and improve environmental assessment of today. Representative Swedish environmental projects were reviewed. Three cases with different geographic and environmental settings were selected to allow us to study consideration of a wide range of different ES. We investigated the processes and discussions taking place using documentation from the cases. We formalized and labelled the expected impacts into an ES framework. Summarizing each case, we described conformities and divergences in explicit and implicit prioritizations between the actors. We discussed the benefits of integrating ES into current practices and possible improvements in the processes and methodologies. When ES could be integrated into EIAs and SEAs more aspects would be visualized and a larger stakeholder engagement stimulated leading to improved support for decision-making.

    • This paper seeks to contribute to an understanding of the role of power by introducing an organizational perspective to the study of environmental assessment (EA) procedures. By analysing the transboundary environmental assessment (TEA) for the Nord Stream gas pipeline between Russia and Germany, we show that Nord Stream used some of the sentiments imbedded in the institutionalization of TEA and the Espoo convention's formal rules to legitimate its interests. The acts of organizing and organizational relations, however, are what can explain agency and power between organizations and hence the relative power of EA as a governance tool.

    • The use of quantitative analysis and related metrics has traditionally been unusual for assessment of ecological impacts in urban planning. Since 2010, however, quantitative modelling has been increasingly used in such contexts in Sweden to analyze ecological connectivity. The study reviews and analyses 21 connectivity analysis reports (CAR) based on 17 criteria. Despite the use of quantitative analysis, CARs primarily leverage qualitative aspects of modelling results. Most CARs comply with about 50% of the proposed criteria and close to 90% of the reports fail to address some issues related to modelling transparency and therefore jeopardize an adequate ecological interpretation of the results. The results demonstrate that the primary accomplishment during the last decade is an increase in awareness and acceptance of ecological connectivity among practitioners and decisionmakers. Results point to that an increased use of quantitative methods per se will not deliver more sustainable outcomes, and that an increased use of quantitative methods for ecological impact assessment in urban planning needs to be accompanied by guidelines, standards, and a continuous science - practice knowledge exchange.
