  • Shaping local response – The influence of transnational municipal climate networks on urban climate governance

    • In recent years, many cities have joined transnational municipal climate networks (TMCNs), which were set up in response to climate change. Despite the fact that some of these TMCNs have been active for more than two decades, there has been no systematic investigation of the networks' impact on local climate governance. In this article we attempt to answer if and how local climate governance has been influenced by municipalities' memberships in TMCNs. Our assessment is based on an online survey conducted with staff from all German cities above 50,000 inhabitants with membership in TMCNs, fieldwork and interviews in seven German cities. Network membership mainly influences local climate governance through the following processes: (1) Enabling internal mobilisation (2) Formulating emission reduction goals (3) Institutionalising Climate Trajectories (4) Enabling direct exchange and (5) Offering project support. Our data suggests that the main influences of TMCN membership unfold in internal political processes in the member cities. External interactions, such as between cities or between network staff and cities is comparably less important. We also found that many of these benefits can be associated with laggards rather than pioneering cities. We conclude that TMCNs have considerable influence on local climate governance in Germany.

  • The suitability of the urban local climate zone classification scheme for surface temperature studies in distinct macroclimate regions

    • The Local Climate Zone (LCZ) classification scheme, initially designed to distinguish between standard built (urban) and non-built (land cover) types in terms of screen-level air temperature relevant for urban heat island (UHI) studies, has been widely used for land surface temperature (LST) and surface urban heat island (SUHI) studies. However, some concerns remain about the global suitability of the scheme for LST and SUHI studies in different macroclimate regions. By analyzing and comparing a large number of representative LCZ sites and multi-year remotely-sensed LST data, the aim of this work is twofold. Firstly, to study the suitability of the LCZ scheme, with a focus on the built types, for surface temperature studies in four distinct macroclimate regions, namely, the tropical, the arid, the temperate and the cold. Secondly, to understand the influence of the macroclimate region on the LST and SUHI characteristics of the standard LCZ built types. Results show that the urban LCZ standard scheme is applicable, with varying degrees, to all macroclimate regions other than the arid, where a LCZ subclassification might be essential. Also, it has been demonstrated that most LCZ built types exhibit significantly different LST and SUHI characteristics across the remaining macroclimate regions.

  • Modeling mean radiant temperature in outdoor spaces : A comparative numerical simulation and validation study

    • The parameter governing outdoor human thermal comfort (HTC) on warm, clear-sky days is radiation. Its effect on HTC is accounted for by mean radiant temperature (Tmrt). While Tmrt differences owing to different measurement methods are well established, the impact of different computational approaches have not been systematically evaluated. This study assesses the performance of three microclimate models in their ability to estimate Tmrt values in complex urban environments. The evaluated models are RayMan Pro, SOLWEIG and ENVI-met. The model evaluation encompasses both the comparison of modeled Tmrt values with those derived from observations and model intercomparisons with analyses extending to several radiation terms and parameters that comprise or explain the resultant Tmrt. Results indicate that the models systematically underestimate nighttime Tmrt. SOLWEIG and ENVI-met tend to overestimate Tmrt during prolonged periods of shade and underestimate when the sites are sunlit. RayMan underestimates Tmrt values during most part of the day. The largest Tmrt errors occur at low sun elevations in all three models, mainly as a result of underestimated longwave emitted and shortwave reflected radiation fluxes by the adjacent facades. These errors indicate room for improvement with regards to surface temperature estimation and shortwave reflected radiation calculations in the models.

  • Towards climate services for European cities : Lessons learnt from the Copernicus project Urban SIS

    • The growing share of Europe's population living in cities makes urban climate change impact assessment and adaptation a critical issue. The urban environment is characterized by its sensitivity to small-scale meteorological, hydrological and environmental processes. These are generally not fully described in climate models, largely because of the models' insufficient spatial resolution. The Urban SIS climate service offers historical and future simulated data downscaled to 1 km × 1 km resolution over selected European metropolitan areas. The downscaled data are subsequently used as input to air quality and hydrological impact models, all made available to users as Essential Climate Variables and Sectoral Impact Indicators through a web portal. This paper presents the Urban SIS climate service and demonstrates its functionality in a case study in Stockholm city, Sweden. Good model performance was attained for intra-city temperature gradients and small-scale precipitation extremes. Less positive results were obtained for large-scale precipitation and hydrology, mainly due to an insufficient domain size in the meteorological and climate modelling, in turn related to the substantial computational requirements. An uncertainty classification approach was developed to aid the interpretation and user application of the data. We hope our lessons learnt will support future efforts in this direction.

