  • On the functional and structural scope of technological innovation systems – A literature review with conceptual suggestions

    • This paper reviews how the functional and structural scope of technological innovation systems (TIS) are understood in the literature. We find that it is often unclear if the system function involves innovation, production or both, and a lack of agreement as to whether structural elements are social or social and technical. Since these issues risk hindering cumulative knowledge development and conceptual advancements, we argue that a clear and shared underlying system model is needed. Taking steps in this direction, we propose that the function of a TIS is to develop and shape a specific technology; that this technology can be understood as a production-consumption system; and that the structural elements of a TIS are social, technical and possibly ecological. In addition, we offer guidance to boundary-setting in empirical case studies. We hope that the paper will inspire continued conceptual development in the TIS community and beyond.

    • The sustainability transitions literature departs from the idea that grand challenges such as climate change and rising inequality call for far-reaching changes in sociotechnical systems of production and consumption. This implies a dual interest in the directionality of innovation; some directions of change can be perceived as more desirable, while others may be more plausible due to the path dependent nature of sociotechnical change. The specific characteristics of the potential outcomes of directionality have, however, received little attention. Our aim is therefore to unpack and conceptualize the multidimensional space in which sociotechnical systems may adopt different shapes and configurations. We also provide three illustrative empirical examples where directionality has resulted in systems with different technical, social and spatial characteristics. The ideas put forward in this paper can be seen as a contribution to a morphology of sociotechnical systems and thereby support efforts to investigate or promote specific directions of change.

    • The literature on sustainability transitions departs from the idea that social and environmental problems call for transformative change but employs socio-technical frameworks that treat nature as a passive context. In this paper, we argue that transitions research should adopt a socio-technoecological approach that accounts better for ecological elements. To take steps in this direction, we review adjacent literature that engages with socio-ecological and socio-techno-ecological systems concepts. Based on insights from this literature, we discuss emerging topics for the development of a socio-techno-ecological transitions framework. Our contribution paves the way for further theoretical development and empirical validation by motivating, contextualizing and sketching a roadmap towards a more comprehensive approach to transitions research.

  • Diffusion intermediaries: A taxonomy based on renewable electricity technology in Sweden

    • The purpose of this paper is to explore the characteristics and activities of intermediaries that are involved in innovation diffusion and, thus, contribute to the acceleration of sustainability transitions. The paper develops a taxonomy of four types of diffusion intermediaries based on official firm registry data on intermediaries involved in renewable electricity technologies in Sweden, which differ from each other in terms of business activity width and sectoral coverage. An analysis of the intermediaries’ business descriptions shows that: (1) most intermediaries are not exclusively involved in intermediation and many are active in several sectors, (2) the relative importance of different intermediation activities varies between different types of intermediaries, and (3) diffusion intermediation has a technology-specific component. These findings imply that researchers and policy makers should not treat diffusion intermediaries as a homogeneous collective. Moreover, there might be an (unexploited) potential for intermediaries and policy makers to exploit cross-sectoral learning.

    • This paper addresses interactions between technological innovation systems (TIS) and wider "context structures". While TIS studies have always considered various kinds of contextual influences, we suggest that the TIS framework can be further strengthened by a more elaborated conceptualization of TIS context structures and TIS-context interactions. For that purpose, we identify and discuss four especially important types of context structures: technological, sectorial, geographical and political. For each of these, we provide examples of different ways in which context structures can interact with a focal TIS and how our understanding of TIS dynamics is enhanced by considering them explicitly. Lessons for analysts are given and a research agenda is outlined.

    • If sustainability transitions research is to be relevant for upscaled diffusion of radical innovations and wide systemic socio-technical changes, then markets remain critical to account for. Founding frameworks in transition studies regard markets and market formation as important. Yet, the conceptualization of markets has so far not been elaborate: markets are mostly pictured as target areas for sustainable innovation and emphasis is on diffusion and user involvement. This special issue aims to unpack the notion of markets and market formation in sustainability transitions. The special issue contains in total 13 papers, which draw on theory from various scientific disciplines, use diverse research approaches, and cover a multitude of contexts. Altogether, the collection of papers stimulates broader theorizing of markets in sustainability transitions and the formulation of an agenda for future studies on markets in sustainability transitions. This editorial paper proposes relevant topics for such a research agenda. © 2022 The Author(s)

    • This paper seeks to answer the question of how learning processes support niche aggregation. It brings together literature on strategic niche management and theoretical concepts derived from literature on project management and learning in project-based firms to analyze the ongoing standardization efforts for fast-charged electric bus systems in Europe. The analysis suggests that niche aggregation is a cyclical process that depends on two learning processes: knowledge sharing and knowledge accumulation. Whereas knowledge sharing is an interactive process that involves several organizations, knowledge accumulation is an internal organizational learning process that enables firms to move beyond local niche projects and engage in external networks. These learning processes are mutually reinforcing and jointly support niche aggregation.

    • An increasing body of literature on sustainability transitions addresses the business strategies of incumbents but overlooks upstream companies. By addressing this gap, we aim to explore how upstream incumbents navigate sustainability transitions. Theoretically, we introduce an industry value chain perspective, integrating the concepts of center of gravity, patterns of strategic change and organizational adaptation. Empirically, we conduct an in-depth case study of how an up- stream incumbent firm navigates the established value chain for lead-acid batteries and the emerging value chain for lithium-ion batteries used in electric vehicles. The company faces a dilemma as to whether and how to maintain a vertically integrated position in the established value chain, and how and when to expand into the emerging value chain. We argue and demonstrate that for upstream companies, navigating sustainability transitions is highly dependent on the anticipation of and adaptation to the complex changes in industry value chains.

    • The aim of this paper is to analyse contemporary transitions in the aviation industry in Sweden. We take a durational perspective to consider narratives as coordinating mechanism in sustainability transitions. We find that industry actors are constructing narratives for alternative aircraft fuels and technologies as they seek to maintain aviation's societal function whilst mitigating its climate impact. By reconciling memories of the past with their expectations for the future, narratives act to coordinate actors’ transition activities in the present. In this way, narrative are more than an initiator of transitions, but constitute paths in-the-making, highlighting the agency of actors in enacting change in the present and shaping sustainability transitions of the future.

    • In order to facilitate the transition to electricity industries with low CO2 emissions, it is important to understand which firms invest in renewable energy technologies. This study concentrates on the heterogeneous characteristics of investors in wind power that are embedded in the investors' dynamic capabilities. Data on 617 investors in the Swedish onshore wind industry are analyzed. Investors with higher investment and management experience and a mixed generation portfolio whose business is electricity production have more assets in wind. Investors' age in the wind industry has a negative relation with assets in wind, illustrating that latecomers are investing more. Individual incumbents of the electricity industry hold a relatively large amount of assets in the Swedish wind industry, but the group of incumbents as a whole possesses only 15 percent of wind assets. The results suggest that tailor-made policies could stimulate a greater variety of firms to invest in wind power.
