    • Quantitative evaluations are valuable in the strive for improvements and asserting quality. However, the field of Command & Control (C2) evaluations are hard to navigate, and it is difficult to find the correct measurement for a specific situation. A comprehensive Scoping Study was made concerning measurements of C2 performance and effectiveness. A lack of an existing appropriate framework for discussing C2 evaluations led to the development of the Crisis Response Management (CRM) Matrix. This is a new analysis tool that assigns measurements into categories, and each category display unique strengths, weaknesses and trends. The analysis yielded results proving to be too rich for a single article, thusly, this is the first of two articles covering the results. In this article, the Practitioners Guide focus on results valuable for someone interested in evaluating C2. Each evaluation has specific requirements to be met, for example, whether it is a real response or an exercise, or what competencies the evaluator has. For best result, these requirements ought to be reflected in the chosen measurement.

    • Currently, there is a lack of assessment approaches for evaluation of resilient capabilities in simulation games. This paper presents work-in-progress to create such an instrument to be used in crisis management simulation games for the fuel, food, and finance sectors. The “Team Resilience Assessment Method for Simulation” (TRAMS) is based on the Systemic Resilience Model and departs from the assumption that resilient crisis management teams will be able to develop strategies for assuring that anticipation, monitoring, response, recovery, and learning are established and maintained in their respective organizations as well as in the crisis management team. A prototype version of the TRAMS, based on the experiences of representatives from the involved sectors and firmly related to resilience theory, is presented and discussed. The TRAMS instrument will be tested in 30 planned simulations games including participants from the fuel, food, and finance sectors.

    • One of the most important infrastructures for society is the payment system. If this system malfunctions, it can lead to disruptions in other critical infrastructures. By developing resilience i.e. the ability to recover or resist different disruptions in complex dynamic systems, as well as analyzing and raising awareness about it, such events can hopefully be handled better. The purpose of this study is to gain an insight into the different sectors’ ways of dealing with disturbances in the payment system. Six participants from the food, fuel and bank sectors were interviewed using semi-structured questions. The interviews were conducted and data was analyzed using a thematic analysis approach. The results indicate a low level of resilience maturity among these organizations when it comes to handle long-term disruptions in the payment systems. The results provide valuable input to the project and a better understanding of payment infrastructure resilience.

    • Societal threats such as global warming and terror attacks make crisis preparedness and crisis training a major priority in governments worldwide. Unfortunately, training is limited, partly due to complex and resource-demanding planning of traditional exercises. Several crisis training software have been developed as a complement. However, reports in research on their usage are rare, which indicates that the diffusion is limited. A potential explanation is that the systems fail to meet important needs in the organizations and/or sound information systems (IS) design principles. This paper describes the first phase of a design science research (DSR) project aiming at developing information systems for disaster management (ISDM) training, and accompanying training methods in local and regional governments. The purpose of this paper is to investigate perceived problems in current crisis training and identify opportunities for ISDM training in the application domain. Another purpose is to outline expected artifacts in the project.

    • Risk analysis is important for safety-critical IT systems and services, both in public and private organizations. However, the actual practices and the challenges of risk analysis in these contexts have not been fully explored. This paper investigates the current practices of risk analysis by an interview-based investigation. This study investigates several factors of the risk analysis process, e.g., its importance, identification of critical resources, definitions of roles, involvement of different stakeholders, used methods, and follow-up analysis. Further more, this study also investigates existing challenges in the current practices of risk analysis. A number of challenges are identified,e.g., that risk analysis requires competence both about the risk analysis procedures and the analyzed system,which is challenging to identify, and that it is challenging to follow-up and repeat a risk-analysis that is conducted. The identified challenges can be useful when new risk analysis methods are defined.
