    • Electronic identification (eID) solutions constitute a critical element in digitalised society. As such, eID has been studied from a variety of perspectives, yet most, if not all existing solutions that have been studied rely on a centralised approach. With the introduction of decentralised technologies such as blockchain, new avenues for designing eID solutions become feasible. In order to acceler-ate the creation of blockchain-based eID solutions and their study, this paper offers a comparison of two traditional eID initiatives in Finland and Sweden and one blockchain-based eID initiative in Taiwan. Based on this comparison, we derive insights in the form of design choices for a block-chain-based eID initiative. The findings show that the repertoire for design choices in eID solutions is expanded by the application of the blockchain. These findings are used as a foundation for discussing the design of blockchain-based eID solutions and the need for future research.

  • Exploring the emerging body-worn camera practice within the Swedish police

    • Police authorities in a number of countries have recently started to use body-worn cameras. Un-like stationary surveillance cameras, body-worn cameras are maneuvered by the individual offic-ers and can be used in a variety of different circumstances and even brought into private settings such as people’s homes. This means that personal and, in some cases, even sensitive information can be captured and must be correctly managed and stored within the organization. Hence, not only actual camera usage but also management of the collected material need to be properly regulated. Previous studies, however, have shown that technology - and the new practice it affords - changes more rapidly than do the regulative mechanisms governing it. Therefore, our study aims to understand how individual police officers cope with this uncertainty during their everyday practice of using body-worn cameras. Using the Swedish police as a case, and based on qualitative interviews with individual representatives of both police and legislative authorities, we draw on Lessig’s four modalities of regulation - law, norms, architecture, and market - and our preliminary results shows that the modalities of norms and architecture dominate with quite clear regulative effects whereas law and market have only marginal impacts.

  • In Defence of Subjectivity : Autoethnography and studying technology non-use

    • Despite calls for the use of reflexive methods in Information Systems, few notable autoethnographic works have made an impact in the field. This paper acknowledges the increase of interest in topics related to technology non-use and offers autoethnography as a possible solution to methodological challenges in studying absence of technology. As autoethnography allows the researchers to experi- ence the effects of technology absence first hand, evocative accounts emerge making visible practices and phenomena that were not apparent before, or bringing into question assumed behaviours. The paper uses a vignette from an autoethnographic study to illustrate the type of data that can emerge, followed by a discussion on the validity and legitimacy of the method, as well as concrete possible steps researchers can take in planning autoethnographic work. Furthermore, an argument is present- ed in defence of subjectivity as way of interrogating topics in which trustworthiness and authenticity are of utmost value. Finally, the merits of autoethnography are presented to the community of Infor- mation Systems researchers who are interested in investigating technology adoption as well as non- adoption through qualitative methods.

  • Dynamics of Inter-Team Coordination Routines in Large-Scale Agile Software Development

    • Software development organizations are adopting values, principles, and frameworks to implement agile ways of working today. But the agile methods were initially designed for use in small, single-team projects and routines for coordination between several teams have not been adopted in the same way as routines for coordination within the team. The Scaled Agile Framework has become the most common way to implement organizational routines for inter-team coordination, but critiques claim it to be too strict and formal, without leeway for adaption. This study investigates the dynamics of inter-team coordination routines at three organizations and provides thick descriptions of tailoring. Data collection was performed by 379 hours of observations and 28 interviews. The main findings highlight the variety in ostensive and performative aspects of coordination routines and how they change over time. Contrary to earlier findings, the ostensive and performative aspects in this study do not have opposing varieties. This indicates that the empirical relationship between ostensive and performative aspects might not be as atypical as previous results suggest. An important practical contribution is the described possible tailoring options when scaling up agile ways of working which contradict the view of the framework being too rigid.

  • Architecting Structural Flexibility in Design Processes : a Case Study of Public Sector Digital Innovation

    • Public sector organizations (PSO) are under pressure to undertake digital innovation in order to meet the challenges of a higher demand for service quality despite tighter budgetary restrictions. Effective digital innovation presupposes the flexible and appealing collaboration of heterogeneous actors possessing distinct knowledge loosely coupled in a complex service ecosystem. However, many PSOs lack access to employees possessing the specialized knowledge needed to execute digital innovation design processes and may thus need to seek external collaborations. This paper reports a case study of a PSO pilot project attempting to facilitate an inclusive design process for digital innovation. The study examines how teams comprising public sector professionals and private sector developers come to be involved and awarded agency during a digital innovation design process in the public sector. Findings indicate a need to architect conditions that allow for flexible provisional participation in the design process, thereby allowing novel collaborations to emerge, facilitating access to innovation intermediation and the integration of knowledge resources required for successful digital innovation. This paper contributes to our understanding of the setup and execution of digital innovation design processes in the public sector.

