    • The sustainable development of cities is threatened by a worldwide water crisis, which puts urban water services (including drinking water, sanitation, and drainage) at increasing risk. Despite a shared understanding of the importance of addressing the issue, there is a peculiar lack of action and resistance at all levels. To make matters worse, risk reduction and resilience building measures seem to be making poor urban populations increasingly vulnerable. Against this background, this chapter provides new knowledge on the interface between risk, vulnerabilities, and the resilience of urban water services, and linkages with social equity. We focus on the approximately 2.8 million people living in Metro Cebu in the Philippines, which is the most populous and fastest-growing urban area outside of the country’s capital Manila. The area is frequently challenged by tropical cyclones, storms and other increasing, climate-related disaster events. The study presented here was conducted during 2014–2017. The results show the need to better link the management of urban risks, urban planning, drainage, sanitation, water resources, and watershed issues. Efforts that have been made so far are siloed and contribute to the erosion of resilience and sustainability. Moreover, several socio-economic challenges bar the way to far-reaching approaches, notably power structures and corruption. We conclude that a more comprehensive understanding of urban water services is needed to address the underlying failures in sustainable development, with a focus on transparency and capacity-building measures in governance and public institutions.

    • In recent years nature-based solutions (NBS) have received increasing attention as a way to enhance urban resilience. NBS are often presented as an alternative or combination to grey infrastructure in disaster risk reduction and climate adaptation. More generally, they are seen as a deliberate intervention that seeks to use the properties of nature to simultaneously provide environmental, social, and economic benefits to address multifaceted challenges that cities face. Despite the recognized potential and benefits that NBS can offer, related knowledge is so far scarce and fragmented and the use of NBS for increasing urban resilience remains limited. To better understand the potential of NBS and their local implementation, we identify successful governance, finance, and public participation practices and the associated conditions that can enable (or limit) the emergence of NBS in cities. Based on an in-depth case study approach and in close collaboration with practitioners, we study how NBS have so far been implemented in some selected cities: Malmö, Melbourne, and Munich. Our results show how NBS governance emerges as a complex phenomenon, involving multiple social and political actors as well as diverse institutional and financial challenges, such as uneven landscapes of socio-economic power relations and inequalities in access to financing. Participative and reflexive forms of governance are central to overcome these challenges to support long-term social learning, new means of decision-making and new forms of citizen involvement.

    • The nature of urban risk and disasters is changing. Hazards are increasing in intensity and frequency and their causes and after-effects are becoming more complex. Their unpredictable nature and impacts have a significant bearing on the mental wellbeing, fear, and stress levels of those who experience them, and on those involved in disaster risk reduction and management. Despite this situation, the urban resilience literature mainly addresses broader socio-economic and environmental systems, while there is a near-absence of literature that focuses on mental wellbeing in resilience. This reflects the failure of the academic community to debate the contribution of mind and wellbeing to urban resilience research. At the same time, there is an increasing number of studies that have examined mental wellbeing and associated cognitive/emotional and relational capacities, such as mindfulness. This chapter discusses the implications of these studies for urban resilience, with the aim of bridging the current gap between individual and systems approaches. It provides an overview of the key aspects of how the human mind, and mindfulness in particular, is inherently linked to disaster risk reduction for resilience building at different scales. On this basis, the chapter suggests how organizations and policy can address resilience more comprehensively, notably by putting people (with their values, beliefs, worldviews and associated cognitive/emotional capacities) at the center of urban resilience planning and enabling related pre- and co-conditions.
