    • This article asks why some American states are more likely to rely on imprisonment in response to crime than others. Employing comparative historical methodology it brings new kinds of data to address contested questions in the field. In three case studies, it examines archival material, including citizens' letters to political leaders, transcripts from townhall meetings, internal government reports, public testimony; and it uses extensive secondary sources, including statistical data and political histories to tease out complex causal processes of crime control policy formation and its impact on imprisonment patterns. Analyzing evidence both temporarily and spatially, the article introduces a new account of American imprisonment variation based on the democratic process itself.

    • Retributivism is one of the most prevalent theories in contemporary penal theory. However, despite its popularity it is frequently argued that too little attention has been paid to the implications of retributivism for prison management and prison life, including prison visits and furlough. More so, it has been questioned both whether the various forms of retributivism found in the philosophical literature on criminal punishment have anything to say about what prison life ought to be like and whether they are able to criticize deeply contested rules and practices, such as those that deny inmates contact with family-members for the sake of prison discipline. In this paper, we argue that prison visits and furlough have a crucial role in a prison system based on retributivist principles. In particular, we argue that the communicative theory of punishment has important theoretical resources for proving a strong and compelling rationale for both furlough and visitation on retributivist grounds. Besides exploring this rationale, we also discuss the practical implications of this view for the penal policy.

    • Sweden is often portrayed as a hold out from ` penal populism', with a comparatively non- punitive population that prefers preventive and non- custodial sanctions to imprisonment. But while the Swedish public is still less punitive than many others, there is evidence that it has become more punitive, and less content with Swedish penal practice, over time. Trying to add to the understanding of the causes of toughening penal attitudes, we proceed to investigate the importance of media consumption for Swedish penal attitudes. We find a correlation between tabloid consumption and punitiveness. We end by a speculation that locates this finding in the wider context of an individualized, victim- centred discourse of crime.

  • From punishment to rewards? : Treatment dilemmas at a youth detention home

    • The present article analyses staff members' discourses on the treatment method token economy, as it is implemented at a detention home for young men. The study draws on interviews with eight staff members and on participant observations at the detention home. Using discursive psychology, the analysis centers on the staff members' own constructions of token economy as well as paradoxes and dilemmas that appear in their talk. Two paradoxes were found: (1) paradox of transparency and interpretation; token economy is objective and transparent, but requires interpretative work over time; and (2) paradox of rewards and punishments; tokens are rewards, but they can be zeroed' or withdrawn in order to limit undesirable behavior. Further, the analysis showed that both paradoxes invoke a principal ideological dilemma of control - freedom, which staff members attempt to resolve by positioning the young men as responsible for their own actions and themselves as subordinate parties in the outcome of objective' token economy practices.

    • The article develops a new understanding of neoliberal security provision on the basis of available accounts of three different “states”; the penal state, the regulatory state, and the activating welfare state. I argue that these forms of state intervention provide individuals with security in the sense that anxiety is temporarily alleviated, while stabilizing the conflictual dynamic of global power structures. Marketization and organizational control account for the specifically neoliberal character. Such an understanding matters because it directs attention to the dynamic between state practices and individual experience, and the multitude of mechanisms, which not only promise but also provide security, however temporary and partial.

    • Leanne Weber’s Policing Non-Citizens is an empirical tour-de-force on immigration policing. In it, she methodically depicts the network of agencies and actors in New South Wales, Australia who both individually and in coordination seek to detect, detain and possibly deport ‘illegal’ immigrants. To those interested in how contemporary states deal with ‘illegal’ migration, Weber’s book presents itself as a truly necessary read.
