    • Sweden’s management of the coronavirus pandemic, beginning in early 2020, hasbeen much discussed because it deviated from other countries’ equivalents. Set inthe context of scholarly debate about the balance between politicians and experts inpolitical decision-making, we argue that a necessary condition for this case of Swedishexceptionalism was the manner of policy-making adopted by the Swedish authorities. Inthis article, we describe this policy-making procedure, which involved a radical form ofdelegation by elected politicians to appointed experts, and seek to explain how it cameabout. We focus on the 1st year of the pandemic, and use media reports and other publicdocuments, including parts of a public inquiry, as our empirical material.

  • Shifting perceptions of intra-party democracy : Leader selection in the Swedish Liberal Party

    • The Swedish Liberal Party chose a new leader in 2019. It was, in some ways, typical of leader selection in Sweden. It featured an elaborate, institutionalised and yet only semi-public form of “precursory delegation,” in which aspiring leaders are filtered by a “steering agent” on behalf of the party’s main power centres. In other ways, though, the process was unusually conflictual and produced an unexpected result, which had considerable consequences for the party and for Swedish politics. Moreover, the selection involved the breakdown of a long-established procedure for leader selection in the party. We seek to explain this deviant case. We emphasise an unexpected cascade of decisions by regional party branches to hold membership ballots on the leadership candidates. This event, we argue, was critical for the outcome. We also suggest a causal mechanism, a shifting perception of procedural legitimacy, that facilitated the outcome—a mechanism that could be useful in understanding leader selection and moments of party change more generally.

  • Threat, voting and candidate support. The impact of mortality salience

    • Introduction : How does threat motivate political choices? An extensive literature has noted the importance of threat in influencing political behavior. A growing literature in political psychology has used the concept of “mortality salience” to examine the role of existential threat in political decisions. Scholars have argued that inducing mortality salience by asking individuals to think about their own death should result in either reinforcement of their existing political worldview, a shift to a more politically conservative view, or support for a “status quo” option more generally. Methods : We performed two survey experiments (N = 484 and 1514) manipulating mortality salience and candidate features (Exp. 2). Experiment 1 was performed one week before the 2016 US presidential election and utilized the varying features of the candidates. Experiment 2 manipulated features such as experience level (representing the status quo or change) and partisanship.  Results : We find that mortality salience led to an increased likelihood of voting for Hillary Clinton, particularly for moderate and independent respondents. We also find that independent participants preferred the status quo candidate under mortality salience.  Discussion : We interpret the findings in both studies as supporting a connection between existential threat and preference for the status quo in psychological terms, at least for less partisan voters, rather than a conservative shift in ideological terms or a tendency to reinforce existing views.

  • Navigating underrepresentation and gendered barriers to women's political power : Narratives and experiences of women parliamentarians in Turkey

    • As women increasingly participate in political decision-making around the world, the research emphasizes the need to further understand how informal barriers shape women's political participation. At the same time, the persistent stability of hybrid political regimes calls for additional inquiry into the impact of hybrid regimes on gender politics and its actors. Based on the case of Turkey, a hybrid regime, this study explores how women MPs navigate gendered, informal obstacles in parliament and to what extent their navigation strategies reflect the broader implications posed by the hybrid regime context. This exploratory study draws on qualitative, in-depth semi-structured interviews with eight women MPs in the Turkish parliament from government and opposition parties. The findings illustrate that navigating the informal barriers women MPs experience in the Turkish parliament happens both individually and in collective ways. Individually, women MPs choose to navigate the informal barriers of gender norms by either assimilating or contrasting the masculine way of doing politics. Collective navigation strategies of women MPs in the Turkish parliament illustrate their approaches to representing women's interests, seeking women's solidarity across the parliament, and linkages with civil society to empower women, which also reflect the different positionings of government and opposition within the Turkish hybrid regime dynamics. The findings reveal the need to further research the complex, dynamic interplay of how informal practices and hybrid regime tactics target gender politics and its actors, while also giving more attention to women's agency in tackling and countering obstacles to their political power within and beyond political institutions.

