    • The increased interest in how policy and planning outcome is dependent on social processes has created demands for new approaches within the field of policy analysis and planning. We use a relational approach to investigate the development of policy communities and how policy actions are shaped through meaning-making processes and competition between discourses and priorities in two Swedish cases. The first case explores the implementation of the European landscape convention. The second, the final disposal of spent nuclear fuel, is an exceptional case with a nearly 40-years long planning process. The empirical material in both cases is document studies and in-depth interviews with actors involved in the implementation processes.The framework used for evaluation exposed challenges for inclusive policy strategies and actions, e.g. discursive tension between policy levels and policy actors and a lack of integrative public leadership. Other factors that impacted the policy processes were degree of openness of policy communities and inclusion or marginalization of perspectives and values. To conclude, our results indicates that if policy outcomes are expected to be in line with policy intentions there is a need to support implementation conditions. Doing this allows for a diversity of perspectives and values and strengthens management and public leadership.

    • In this chapter we evaluate strategic planning considering its tangible and intangible effects. Our purpose is to offer a framework to examine why were the strategic plans made and what was – if any – their transformative impact on development strategies and governance models at the urban-regional level. In particular, we focus on two strategic plans that were respectively carried out in Bari and Taranto sub-regions following the Italian Government’s decision to fund strategic planning in order to promote a sustainable and competitive development in city-regions in Southern Italy. The strategic planning initiative in the Bari sub-region involved 31 municipalities out of 41 of the Bari Province; in the case of Taranto 28 municipalities of the Taranto Province voluntarily adhered to the strategic planning process. In both cases the strategic planning process attempted to think collectively in order to prepare the strategic plan. Our evaluation shows how dilemmatic it is to balance between tangible and intangible impacts in a strategic planning process in urban regions in Southern Italy with its history of political patronage, vested interests, and other institutional shortcomings. To conclude, our chapter discusses some lessons that could be learnt for future efforts in strategic planning.

    • Spatial planning implies the application of knowledge to actions that are inter-temporarily and spatially related to one another. Planning takes place in a broader social context with local, national, and global correlations. Actions are assumed to be implemented in near or distant future that is wrought with uncertainties. Actions that determine the use of space require extraordinary considerations since built environments affect the lives of people for many generations. Bearing in mind spatial, inter-temporal and social circumstances and the uncertainties that are inherent in these implies that planning always involves dilemmas.
