    • The opposing views in the scholarly debate on evidence-based policy (EBP) have recently been labeled ‘rationalist’ and ‘constructivist’, where the former are positive to EBP and the latter are not. This framing of the debate is suboptimal, as it conflates critical positions that should be kept separate. This article suggests that the debate should be understood as one between idealists, realists, and counter-idealists about EBP. The realist position, that is, that EBP is difficult or impossible to achieve in practice, has already been treated at length in the debate. The conflict between idealism and counter-idealism, to the contrary, has been neglected. This article aims to stimulate the scholarly debate on EBP by initiating a principled discussion between idealism and counter-idealism about EBP, which should motivate proponents of EBP to formulate their ideal with substantial moral arguments. This places the debate on EBP in the context of normative political theory, where it rightfully belongs.

    • The articel describes and analyses some preliminary working methods for user involvement in child welfare. The models are based on the results of a national project in Sweden where children and young peple have been involved as informants. How experiences and viewpoints from children and young people can be a source of knowledge in child welfare organisatiions is one of the main questions. The performance and the results of the project are analysed in relaton to a theoretical macro-oriented model created to illustrate the need for different kinds of knowledge in supporting the implementation of an evidence-based practice.

    • This article presents various forms of activities performed by locally based social welfare research and development (R&D) units in Sweden. The authors argue that these units are vital actors in the field of encouraging and strengthening evidence-based social work practice. They are close to social services organisations and have the ability to use flexible methods in order to bridge the gap between research and practice in a local context. The theoretical framework for the article is the organisational excellence model – an archetype for how research can be used in practice.

    • The aim of this article is to describe how experince-based knowledge can be made visible by giving some examples of how this has been done in Swedish social welfare services, in collaborations between social services agencies and research and development (R&D) units. These examples will be linked to theories and discussed in relation to different research utilisation models. By using one of these models, it is argued that R&D activities can broaden the concept of evidence-based practice and help brigde the gap between research and practice.

    • In discussions and empirical investigations of the implementation of evidence-based interventions there is often a narrow focus on treatment fidelity. Studying a social services agency trying to incorporate Motivational Interviewing (MI), commonly regarded as evidence-based, this paper problematises a one-sided attention to treatment fidelity by showing how non-fidelity can be constructive from an organisational perspective. While treatment fidelity is one important aspect, it is argued that there might be other rationales to take into account when implementing evidence-based interventions in professional practices.

    • Background: A supportive context is essential for successful implementation processes. Localpoliticians are delivery system actors who might both enable and hinder the implementation ofhealth and social policies.Aims and objectives: The study examines the relationship betweenperceived prerequisites and the type of actions taken by local political committees to support theimplementation of evidence-based practice in social services.Methods: A cross-sectional web surveytargeting the chair and vice-chair of committees responsible for social services in Sweden (n=181).The data was analysed with regression analysis, cluster analysis and ANOVA.Findings: Three clustersof action were identified (passive, neutral and active), capturing the reported actions taken by thecommittees to support implementation of EBP. The committees’ perceived prerequisites (capability,motivation, and opportunity) were highest in the active cluster and lowest in the passive cluster. Theclusters also differed regarding chair/vice-chair educational level, and type of municipality in whichthe chair/vice-chair were active.Discussions and conclusion: The variation in reported actionsamong the committees to support the implementation of EBP implies that some social serviceorganisations might lack the contextual support they need for implementing EBP. The prerequisitesfor the committees might need to be strengthened with regard to capability, motivation andopportunity. This study is an indication of the relationship between committees’ prerequisites andtheir actions in the implementation of EBP, but further research is needed.

    • This paper explores the enormous variation in views, championing behaviours and impacts of liaison people: staff nominated to facilitate, tailor and promote SPIRIT (a research utilisation intervention trial in six Australian health policy agencies). Liaison people made cost/benefit analyses: they weighed the value of participation against its risks and demands in the context of organisational goals, knowledge utilisation norms, epistemology and leadership support. There was a degree of self-fulfilment (organisations got what they put in), but SPIRIT could not always be tailored to address local knowledge needs. We present nine propositions for identifying and supporting liaison people in similar interventions.

    • It is possible to discern a new trend replacing New Public Management (NPM) in human service organisations. This trend comprises a discussion about evidence and governance with the goal of establishing a knowledge-based practice within Swedish social service. Efforts aimed at promoting an evidence-based practice have been an explicit part of Swedish social policy for more than 15 years. As a public venture aimed at changing local municipality social work practice, the initiative described in this article has few predecessors in terms of personnel, finance, or political support. The purpose of this article is twofold: first, to describe the intervention and its implementation, and second, to analyse the intervention and its implementation and some implications of them. The article uses translation and institutional theory. The overall aim is to analyse the intervention and its implementation from the perspectives of power and governance. The empirical data include documents, interviews, and a survey of professionals. Data were collected between 2009 and 2016.  This article shows that the intervention has been interpreted and reinterpreted during its implementation, and that the intervention has not yet created any radical change or knowledge development in social work practice. The article argues that evidence-based governance and other forms of governance constitute a successor of NPM, though far from a complete replacement. It is also obvious that actors such as researchers, professionals, and clients seem to have limited influence over future knowledge development within social services.

    • We explore how four evidence-producing organisations in the US go ahead when they rate the evidence base for psychosocial interventions, using the Incredible Years programme as our case study. The findings demonstrate variation in the procedures and resulting evidence claims across the organisations, with some organisations being strict and some being permissive. The presence of such conflicting practices highlights central challenges for the evidence-based practice framework and its ambition of obtaining uniform evidence statements. We conclude that practitioners and policy makers should be aware of such variation in order to be able to make informed decisions regarding which programmes to use.

    • Background: Promotion of healthy behaviour is increasingly highlighted worldwide as a way to improve public health, prevent disease incidence, and decrease long-term costs for healthcare. In Sweden the National Board of Health and Welfare (NBHW) used the well-established format of national guidelines to facilitate a more widespread use of approaches for promotion of healthy lifestyle habits in healthcare. Aims and objectives: The aim of this case study was to explore the tensions between public health knowledge and the tenets of evidence-based medicine (EBM) in the creation of national guidelines on lifestyle habits. Methods: Based on data from interviews with guideline professionals and the collected documents of the national guidelines, we examine how NBHW negotiated the conflicts between public health knowledge and the format of national guidelines. An analytical model based on approaches from the sociology of standardisation is used to explore the ramifications of these negotiations. Findings: In line with findings in the sociology of standardisation, we show how conflicts between public health knowledge and the format of national guidelines result in both having to yield on certain points. This, we claim, results in compromise, but perhaps also compromised notions of validity and causality. Discussion and conclusion: This case offers important learning about the general compatibility of public health and currently dominant methods of EBM. Important crossroads are outlined, concerning how validity and causality are configured in public health guidelines and how these require extensive epistemological deliberation.
