  • Civil society and the state intertwined : The case of disability NGOs in Russia

    • This article examines state - civil society relationships in contemporary Russia. Its objective is to assess opportunity structures of Russian non-governmental organisations (NGOs) that are intertwined with the state. The article presents qualitative data from fieldwork in the Russian cities of Moscow, St Petersburg, Nizhniy Novgorod, and Perm in 2009 and 2010. The focus of NGOs in the field of disability was chosen because of their roles as social service providers and as advocates for the rights of the disabled. The findings indicate that despite the Soviet legacy of an occupying state, Russian NGOs widen their opportunities by maintaining close relationships with state structures. Thus, litigation strategies seem to be an effective instrument for fostering social change for the benefit of the disabled.

    • The Western Balkans have been on the path of European Union accession, officially since 2003. The European Union invested heavily in the region to stabilise and democratise these countries and prepare them for eventual EU accession. This paper proposes that the EU-with its democracy aid and progress on accession stages acted as an external actor that- unexpectedly legitimised the political regimes despite their apparent backsliding. To better assess whether the EU played a role in democratic backsliding, and if so to what extent, the paper takes upon two case studies - Serbia and North Macedonia. The paper aims to enhance our understanding of democracy promotion, the EU's role as an external actor both in terms of its legitimisation role and democracy assistance in furthering democratic reforms in third countries.

    • The article examines patterns of party finance in Russia. In comparative terms, Russia now has one of the most regulated party finance regimes amongst established and emerging democracies. Over time, the amount of money circulating in the party sphere – or at least officially acknowledged – has increased. The reliance of the leading parties on state finance is now substantial, indicating that the pro-Kremlin groupings and the nominally opposition Communist Party of the Russian Federation have systematically built up a parliamentary ‘cartel’ to reinforce their position within the Russian party system.

    • In Poland, legacies of the communist past interact with contemporary domestic opportunity structures, conditioning and shaping the forms of action of the country's animal rights movement. The resulting ‘NGO-isation’ of civil society impedes effective collective action, with animal rights activists' engagement channelled towards ‘animal charity’ and service provision rather than more political strategies or disruptive forms of protest. Faced with an unfavourable political opportunity structure, the Polish animal rights movement has, moreover, opted for judicial activism and education instead of politics to achieve its ends. To understand the organisational fragmentation of the ‘collective action space’, the article suggests, the notion of ‘opportunity structures’ must be broadened to capture how the interplay between different types of opportunity structures affects action.

    • Constitutional change can be achieved either by changing the explicit wording of the constitutional document, or by way of changing the meaning of the constitution while leaving the constitutional text unaltered. This study systematically compares the use of these different modes of constitutional change in the new EU member states. The results show that implicit constitutional change is the more frequently used method, but also reveal substantial differences between member states. By comparing constitutional change trajectories in the Baltic States, this study reveals that public opinion, constitutional rigidity and constitutional courts stand out as important determinants for EU-induced constitutional change.

    • The democratic performance is declining across a number of Central and Eastern European Member States of the European Union, this while regime support has seemingly been steadily increasing. This dual development leads to questions regarding whether the democratic performance actually matters for regime support within a region consisting of countries that are still being considered as relatively new democracies. The findings from this study shows that there is a negative connection between higher levels of democratic performance and regime support within the countries in this region during the period of 2004–2019. Nonetheless, higher levels of democratic performance are still related to higher levels of regime support across the region.

    • The theoretical point of departure of this paper is that the perspective of political myth adds to the understanding of political developments in Russia. The upcoming Olympic Winter Games in Sochi in 2014 are discursively constructed as a manifestation of Russia's return to great power status. In official Russian discourse, there is an encounter between the Russian great power myth and the myth of Olympism, both of which are employed to strengthen the status of Russia and of President Putin personally. Thus, the Olympic values of humanism, internationalism, and progress are merged with Russian great power ideals. But there are also examples where the prevailing myths are turned around to criticise the regime and the Sochi Games. However, the most serious challenge to the Putin regime may stem from the great power myth itself, should the regime prove unable to deliver what it requires.
