    • The aim of the study is to analyze how intelligence and operative personnel in the Baltic Sea area describe the category “Russian criminals” and which discursive patterns cooperate with the construction of the category “norm-resolving Russian.” The analytical findings of a study are presented in the following themes: (1) Construction of norm resolution and moral panics: example criminal, (2) Construction of norm resolution and moral panics: example spy and (3) Construction of norm resolution and moral panics: example military invasion. The presentation of intelligence and operational police and border guard work as having varying morals and strengthening the argument for the need to fight against the other (“Russian”) can be interpreted in different ways. One interpretation is that constructed fear for the norm-resolving Russian and reproduced moralic panic is the expression of a social identity, and it is based on a contrast in relation to the “other”. By building up ideas about "enemies", moral panic is created and recreated, as well as the professional police and border guard professional identities. In addition, it shows in the analysis of the study the image of Russians pointed out by police and border guards in the Baltic region.

    • This interview study of Swedish police field-training officers (FTOs) and their conceptions of the task of mentoring and assessing police probationers, exemplifies how a field-training task can be understood as a learning incentive for professional development amongst the FTOs. In ten individual, in-depth interviews, the FTOs illustrate how their educational practices generate new perspectives on their policing and mentoring roles due to the incentives to reflect on the context related to the training task. Furthermore, the findings disclose the importance of proper prerequisites in understanding the pedagogies of the field-training task and thus creating an ethical and qualified learning environment. In the tradition of qualitative and exploratory studies, the article initiates a discussion about how a pedagogic and educational perspective on professional development can be applied to other vocations and professions.

  • Quantifying the geographic (un)reliability of police data

    • Place-based policing has attracted a substantial amount of attention, not least in relation to hot spot policing. Such policing efforts depend on geographical analysis of where crime takes place. However, while it is well known that police crime data suffer from many limitations, less is known about the extent to which the geographical reliability of these data constitutes a problem. The present study attempts to quantify the extent of this problem by exploiting the fact that in Sweden there is an alternative, and more reliable, source of geographical data for incidents of arson. The study compares the locations for car arson incidents as recorded by the police and the rescue services, respectively. The resulting quantification of differences shows that the median error for the police data is 83 meters. This presents a potential pitfall for geographical analysis, both for researchers using police data and for the police themselves in their operational and strategic analysis of crime.

  • Personality and mental health changes throughout the course of university police training in Sweden

    • Police trainees have to be prepared for future job demands and challenges. Personality plays an important role in stress management. The first assessment of a longitudinal investigation was conducted among 103 Swedish police trainees to study their personality changes and mental health responses in first two weeks after intake. Fifty-two of these trainees, who participated in the second assessment, were included in the analysis. The Temperament and Character Inventory (TCI) was used to measure personality, and the Symptom Checklist-90-Revised (SCL-90-R) was used to measure mental health. A multiple regression analysis was performed with personality scores from the first assessment as independent variables and SCL-90-R scores as dependent variables. Over two years, minor changes were found in the police trainees’ personality characteristics, which seemingly fit the demands of policing and are potentially valuable in the trainees’ future careers. Personality characteristics are predictors of mental health at the end of university training.

  • Hot spot 'Knarkrondellen' : An evaluation of police interventions in Malmö

    • ‘Knarkrondellen’, which translates to ‘the drug roundabout’, is a known hot spot for drug trading in Malmö and the police have implemented several measures to fight the open drug market. This paper sets out to investigate the impact that the police interventions, namely enhanced police foot patrols, improved street lighting and the installation of a surveillance camera, exert on the crime rates and the fear of crime at the roundabout. Quantitative data from the police register of reported crimes and police surveys are analyzed. The findings show that the police interventions did not reach the desired preventative effect on crime in the given study period and possibly indicate the occurrence of displacement. Nor did the citizens’ feeling of safety and perception of the problems change significantly as a result of the interventions.

    • Independence and integrity in research are prerequisites for objective and ethically responsible research. At the same time, image promotion plays a significant role in many contemporary organisations, and this might influence how research is carried out and presented. The article suggests that organisational branding is significant to understand the conditions in which researchers conduct and present critical research on powerful organisations. In this article we explore what prevents researchers from challenging the police’s brand and how researchers can act when their results do so. The results are based on several sources of data, such as field notes, public records, media statements, research reports and interviews with researchers who have presented critical research.

  • The Inter-Rater Reliability of Violence Risk Assessment Tools Used by Police Employees in Swedish Police Settings

    • Risk assessments are used by the police in order to identify the need for victim protection. The aim of this study was to examine the inter-rater reliability of two violence risk assessment tools; the Police Screening Tool for Violent Crimes (PST-VC) and the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER), used by police employees in two different police authorities in Sweden. The inter-rater agreement was evaluated for both tools, with respect to global risk assessments, recommended protective actions and risk- and victim vulnerability factors. The main results showed that the inter-rater agreement was highest for the global assessments and widely varying, from very low to fairly high, for the structured variables. The fairly high reliability for the global risk assessments was most likely due to shared assumptions (heuristics, tacit knowledge) among the assessors rather than being based on the information obtained by the tools.

  • The making of a social, representative and intellectual police force : Recruitment and education of police trainees in Sweden during the 20th century

    • This article presents the development of recruitment and education of police trainees in Sweden during the 20th century. The aim is to analyse the efforts to promote a role for the police and a police force that would be more social, representative and intellectual. While this has been the goal during the last ten to fifteen years, this investigation shows that the roots of these efforts go back to the 1930s. The ideas underlying recruitment originally sought the ideal police among soldiers, a foundation that metamorphosed into the desire to attract men from different social and occupational groups, and finally developed into attempts at including more women and immigrants. Gradually, police education has been prolonged with an orientation and introduction, plus increased instruction in theoretical subjects such as the social sciences, psychology and Swedish. The conclusion is that more research is needed in other countries as well, because knowledge about changes in recruitment and education can make a valuable contribution to the general field of police history.

    • The purpose of this text is to discuss the function of police humour, especially in the group of patrolling policemen. The discussion is primarily based on a literature study combined with data from qualitative interviews and participant observations. Basically «joking relationships» are considered a form of play which gives the individuals involved a relative freedom from responsibility. In terms of dealing with frustration with work including resistance against authorities, internal joking can be considered a form of parenthesis behaviour, i.e. it expresses parts of the personality that are suppressed through demands of authoritative and correct behaviour in the outer world. Joking can be seen as a form of diversion, partly through making distance to anxiety provoking situations, partly through rejecting aggressive situations to more neutral ones. Furthermore joking is a way to devalue the world around, to idealize the police collective in order to relieve feelings of guilt, and enhance emotions of moral superiority. In terms of internal relationship joking can be seen as ways of strengthen group cohesion. This is done by marking a boundary to different outgroups. Humour can be a way of establishing norms and giving sanctions for non-accepted behaviours, to investigate what is accepted in the group, to express feedback, to deal with conflicts, distribution of power and status and a mean of socialisation of new members.
