  • From policy to misery? The State Agricultural Farms vs. 'the rural'

    • 1989 was a turning point within the socio-economic development in the former Eastern bloc, initiating a system transformation that affected the society at large. It also contributed to the crystallisation of certain cultural landscapes, hitherto largely illegible due to the inhibition of spatial processes encountered during Communism. In Poland, after a quarter-century of free market economy, the focus on social problems began to expand to the spatial realm as well. It became apparent that the progressive social polarisation that followed was most prominent in environments striated by a particular landscape type – the former State Agricultural Farm (PGR). Considering PGRs “the epitome of rurality” subject to ideas informing the direction of contemporary “rural development” prompts a different way of looking at the problem. In this paper, we investigate the concept of rurality in the discursive tenor of implemented policy and contrast it with contextualised empirical examples. Our findings suggest that efficient policy should be confronted with the expectations of residents at the local level, while introducing top-down actions usually ends in failure as in the case of post-PGR estates.

    • Realising that human geography has been defined less by its canonical works but rather by its canonical concepts, the current status of the concept 'rural' puts a question mark over progress in human geography in terms of how well we have been able to adapt knowledge to reciprocate with societal change at large. As one of the oldest geographical concepts still in widespread use, 'rural' stands in stark contrast to the immense changes encountered by the society during the last century, let alone decades. And while this problem has been approached both empirically and philosophically, not enough stress has been put on the cognitive and sociological processes that have governed the attainment and retention of 'rural' in science, and beyond. In this vein, the aim of this paper is to provide a structured argument for facilitating a view of 'rural' less as a geographical space and more as a concept purportedly thought to define such space by way of inculcation.

    • This paper deals with the ways of categorising landscapes as ‘urban’ and ‘rural’ using a physicalist approach, where these terms have special meaning. The aim of this paper is to elaborate on the question whether such a division is still meaningful with regard to anthropogenic landscapes, not least in spatial planning. The concerns raised in this paper depart from the increasingly complicated structure of geographical space, including that of anthropogenic landscapes. Our standpoint is illustrated using cases of landscape ambiguities from Poland, Germany, Romania and Greece. Leaning on frameworks of physicalist (mechanicistic) theory, this paper suggests an explanation to the outlined semantic conflicts. This is done by pointing to the relationality between the impact of centripetal and centrifugal forces, the specifics of socio-economic development, as well as the varying landscape forms that emerge from the differences within that development.

    • Within the realm of contemporary urban design theory and practice, a number of authors have conceptualised the trends and processes of city development and planning into a series of urbanisms. This discussion essay examines the overall tenets of the 'ReUrbanism paradigm', a paradigm that has long been present in city planning and development but has received limited analysis and criticism and has not gained a more integrated position within the professional and academic worlds. This paper continues a paradigm development outline, leaning on the characteristics of other urbanisms in order to develop and provide a frame of reference and to contribute to the ongoing build-up of taxonomies about the trajectory of contemporary urban design thought. Focusing on the American representative case of Detroit, the authors of this paper argue for a better understanding of this urban regeneration paradigm, which they characterise as a rational urban planning & design approach in the contemporary age of inner city renewal.

  • New Urban Economic Agents : A Comparative Analysis of High-Performance New Entrepreneurs

    • Migrants are often the carriers of new skills and original abilities. This study focuses on the importance of 'new urban entrepreneurship' - in particular, ethnic or migrant business firms - as a major driver of creative and urban dynamics and economic vitality in urban agglomerations. The paper offers a general account of both backgrounds and socio-economic implications of migrant entrepreneurship in large agglomerations and highlights the socio-economic heterogeneity in motivation and performance among different groups of migrant entrepreneurs. This demographic- cultural diversity prompts intriguing questions about differences in business performance among distinct groups of migrant entrepreneurs, even in the same ethnic group. In the paper, a recently developed and amended version of data envelopment analysis (DEA), viz. super-efficiency, is presented and applied to a group of Moroccan entrepreneurs in four large cities in the Netherlands. The main research aim is (i) to identify the best-performing firms (so-called 'entrepreneurial heroes') from a broad management and business perspective, while (ii) the background of our findings are more thoroughly analysed. The paper ends with some general concluding remarks on urban business strategies.
