    • The Council of European Energy Regulators has been publishing Benchmarking Reports on the Quality of Electricity Supply since 2001. For the 2011 edition of the Benchmarking Report the 29 member countries of CEER were joined by the 9 NRA's from the Energy Community and the NRA from Switzerland. This paper contains the main results, findings and recommendations on voltage quality from the 2011 edition.

    • This paper introduces three examples of new thinking for addressing the challenges that the power system has to cope with. Such new thinking in combination with new technology will be an important element in the transition to the future electricity network (the —). With overload protection it is important to not remove the overloaded component but the cause of the overload so as to protect the other network users against an interruption. The limits set to the hosting capacity by potential overvoltages can be removed either by new technology (curtailment of production) or by allowing occasional overvoltages. Allowing higher levels of non-characteristic harmonics is a possible alternative for strict emission limits on new installations. In all cases it is essential that the interests of the network user are considered.

    • In recent years, many countries have started to integrate the power system with more advanced information and communication technologies. With transforming the electrical data to useful information, the stability and reliability of power system operation can be secured. By observing this world-wide trend, it is believed that the development of smart grid would be the vital strategy for energy saving, integration of renewable energy resources, and improvement of power quality. Meanwhile, the related measuring and control equipments are necessary to redesign based on information and communication technologies (ICT), which are key factors to the success of the smart grid implementation. This paper gives an overview of some important issues and techniques for the enhancement of power quality monitoring and analysis when deploying the smart grid.

    • This paper presents the results of a set of measurements to study changes in harmonic emission from a domestic customer due to the introduction of energy-efficient lamps (CFL and LED lamps). This emission has been studied through both magnitude and complex harmonic current. We can see that the emission depends on the lamps that are connected as a background. Sometimes adding a new device reduces the harmonic sometimes it increases it. The harmonic current produced by aggregate loads is significantly smaller than the algebraic sum of the harmonic current produced by each one separately. Therefore, it can be some cancellation effect not only between devices, but also among customers. Overall, the measurements confirm the conclusion that there is some increase in harmonic emission due to the replacement of incandescent lamps by CFLs and LED lamps, but that there is no reason for concern.

    • This paper describes the initial activities of the recently created CIGRE WG C4.112 “Guidelines for Power quality monitoring - measurement locations, processing and presentation of data”. The WG was created in January 2011 in recognition of demand for coherent set of guidelines for power quality monitoring in existing and future power networks to meet increasing customers' and the regulatory agencies' demands to provide information on the actual power quality level in power networks. Though still at early stages of the work the members of the WG compiled an extensive material about the state of the art of power quality monitoring. This paper summarizes current understanding of power quality monitoring issues and points out directions in which the WG will continue to work over next couple of years in order to provide answers to outstanding questions.

  • Harmonic emission before and after changing to LED lamps : Field measurements for an urban area

    • The paper presents measurements performed in an urban area in the north of Sweden with two individual houses and on LV side of the distribution transformer supplying these two and ten more houses. Measurements of harmonic and interharmonic groups were performed before and after replacing all existing (mainly incandescent) lamps in all 12 houses with LED lamps. The total power of all lamps was reduced from approximately 2300 W to approximately 450 W, per house. All new lamps were low-power-factor lamps. The paper shows the variations of the most important harmonics with time and relevant spectra before and after the replacement. The emission during the evening hours is studied in specific detail. Despite the low power factor of the individual lamps, no change in emission due to the lamps has been observed, neither for any of the two individual houses nor the distribution transformer supplying all 12 houses

    • This work presents a comparison study of measurements of power quality, with emphasis on voltage and current distortion, at two locations in the same windpark, located in northern Sweden. Emissions at both locations are compared based on both harmonics and interharmonics. A complete picture of spectrum during the measurement is presented to show the variations of emission in the windpark. Some dominating harmonics are further analyzed.
