    • Long-term social assistance dependency is a growing concern in Sweden and other European countries. In order for policy makers to design effective welfare reforms it is important to know how strong the state dependence associated with social assistance is in the population and to what extent it varies with different factors, and among different groups. We estimate the effect of the state dependence in social assistance for Sweden during the 1990s, for both Swedish-born and foreign-born. Using a dynamic discrete choice model that controls for unobserved heterogeneity and the initial conditions problem, we found that the effect is three times larger for foreign-born compared to Swedish-born. However, when the effect is distributed over time, it decreases and loses significance after three years for both groups. This suggests that more resources should be allocated for programs that connect working-age recipients with the labor market as early as possible.

    • To our knowledge, this paper provides the first study evaluating the effects of higher         education for adults on the timing of retirement. Using detailed longitudinal population         register data 1982–2010, we track first-time enrollees in higher education in 1992–1993.  Our sample is aged 42–55 at the time of enrollment and thus aged 60–73 in 2010. We find that higher education increases labor market survival rates when aged 61–66 by about 5 percentage points. The estimates represent relatively large effects. Tentative calculations indicate that if enrollment occurs at age 42, the retirement delay represents about one percent in yearly earnings returns per year of tertiary education.

    • In Romania, the communist regime promoted an official policy of gender equality for more than 40 years, providing equal access to education and employment and restricting pay differentiation based on gender. After its fall in December 1989, the promotion of equal opportunities and treatment for men and women did not constitute a priority for any governments of the 1990s. This paper analyzes both gender and occupational wage gaps before and during the first years of the transition to a market economy and finds that the communist institutions did succeed in eliminating the gender wage differences in female- and male-dominated occupations but not in gender-integrated occupations. During both regimes, wage differences were, in general, much higher among workers of the same gender working in different occupations than between men and women working in the same occupational group, and women experienced a larger variation in occupational wage differentials than men.

    • In this paper, we study how foreign ownership of Swedish companies affects employment and wages. To study these effects, we specify a model based on the assumption that the Swedish labour market can be described as one where trade unions and employers bargain over employment and wages. Our hypothesis is that bargaining power is affected by institutional settings and the ownership of the firm. To test our hypothesis, we used a panel data set of 242 large Swedish manufacturing firms over the period 1980–2005. The results indicate no significant impact of foreign ownership on employment or wages in Sweden.

    • We study cross-sectional and long-term poverty in Sweden over a period spanning two recessions, and discuss changes in the policy context. We find large increases in absolute poverty and deprivation during the 1990’s recession but much smaller increases in 2008-2010. While increases in non-employment contributed to increasing poverty in the 1990’s, the temporary poverty increase 2008-2010 was entirely due to growing poverty among non-employed. Relative poverty has increased with little variation across business cycles. Outflow from poverty and long-term poverty respond quickly to macro-economic recovery, but around one percent of the working-aged are quite resistant to such improvements.

  • The long-term earnings consequences of general vs. specific training of the unemployed

    • Training programs for the unemployed typically involve training specific skills in demand amongst employers. In 1997, Swedish unemployed could also choose general schooling at the upper secondary level. This offers a unique opportunity to assess the theoretically ambiguous long-term relative earnings of general vs. specific training for unemployed. Analyzing detailed administrative data 1990–2010, we find 1) that specific training is associated with higher earnings in the short run, 2) that earnings converge 5–7 years post program and 3) that individuals act on their comparative advantages. When we extrapolate our estimates to life-time earnings, there is overall a relative advantage of specific training. However, for females with limited prior education, we find a relative life-time earnings advantage of general training.
