  • Networking Cities after Paris : Weighing the Ambition of Urban Climate Change Experimentation

    • Over the past few decades, cities have repeatedly demonstrated high levels of ambition with regard to climate action. Global environmental governance has been marked by a proliferation of policy actions taken by local governments around the world to demonstrate their potential to advance climate change mitigation and adaptation. Leading ‘by example’ and demonstrating the extent of action that it is possible to deliver, cities have aspired to raise the ambition of national and international climate governance and put action into practice via a growing number of ‘climate change experiments’ delivered on the ground. Yet accounts of the potential of cities in global environmental governance have often stopped short of a systematic valuation of the nature and impact of the networked dimension of this action. This article addresses this by assessing the nature, and challenges faced by, urban climate governance in the post-Paris era, focusing on the ‘experimentation’ undertaken in cities and the city networks shaping this type of governance. First, we unpack the concept of ‘urban climate change experimentation’, the ways in which it is networked, and the forces driving it. In the second and third parts of the article, we discuss two main pitfalls of networked urban experimentation in its current form, focusing on issues of scaling experiments and the nature of experimentation. We call for increased attention to ‘scaling up’ experiments beyond urban levels of governance, and to transformative experimentation with governance and politics by and in cities. Finally, we consider how these pitfalls allow us to weigh the potential of urban climate ambition, and consider the pathways available for supporting urban climate change experimentation.

  • On Legitimacy Crises and the Resources of Global Governance Institutions : A Surprisingly Weak Relationship?

    • While scholars commonly assume that Global Governance Institutions (GGIs) need legitimacy to perform effectively, there are few systematic empirical studies assessing the consequences of legitimacy (or the lack thereof) for the functioning of GGIs. Inspired by the new institutionalism in organization theory, which predicts that more legitimate organizations will get more resources than illegitimate ones, we look into how legitimacy affects the resourcing of GGIs. We assess how crises of legitimacy affect the staff and financial resources of 21 GGIs from 1985 to 2015. Multivariate statistical analysis suggests that the effects of legitimacy crises on GGI resourcefulness are interesting but surprisingly weak, often GGI specific, and dependent on time and the source of the challenge. Specifically, we find that elite criticisms of GGIs lead to deep resource cuts in the short and medium term, while the effect of mass protests takes longer. The paper concludes by setting an agenda for further theorizing and empirical testing of the consequences of legitimacy in global governance.

  • Causality and the fate of climate litigation : The role of the social superstructure narrative

    • Climate litigation has become a strategic tool to push for climate justice, including compensation for losses caused by climate change. Many cases rely on the establishment of a causal relationship between the defendants' emission of greenhouse gases (GHG) and the plaintiffs' losses. All decided cases seeking compensation for a concrete climate related impact have been unsuccessful (thus far). Legal scholars as well as social and natural scientists have looked at individual cases and evidence of these unsuccessful claims, aiming to identify legal and scientific hurdles. Based on previous research where we analysed specific cases, we step back from a case-specific analysis in this article and identify the social context in which law and science operate and intersect. We assert that without a general understanding of the urgency of climate change and the scientifically proven fact that climate change impacts the present, and that it is possible to attribute individual losses to human-caused climate change, the fate and future of climate litigation focusing on losses and damages will continue to encounter major obstacles in courts. This is despite the increasingly sophisticated strategies of litigants; the positive outcome of some strategic litigation and improvements in the field of climate science, all of which would be expected to sway for a successful future of the fight against climate change.

    • Opposing notions of justice held by parties frequently contribute to the complexity of conflict and its resolution. Yet the implications of this reality remain poorly explored in scholarship and often little recognized in policy approaches. This chapter delineates different causes behind and roots of opposing justice notions in conflicts situations. A range of means available to tackle them are then developed. So called integrative strategies of negotiation and conflict resolution are put forward as most promising if certain preparatory steps, involving a third party and trust building among other matters, are taken.

  • Climate Ambition and Sustainable Development for a New Decade : A Catalytic Framework

    • This paper examines the Global Climate Action Agenda (GCAA) and discusses options to improve sub- and non-state involvement in post-2020 climate governance. A framework that stimulates sub- and non-state action is a necessary complement to national governmental action, as the latter falls short of achieving low-carbon and climate-resilient development as envisaged in the Paris Agreement. Applying design principles for an ideal-type orchestration framework, we review literature and gather expert judgements to assess whether the GCAA has been collaborative, comprehensive, evaluative and catalytic. Results show that there has been greater coordination among orchestrators, for instance in the organization of events. However, mobilization efforts remain event-driven and too little effort is invested in understanding the progress of sub- and non-state action. Data collection has improved, although more sophisticated indicators are needed to evaluate climate and sustainable development impacts. Finally, the GCAA has recorded more action, but relatively little by actors in developing countries. As the world seeks to recover from the COVID-19 crisis and enters a new decade of climate action, the GCAA could make a vital contribution in challenging times by helping governments keep and enhance climate commitments; strengthening capacity for sub- and non-state action; enabling accountability; and realizing sustainable development.

    • The expectation that state voice drives perceptions of the legitimacy of international institutions is a common theme in academicscholarship and policy discourse on global power shifts. This article tests this expectation empirically, using novel andunique survey data on legitimacy perceptions toward eight international institutions among political and societal elites in sixcountries, comprising both rising and established powers. The article finds only limited support for a link between a state’svoice in an international institution and elite perceptions of legitimacy. Differences in formal state representation are onlypartly reflected in patterns of perceived legitimacy across the six countries. In addition, there is no evidence at the individuallevel that assessments of state voice shape elites’ perceptions of institutional legitimacy. Instead, considerations of good governancebest predict whether elites perceive of international institutions as more or less legitimate. These findings suggestthat only institutional reforms which are seen to favor general qualities of good governance, and not narrow demands forstate voice, are likely to be rewarded with greater legitimacy.
