    • This chapter examines Swedish military policy in the post-cold war era. While there has been considerable academic discussion and political debate on issues such as neutrality and non-alignment, membership of the EU or partnership with NATO, little attention has been paid to the actual practice of Swedish military policy in the post-cold war era — particularly in terms of the use of force and its links to statecraft, both crucial aspects of strategic culture. This military activism constitutes an interesting — and often overlooked — dimension of Swedish foreign policy, which poses some complex theoretical puzzles for International Relations theory and the sub-field of Foreign Policy Analysis. The chapter begins by outlining the ways in which Swedish approaches to the use of military force have changed and adapted since the end of the Cold War, and examines the sources, dimensions and political implications of Sweden's military activism. It considers the impact of the demise of cold war bipolarity on Swedish conceptions of international security and “military non-alignment”, and analyses the evolution of Swedish foreign policy role conceptions and strategic culture in response to the transformed international environment. It also tracks the shifts and recalibration of Swedish military policy from the early 1990s to the present, highlighting the change from peacekeeping and national territorial defense, to a more varied and complex military missions including peace support operations, humanitarian military intervention, conventional deterrence and counter-insurgency operations.

    • Considering the number of fundamental laws as well as, for example, the length of the Instrument of Government (Regeringsformen) (194 articles), the impression might be that constitutional principles are of great importance in Swedish political life. However, references to such principles are very uncommon in legal rulings or in the public debate. The Swedish political culture is best described as pragmatic and consensual, where the government’s ability to take action—for example, securing various welfare state policies—has been given deliberate precedence over constitutional ideas that focus on limiting government under higher law. The fact that a section on constitutional design in a handbook on Swedish politics is preceded by a section on the politics of the welfare state is a perfect reflection of this reality. From a constitutional design perspective, Sweden is an interesting case. During the previous IG of 1809, which was based on the principle of separation of powers, comprehensive changes in the practice of government were made without any corresponding amendments of the IG itself. The most noteworthy of these changes were the introduction of universal suffrage for men and women, parliamentarism, and the abolition of the Parliament of the Four Estates, which was replaced by a bicameral system. All these fundamental changes were made in slightly more than 100 years, without any corresponding amendments or changes to the 1809 IG (which was the second oldest constitution in the world). This certainly raises questions on the elasticity of the constitution, that is, the significance of constitutional rules for political practice in the Swedish setting. The foregoing changes were in effect by 1921, but the IG was not completely rewritten to reflect the true form of government until 1974—a fact that has led constitutional experts to talk about the period of 1921–1974 as “the constitution-less half-century” (Sterzel 2009: 18f). Despite this radical and needed revision of the IG in the 1970s, the contributions in this section will reveal that a weak constitutional culture still prevails in Sweden. For example, when Sweden joined the European Union in 1995, the constitutional adjustments were kept as small and as technical as possible.

    • Recurring themes relating to the central constitutional principles of the public sector and the courts can be summarized as administrative dualism and institutional autonomy. The scope of the dual Swedish administrative model, as well as how much institutional autonomy government agencies and the courts are granted by the Constitution, has been strongly debated. These debates exemplify what we refer to as “the Swedish Constitution as a story of unresolved issues.” Paradoxically, substantial constitutional reforms in this area rarely come about due to regular constitutional reform making in Sweden. Instead, they are often the result of formally less demanding political decision making.

    • This chapter analyzes the role conceptions of Swedish foreign policy since the end of the Cold War. The chapter’s point of departure is a theoretical framework based on role theory, including the scope conditions for role change and the possibility of the Europeanization of foreign policy roles. Based on a reading of previous studies of Swedish foreign policy and primary sources, the chapter first analyzes how Swedish foreign policy role conception was Europeanized during the 1990s and early 2000s. Secondly, it examines how this Europeanized role was subsequently complemented by a reemerging Nordic one. The conclusion of the chapter is that Sweden’s foreign policy role conception today is characterized by multiple roles.

    • This introduction to the section on the party system in Sweden starts with the premise that political parties are essential for the upholding of legitimacy in parliamentary democracies. Four chapters make up the section. The first focuses on the changing Swedish party system, where Social Democrats historically have held an exceptionally strong position, which has weakened during recent years. The second analyzes the parties’ internal organizational structure, suggesting that although Swedish parties have become more professionalized, and the ‘mass party’ has faded away, this does not imply they have become internally less democratic. The third chapter focuses on representation, arguing that Swedish parties today face a more complex environment than before, with more diversity among representatives. The concluding chapter suggests that some features of Swedish cabinets stand out in a comparative perspective, with many single-party minority governments, where the Social Democrats have ruled with the help of ‘support party coalitions’.