  • Increasing house owners adaptive capacity : Compliance between climate change risks and adaptation guidelines in Scandinavia

    • Climate change is expected to intensify weather related risks affecting the existing buildingstock. To increase the understanding of how the capacity among individual house ownersto mitigate such risks can be improved, this study analyses the compliance between anticipatedclimate risks and existing adaptation guidelines to house owners in Denmark,Norway and Sweden. The assessment of climate risks is based on a review of climatechange and building research literature. The compilation of available guidelines is basedon an assessment of information from government authorities, municipalities as well asinsurance companies and organizations. Results reveal a high compliance between availableguidelines and risks for already experienced weather risks, while somewhat new risksfrom anticipated climate change impacts are less covered. To better facilitate adaptiveresponses, further adaptation guidelines would earn from explicitly targeting house owners,as well as highlighting relationships between anticipated climate impacts, existingweather risks and individual management practices. Public–private cooperation is identifiedas an important means for making information more accessible and easily available.

  • Designing urban green spaces for climate adaptation : A critical review of research outputs

    • Urban green spaces provide important contributions to enhance climate adaptation, and therefore research in this area has increased exponentially in the last decades. While several studies showed that the morphology and type of living and built elements of urban green spaces greatly affect their performance, a persistent gap between theory and practice continues to pervade the design of green spaces. This study conducts a semi-systematic review of research published in the last decade to investigate to what extent recent research has produced evidence-based outputs relevant to practitioners concerning the design of outdoor urban green spaces in the context of climate adaptation. An innovative design-oriented approach is subsequently applied to critically review evidence-based research outputs considering a comprehensive spectrum of climate impacts and adaptation measures. Our specific objectives are to: i) identify evidence-based research outputs of relevance to practitioners according to type of climatic impact; ii) assess the level of relevance and geographical transferability of such outputs to support the design of urban green spaces; and iii) identify key challenges that might hinder the implementation of evidence-based guidelines. Our results support a call to align research to confront the wicked gap between scientific research and implementation in design practice.

  • Assessing the role of SuDS in resilience enhancement of urban drainage system: A case study of Gurugram City, India

    • The increasing frequency of urban floods worldwide due to rapid urbanization, frequent climatic extremes, or poor drainage conditions necessitates evaluating the performance of the urban drainage systems (UDS) and enhancing their resilience. In this study, a comprehensive assessment of the UDS of Gurugram City, India, through the concepts of sustainable drainage systems (SuDS) is presented. A stormwater management model (SWMM) was set up to model the existing UDS response to a design storm of a 5-year return period. The increase in percentage imperviousness (due to urbanization) and rainfall intensity (due to climate change) are considered the governing factors for functional failures. The results revealed climate change to be a more severe threat to UDS than urbanization, while their combinations can further worsen the repercussions. The structural failure was modelled using the single link-failure scenarios, where 3 and 12 conduits possessed low resilience and no resilience (severe), respectively. The role of SuDS in enhancing the resilience of UDS was assessed by simulating all these functional and structural failure scenarios for three SuDS-implemented conditions, i.e., only infiltration trenches (SuDSIT), only retention ponds (SuDSRP), and both of them together (SuDSIT+RP). The SuDS abated the flood magnitudes, delayed the time to peak flow, and stored an additional volume of water within the catchment, thereby justifying their efficacy to mitigate the pluvial flood and enhance the resilience of UDS. The findings of this study encourage implementing SuDS over the developing countries to bring down the frequency of urban floods.

  • Climate partners of Helsinki : Participation-based structures and performance in a city-to-business network addressing climate change in 2011-2018

    • Private actors are important for urban climate action, because the public sector can control the carbon footprint of a city only partly. Public-private partnerships have been created through different voluntary approaches, such as city-level voluntary networks for companies with the aim to engage private actors in climate change mitigation and to support learning processes by bringing different actors together. If these processes are to happen, network members should connect with each other through voluntary networking activities. These connections can be studied using methods from network science. As a case example, we study the event-participationbased structures of the Climate Partners network of the City of Helsinki between 2011 and 2018, and develop an index to measure whether active event participation by a company is associated with taking more ambitious mitigation measures. The results show that the network manages to bring together companies from different fields but has difficulties with engaging them and encouraging ambitious climate goals. Our results can help to further develop networking activities. The tools we develop and share allow the replication of the analysis for other data sets, offering a basis for a comparative analysis of different networks. This opens new horizons for studying public-private networking and its effects.
