    • In the early twentieth century, Sweden was on the verge of developing into a democracy. This was not done without conflict, however. In the 1910s, the main struggle was between the people’s power and the king’s power. Although the latter seemed to strengthen the hold on power against parliamentarism, the dramatic years of 1917 and 1919 – with a popular mass movement demanding peace, bread and suffrage – led to a Left-wing government in power and a general suffrage reform. The interwar years were dominated by confrontational and sometimes violent labour disputes. It also established the Social Democrats hold on political power with a modern welfare state – the so-called ‘people’s home’ – as a result.

    • This introductory chapter argues that popular struggle was an essential part in the overall political processes and instrumental in the formation of democracy in Scandinavia. Then follows a methodological section on how historians and social scientists have studied collective popular struggles in the form of hunger riots, tax rebellions, petition drives, strikes, demonstrations, public meetings and social movements. We are particularly aware of how social groups, movements and state institutions interact to create political regimes based on the principle of popular sovereignty, and that democratic demands often manifest themselves in waves within the single country and across nations. Our focus on popular struggle and the entanglement between popular struggle and democracy does not exclude political elites, and conservative and outright anti-democratic movements. Together with state officials, they are present in day-to-day politics and constitute crucial actors in the tortuous and contradictory processes of democracy. In other words, we focus on how social and political mobilization ‘from below’ interact with policies and power networks’from above’, in the shaping of democratic Scandinavia.

    • In this chapter we provide a historical overview of the major trends in contentious politics in Sweden from 1950 to 2015. Considering that protest during this period (especially from the 1960s onwards) rapidly proliferated, involving a number of forms and acting on a multiplicity of social conflicts, we provide a thematic account, focusing on the major conflicts and the social movements that defined the space of contentious politics of the period. Four protest waves are outlined, which largely correspond to transnational developments but in many cases display strong elements of national and local articulation. We argue that contentious politics in Sweden in the post-war era is profoundly influenced by the particular relationship between state and civil society defining the Swedish welfare model.
