    • In today’s globalized world, mega infrastructure projects have emerged as one of the most popular strategies for attracting private capital and repositioning cities on the competitive landscape. The Lagos Megacity Project (LMCP) was launched to address a longstanding infrastructure crisis and to reinvent Lagos as a modern megacity. Using the LMCP as a case study, the paper examined the challenges facing the funding of mega infrastructure projects. Special attention is given to how capital is mobilized, the kinds of alliances or networks found and what gets prioritized. The paper observed that the alliance formed between the federal, Lagos and Ogun state governments to mobilize public funds quickly unraveled largely due to disputes traceable to the apportioning of fiscal and political responsibilities and the distribution of functions between the different tiers of government. Under the LMCP, disputes emerged between the federal government and the Lagos State Government (LSG) over who was responsible for what. A history of opposition politics and a highly politicized resource allocation system further made cooperation between the two particularly difficult. Furthermore, the LMCP signalled a renewed drive by the LSG to attract private investments through public–private partnership. The paper noted a host of problems but crucially there is a preference for elite projects, a practice that is reinforcing socio-spatial exclusion and confirms the persistent inequalities that accompany neoliberal and modernist projects. At the broadest level, the paper points to how modernist projects are fractured or undermined by specific ideologies and practices.

    • This paper reviews housing policy development in Lithuania in the light of previous literature which reinterprets Esping-Andersen’s work on welfare regimes and adopts it to study housing policy. It seeks to highlight the major features of the Lithuanian housing policy. The findings of this paper reveal that the Lithuanian housing regime exhibits many features which are common under the liberal one. Most significant of these are low de-commodification for those who have to buy or rent a home for the market price, increasing stratification based on income and the dominant position of the market in housing production, allocation and price determination. However, a detailed examination of the Lithuanian housing policy reveals that the housing policy system, despite having many features similar to the liberal one, has been operating in different social and economic settings as a result of unique historical experience of the communist housing policy (massive production of low quality apartment blocks during the communist era, which currently need substantial renovation) and consequently drastic changes in the housing field since 1990s (massive privatization of the housing stock and decentralization of the housing management system). The Lithuanian housing policy regime could be characterized as a regime with the higher owner-occupation compared to other welfare state regimes, but the lower economic power of the owners to take care of their property maintenance, repair and renovation.

    • The living conditions for persons with severe mental illness have undergone substantial change in Sweden as well as in the rest of the Western world due to the downsizing of inpatient care and the development of community-based interventions. However, there is a lack of knowledge concerning the “trajectories of interventions” in this new, fragmented, institutional landscape. The aim of the study was to explore types of interventions and when they occur in a 10-year follow-up of 437 women and men diagnosed with psychosis for the first time. Based on registers and using a timegeographic visualization method, the results showed a great diversity of trajectories and differences between sexes. The aggregate picture revealed that over the 10-year period there were considerable periods with no interventions for both men and women. Furthermore, institutional interventions more commonly occurred among women but appeared for longer periods among men. Community-based interventions declined among women and increased among men during the period.

    • This paper seeks to explain the persistence of inner-city deprivation in spite of sustained regeneration efforts, through demonstrating how urban regeneration policies are embedded in peculiar political-institutional power dynamics that actually contribute to the further disempowerment of the already disempowered groups in inner cities. The reconstruction of the post-war planning history of one specific urban neighbourhood, the South Bank in central London, will allow to demonstrate how the constantly reworked urban regeneration models comprise specific power relations that have important repercussions for the success and failure of regeneration programmes. The focus here will particularly be on how the fall of the South Bank's prominent era of community-based development in the 1970s is firmly embedded in changing political-institutional frameworks that, after a spell of `community power', were soon to restore the power of the local cultural, political and business elites over the local regeneration agenda.

  • The nature and the geography of elderly injuries in Sweden

    • This study assesses the nature and the geography of elderly injuries in Sweden. The most dominant types of accidents affecting the elderly in their homes and near environments are identified by using county-specific data from 2001 to 2010 followed by a correlation analysis of possible environmental factors underlying patterns of falls among the elderly. Geographical information systems are used to map rates by type. Slipping, tripping and stumbling are the causes of more than half of cases of elderly falls in Sweden, and is more typical in the Northern counties. Findings also show there has been a rise in rates of elderly falls since 2001 in most of the Southern counties, especially in Östergötland and Skåne Counties. Population age and gender affect the ecology of geography of fall rates and counties experiencing long cold winters tend to show higher rates of indoor falls than those with warmer temperature across the year. The article finalizes with a discussion of the results and implication for future research.

    • The study assesses exploratory the geography of the elderly fall in Sweden in relation to the ecology of the socio-demographic characteristics of the Swedes older population. Kendall Test is used to measure the association between elderly fall rates and demographic, socio-economic characteristics of the population, costs of elderly care and accessibility measures at county level. Results show a number of significant associations: high rates of the elderly fall are associated with high cost of the elderly care but also low rate of elderly fall and good accessibility to basic services (e.g., grocery store, health care and cash machines). The articles finalizes with reflections of the results and suggestions for future research.

  • Agricultural performance on marginal land in Eastern Inner Mongolia, China -- Development in the pre- and post-1978 reform periods

    • Rapid economic development in the aftermath of the Chinese post-1978 reforms has resulted in a shrinking of grain grown area in the southern and eastern regions of the country which in turn is believed to have put the marginal northern regions under increased pressure. This paper examines key indicators of agricultural performance as well as cultivated land area development of the pre- and post-1978 reform periods focusing on the agro-pastoral Tongliao City Prefecture, eastern Inner Mongolia. The results are related to the village level development through a case study as well as to the provincial level. Average annual grain per capita production increased from about 400 kg in the late 1970s to more then 1000 kg in the late 1990s. This was achieved through a combination of intensification and reclamation of cropland, with the latter restricted to pastoral classified counties. Production variability, in particular for the low producing counties, has also increased possibly as an effect of the substitution of traditional mixed pattern of crops with HYV monocultures. Average living standards have improved but have been accompanied by widening income gaps. Poor farmers' livelihoods continue to be insecure, particularly during dry years. Concern is raised regarding the sustainability of the rapid agricultural development; an increased use of costly fertilisers constrains poorer farmer's economy and may lead to deteriorating water quality while increasing irrigation depletes water resources.

    • A brief look around the globe shows that most countries are facing sanitary problems, especially in the expanding cities in the Southern Hemisphere. Governments and municipal councils are trying hard to improve sanitation conditions within the mind set of piped systems. There is a need to know what is being done in other countries in order to enlarge the policy options. Among these are the ones recirculating water and nutrients. This article focuses on excreta disposal systems which use little or no water, and various ways to use the end products of faeces and urine. Doing away with our urine blindness will pave the way to discover new possibilities which will save scarce resources in the future.

    • The equine sector is increasingly influencing land use, especially in peri-urban areas where the demand for land is already high. The sector not only influences traditional farming and land use, but also social, legal and economic development, and thus demands new interpretations of rural and urban. However, there is currently a lack of information on the consequences of this sector at landscape, social and economic level. This study examines the influence of the equine sector on the development of multifunctional land use in peri-urban areas, using data and examples from Sweden. It also examines specific features of the associated growing area of research and the positioning of the issue within the broader context of land use and planning. The methods used were a case study of a municipality, together with interviews and analyses of statistical material at regional level in the context of multifunctional land use, planning and sustainable development. It was found that the structure of the equine sector varies at both national and local level due to local conditions, but that there are also common features that need to be further studied using a broad interdisciplinary starting point