    • This research develops and tests a theoretical model on the impact of antecedents on technology adoption developing valuable insight into influencing levels of attitudes and expectations prior to deployment of a mandated to use system. Two stages during the pre-deployment phase of a mission-critical, mandated system are studied. Results are reported from a two cross-sections field study of 263 and 185 users (physicians, nurses and nurse affiliates) at Critical Care departments of two hospitals implementing a Patient Data Management System. The results indicate that prior to deployment, Trust is the most important predictor of attitudes and expectations. The proposed model explains a relatively large amount of the variance, (64% and 69%) in attitude and (57% and 47%) in expectations before and after training in system use, respectively.

    • Digital exclusion of elderly citizens is a main contributor for poor uptake of public e-service. The situation is alarming since elderly citizens are a major target for many upcoming services provided by governments, such as online health care services. Playing an important role in a sustainable society, governments should always strive towards increased efficiency and effectivity in order for publicly founded resources to be better used. However, sustainable development of public e-services is problematic if the intended receivers of such services are excluded from, or do not want to use them. In order to address this problematic situation we need to know more about elderly citizens’ perceptions of why they are digitally excluded. We add to existing research by providing a large sample of empirical data explaining elderly citizens’ own perceptions about why they are digitally excluded. Furthermore, we present how these perceptions can be categorised and also how they relate in between. Such findings may serve as a basis for how to deal with these problems in order to enhance digital inclusion of elderly citizens, which in the long run may enhance their uptake of public e-service.

    • In an increasingly digitalised society, participation becomes dependent on digital skills – the ability to understand and use the everyday Internet technologies that surround us. People who have difficulty acquiring these skills risk being digitally excluded. One such group is the elderly; all research studies show that they are disadvantaged. The project focuses on digital inclusion for elderly citizens, addressing goal 10 of the United Nations global sustainability goals: reduced inequality within and among countries. It brings together researchers, industry and government in a collaborative practice (action research) program designed to increase theoretical knowledge of digital inclusion in Sweden, and to provide useful guidelines and tools for improving societal involvement of elderly citizens. The collaborative practice approach incorporates survey and interview techniques to ensure scientific rigor. A feature of the project is the use of a cross-generational teaching and learning approach – young people (digital natives) interacting with elderly - which has not previously been researched. Our initial results show that the benefits for the elderly include reduced isolation, more autonomy and independence, and better health.

    • Pervasive digitalization is challenging established organizational modes of operating and practices in strategy formation. Both theoretical and empirical accounts detail how such processes involve moving from perceived views of information technologies as important but functional resources used to achieve business goals, towards digital strategy grounded in a synthesized perspective where strategies for organizational goals are both formed and executed by leveraging digital resources. While multiple studies detail the underlying rationales for this shift, and what a digital strategy is how such strategies are formed has received less attention. We draw on the notion of planned and emergent strategy formation to analyze how the distributed agency and blurred boundaries induced by digitization are harmonized with organizational governance requirements. We contribute an empirical account of strategizing across three phases identified in an interpretative case study of a digital strategy formation process at the Swedish Transport Administration (STA), marked by distinct approaches to balance and integrate business and digital competencies. Second, we identify distinct work practices aimed at creating new institutional arrangements in the three phases. Third, the analysis demonstrates the cumulative nature of digital strategy formation and how organizations may develop capacity for strategizing over time.

    • MIS Quarterly recently published an extensive review of the Grounded Theory Methodology (GTM) inInformation Systems research (Wiesche et al., 2017). Our paper contributes to the IS research methodsliterature by reflecting on, commenting on, and elaborating on their review. Even though our paper isa commentary to a single paper, we provide it as a general argument in support of pluralist GTM researchpractice. Specifically, we argue that Wiesche et al. have omitted paradigmatic assumptions fromtheir considerations, which hides their positivist/functionalist single-paradigm framing. Paradigmaticassumptions are important, because what it is means for a 'theory' to be 'grounded' is a matter ofontology and epistemology. We make four arguments to advance GTM pluralism: 1) identification ofdifferent GTM generations may not be purposeful; 2) abduction should be acknowledged in addition toinduction; 3) GTM procedures are resources not necessities; and 4) theorization should be grounded inlocal meanings in the context of explanation.
