    • The socioeconomic outcomes after five years of community forest management are examined in the Virola-Jatoba Sustainable Development Project (PDS) in Anapu, Brazilian Amazon. In 2007 families were advised by public agencies to establish community-company partnerships for forest management (FM) in this settlement. Operations in 3,000 ha extracted 50,000 m(3) of timber, generating gross revenues of US$ 2 million for the local association. This paper examines collective action in key stages of land access and FM. The impacts of the FM process on social structures are explored. Since recent regulations have prohibited private companies to control FM in agrarian reform settlements, local administrative efforts need to change. We will thus evaluate prospects for a system of governance under direct coordination of producers' organisations. Management changes are seen as positive if combined with public support for local capacity building, but this is unlikely in the short term. Given limits for agricultural land use, effective FM is critical for these groups in order to consolidate land occupation and properly manage natural resources.

    • Environmental problems seem to be increasingly complex, hard to solve by instrumental rationality, and laden with conflict when they demand human interventions in nature. The use of fire is one such contested intervention. This paper examines the role of conflict and deliberation in forest fire management practices in Sweden and Australia whose landscapes have historically been shaped by fire. In Sweden, burning is gradually emerging on foresters' and nature conservationists' agendas for nature conservation purposes. In Australia, prescribed burning has been practiced on a relatively broad scale, chiefly to prevent larger fires and also for nature conservation purposes. Touching on a wide range of values, including biological diversity, human safety, traditional heritage and professional identity, fire management is often the topic of fierce debate. Contemporary politics places high expectations on collaborative governance, drawing attention to the twin concepts of conflict management and deliberation. How does collaborative governance manifest itself relating to fire management? And what are its chances considering the Swedish and Australian contexts with their strong reliance on technical scientific expertise? We conclude that forms of local, collaborative governance in which confl icts and difference have a place, rather than generalized knowledge, are promising but rare processes to move forward.

    • Community-based forest groups (CBFGs) were developed in eastern and southern Africa based on the assumption that natural resources are best managed by the communities who depend on them. However, many CBFGs have not met expectations due to internal weaknesses and external obstacles. This study describes the current status of CBFGs in Ethiopia, Kenya, Uganda, Tanzania and Zambia; identifies drivers and barriers for developing CBFGs; and generates insights about how barriers are best addressed. The report combines case studies of 11 CBFGs and a verification workshop. Several factors suggest that the development of CBFGs in the region has been positive, including a high membership; strong commitment; basic operational skills; the growth of local, regional and international markets; and infrastructure improvements. Impediments to CBFG success include inappropriate registration of the organisations, insecure access rights, weak leadership and organisational capacities, limited resources, weak market access and limited entrepreneurial and value adding capacity. This study concludes by suggesting measures to improve the future development of CBFGs in the region.

    • Forestry is one of Europe's largest land uses, for which adaptation to climate change will require coordinated action among multiple actors. However, so far, adaptation has been less placed in focus than has mitigation, and adaptation in the forest sector has mainly been reactive. This paper explores and reviews the integration of forestry in the development of planned adaptation policy in different countries. Sweden, Germany and France are taken as examples of countries with different developments of their adaptation policies as well as different requirements of their forest systems and actors. Italy is utilised as an example of how adaptation actions for forestry have been defined in a country where no national adaptation policy currently exists; in general, the results illustrate the seemingly large role of extreme events in driving adaptation policy forward in different policy systems.

  • Reviewing the impacts of international interventions on woodfuel governance in Cameroon

    • Although international actors have intervened to improve the management of the Cameroonian woodfuel sector, the impacts of these interventions have been little explored. This study investigated the influence of international interventions on policy processes and their impacts on the woodfuel actors and resources in Cameroon. Based on a systematically conducted review of English literature and five interviews, and using the international influence pathway framework as a conceptual lens, international norms and discourses, rules, and direct access were found to have influenced woodfuel governance in Cameroon, while direct access to formal laws and policies and by programmes on the ground had more positive but also negative impacts. Due to the nature of the laws and policies which were influenced, the complex national woodfuel context, and the short-term and small-scale characteristics of programmes, positive impacts on actors and resources created by international interventions were limited. These findings lead to recommendations to increase the scale and continuity of the programmes by ensuring more synergies with informal, local and international market-based `rules', such as REDD+ and forest certification; to focus on increasing woodfuel supply and decreasing demand; and to focus more attention on involving and empowering local people in these policy processes.