  • Governing for Future Generations : How Political Trust Shapes Attitudes towards Climate and Debt Policies

    • Policy decisions, and public preferences about them, often entail judgements about costs people should be willing to pay for the benefit of future generations. Economic analyses discount policies’ future benefits based on expectations about increasing standards of living, while empirical studies in psychology have found future-oriented people are more motivated to protect the environment. In this article, using original surveys and survey experiments in four countries—Sweden, Spain, South Korea, and China—we show that support for future-oriented policies also strongly reflects people’s political trust. Focusing on policies for reducing either global warming or public debt, we find political trust operates on attitudes by shaping people’s (a) confidence in policies’ effectiveness and (b) willingness to sacrifice for others. The influence of political trust outweighs that of subjective concern, while discounting has so little impact that people who expect future generations to be richer are more, not less, willing to sacrifice.

  • The modern Epimetheus: Carl Schmitt's katechontism as reactionary chronopolitics

    • This paper deals with the reactionary form of chronopolitics that characterizes the work of the German jurist, political theorist, and radical conservative intellectual Carl Schmitt (1888–1985). Called both the latest classic of political thought and the Crown Jurist of the Third Reich, Schmitt remains a controversial figure, not least because of his practical support of the Nazi regime and his authoritarianism. Another controversial aspect of Schmitt's work are his unabashed and outspoken references to theology as a resource for legal and political thought. Many commentators regard Schmitt's support for the Nazi regime, his general authoritarianism, and his recourse to theology as expressions of an apocalyptic worldview that is taken to form the basis for his alleged decisionism. This in turn matches an analysis of twentieth-century totalitarianisms as constituting innerworldly forms of radical millenarian faith. However, the structure of Schmitt's politico-theological reason should be understood in a very different way. Rather than affirming the apocalyptic and millenarian energies of totalitarian movements, Schmitt attempted to formulate a theory aimed at containing them and averting their revolutionary fervor in defense of the state. At the heart of this endeavor was the Biblical figure of the katechon, “the restrainer” of the Antichrist and lawlessness as described in the Second Letter to the Thessalonians. Focusing particularly on a short but dense essay published in 1950, the paper lays bare the basis for Schmitt's avertive apocalypticism, or katechontism, which can be regarded as the politico-theological emblem of what Schmitt himself in contrast to decisionism described as concrete order thinking. The form of reactionary chronopolitics Schmitt expresses there is analyzed with the help of theories of modern historical temporality and contextualized through his own references to contemporary conservative thinkers like Hans Freyer, Karl Löwith, and Konrad Weiss.

  • How Polling Trends Influence Compensational Coalition-Voting

    • Compensational voting refers to when voters cast a vote for a more extreme party than they prefer, in order to push policies closer to an ideal point. This article develops the idea of compensational voting in regard to pre-electoral coalition signals and polling trends. The argument is that a significant share of voters consider the relative strength of the parties in their preferred pre-electoral coalition, and adjust their vote choice accordingly. This is elaborated by conducting a mixed logit model over eight Swedish general elections where parties were more or less clear about their intentions to collaborate with other parties. Combining unique data from parties’ election manifestos including negative and positive quotes about other parties with polling trends and voters’ approval rating of parties, the analysis lends support to the idea that this type of coalition-oriented compensational voting occurs.

  • Horizontal Local Governance and Social Inclusion : The Case of Municipality-Civil Society Engagement During Refugee Reception in Malmö, Sweden

    • This study takes its departure from literature on the far-reaching engagements from civil society during the 2015 “refugee crisis” in Europe as it seeks to understand the status of collaborative governance at the local level. It takes an in-depth look of Malmö, a city in Sweden which in 2015 became the centre for the Swedish refugee reception and solidarity initiatives. The study identifies challenges and opportunities of horizontal collaborations to develop the social dimension of city resilience. It includes eleven interviews with key actors from the civil society sector as well as from the municipality and utilizes theory on solidarities in the “refugee crisis” together with social cohesion and inclusion as a framework for analyzing data. This allows for a comprehensive appraisal of the (spatially produced) responses to migration from the city's horizontal alliances. The findings suggest that there are diverse conclusions to be made about the long-term potential of horizontal collaborations in bringing about social resilience. On the one side it is discovered that short-term project collaborations may only serve to “fill the gap” left by neo-liberal local governments and not bring about the structural change needed. On the other side, it is found that horizontal collaborations can be a strategy for civil society actors to influence more inclusive alternatives by bringing the realities of refugees into local policy making, particularly those refugees otherwise rendered invisible due to legal categorizations. Lastly, there are suggestions made for how to enhance the opportunities of horizontal collaborations in creating a socially cohesive, inclusive and resilient city.
