    • Knowledge forms an important asset in modern organisations. In order to gain and sustain competitive advantage knowledge has to be managed. One aspect of this is to use Electronic Knowledge Repositories (EKRs) in order to enhance knowledge sharing, reuse and learning. The success of an EKR is dependent on the quality of its content. For knowledge to be stored in an EKR, it has to be captured. One crucial part of the capture process is to evaluate whether the identified knowledge should be incorporated in the EKR or not. Therefore, to increase information quality in an EKR, the evaluation stage of the capture process must be successfully performed. This paper characterizes Critical Success Factors (CSF) for knowledge evaluation and presents six evaluation criteria to guide the evaluation stage in order to increase information quality in EKR:s. In particular we highlight the importance of performing evaluation addressing correctness, relevance, protection and redundancy.

    • This paper questions the idea of data stability. We focus on core ideas behind an information centric strategy concerning stability in databases (created through enterprise-wide data modeling). We investigate if and how data stability is obtained when an information centric strategy is implemented in practice. We claim that, even though there are many research contributions about information centric strategies, there are still few papers focusing on problems concerning consequences of the strategies’ practical implementation. This is, however, an important issue since data integration is a key element of strategic management in, e.g., ERP-systems, data mining applications, and service-oriented architecture (SOA). It is, thus, most important not to neglect existing experiences, when developing the IT systems of tomorrow. The result of our two case studies reveal four tactics focusing on actions conducted to obtain and maintain stability in databases. The tactics are 1) change avoidance, 2) anticipated generalization, 3) constructive standardization, and 4) expansion to new application areas.

  • Formative Infrastructure for ICT-adoption in SME’s : A Study of Conditions for Progress

    • The focus in this paper is on conditions for ICT use in SMEs expressed as formative infrastructure. Questions concern needs for infrastructure among SMEs, actors roles, and concepts constituting a formative infrastructure for ICT-adoption and use. Few – if any – studies, take the perspective of SMEs’ needs for infrastructure concerning use of ICT. A formative ICT infrastructure is constituted by the identified needs among SMEs, and it contains three parts; (1) sensemaking, (2) sensegiving, and (3) service infrastructures. In SMEs there is less of infrastructure and less of overhead services and these are to be found outside the SME. The adoption processes in SMEs differ from the ones in larger enterprises. ICT adoption is the process where the formative infrastructure is maintained as well as changed by actors enacting this context. SMEs rely more on external relations in a public infrastructure. In dividing ICT infrastructure into two major areas – hard and formative infrastructure, the results indicate that, both are important, but formative ICT infrastructure in SMEs is a less known and a less elaborated concept. When analyzing the need for formative ICT infrastructure, three types, emerge – sensemaking infrastructure, sensegiving infrastructure, and service infrastructure, as three cornerstones of a formative ICT-infrastructure.

  • On how to develop design theories for IS use and management

    • Design science research is an essential part of IS research since the field should not only try to understand how the world is but also how to change it. We argue that the aim of IS design science research should be to develop practical knowledge not only for the design and improvement of IS but also for IS use and management. Whereas substantial methodological support exists for researchers engaged in behavioural IS research, only limited methodological support exists for researchers with the ambition to develop new IS design theories and new IT artefacts. For the development of design theories for IS use and management the methodological support is even weaker. To overcome this shortcoming we suggest an approach for design research on IS use and management. We give two examples of the proposed approach in use by applying it to the areas of knowledge management systems and e-learning.

  • Managing e-Government Projects : a Comparative Case Study of two Inter-Organizational e-service Development Initiatives

    • E-government initiatives have large potentials in developing better services for citizens and a potential to transform government structures. However e-government initiatives face a number of challenges of complexity and risk - it is not an easy matter to realize its potentials. A key research issue for the e-government field, as well as the information systems field in general, is to understand why some projects progress to success while others end in failure. The main objective in this paper is to contribute to a better understanding of the progress and the success vs. failure in e-government development based on case studies of two inter-organizational e-service projects. The analysis in the paper is made from a) an e-government systems development life cycle perspective and b) a challenge and success factors perspective. The main result in this paper is that crucial success factors of an inter-organizational e-government project include project manager skills and position in the agency organization as well as when and how systems maintenance issues are introduced in the project. Criticism is presented concerning the life cycle model used in the analysis regarding this last matter.

  • Orchestrating Economic, Socio-Technical and Technical Validation using Visual Modelling

    •   The paper presents an approach for orchestrating validation of project results from different perspectives by using visual modelling techniques. The context for the paper is the FP6 project MAPPER. Validation in MAPPER covers economic, socio-technical and technical viewpoints. The economic viewpoint mainly focuses on business value and coherence with business drivers like reduced lifecycle time or increased flexibility. Sustainable collaboration for joint value creation of various units in a networked organisation is the main aspect of the socio-technical viewpoint. From a technical point of view, usability of IT-infrastructure and services is a key aspect. The MAPPER Validation Framework includes and orchestrates approaches and methodologies from these three viewpoints and defines the validation actions to be performed. The main contributions of the paper to research in the field are (1) the structure of the MAPPER Validation Framework integrating different validation perspectives, (2) experiences from using a visual modelling environment for framework development and (3) experiences from orchestrating different validation perspectives.
