- The authors discuss cooperation between immigrant associations and public institutions for adult education in Sweden. They emphasize, on the one hand, a growing importance for social inclusion of activism among immigrant associations and, on the other hand, their stigmatization, and subordinate position. Based on empirical case studies from metropolitan Stockholm, the authors argue that these associations have become more or less institutionalized in terms of new partnerships (between state, municipality and volunteer organizations) and have taken over a number of service functions from the retiring welfare state. Focusing on issues of cooperation in the area of adult education the authors argues that this partnership is unequal. Contextualising a changing institutional system of adult education and its role in social inclusion of migrants they examine problems of partnership both in terms of lack of dialogue and culturally defined hierarchy and in terms of adjustment to market exigency.

- Detta kapitel kretsar kring just förorten som skådeplats för politiskt motstånd. Särskilt fokus riktas mot framväxten av en förortsrörelse bland förortens unga, en form av gräsrotsmobilisering som kretsar kring rumslig och social orättvisa (Sernhede m.fl. 2016; Ålund 2014b). Denna rörelse uttrycker ett lokalt förankrat, men translokalt förgrenat, motstånd mot den sociala exkludering som drabbar de boende och inte minst de unga i förortsområden runtom i landet (León Rosales & Ålund 2017). I denna organisering åberopar förortens unga sin rätt till hemmahörande på lika villkor. Rörelsen drivs av en stark vilja att höra till, artikulerad i en kamp för hemmastadiggörande. De unga kräver rätten till staden och till Sverige som inkluderande hem.

- Focusing on activism within a new “suburban movement” (förortsrörelse) in Sweden, this article explores the processes of becoming an activist from the perspective of post-migrant youth. The authors ask how individual identities are formed under conditions of social subordination and cultural stigmatization. Using interviews with urban activists the authors elaborate how this experience is contingent on individual and collective learning processes, and related to place struggle; the notion of self-identification for a “justice movement” among Swedish activists in ethnically mixed suburban areas. The article is based on Megafonen, a youth led organization grounded in Husby, a Stockholm suburb. Employing the notions of active and activist citizen, the interconnection of racialization and resistance, as well as how conditions of a racialized being affects the options of becoming an activist citizen, are explored.

- The study examines civil society agency for social inclusion among Associations Founded on Ethnic Grounds (AFEGs), focusing on their engagement for combating discrimination and enhancing migrant incorporation into the Swedish labour market. The overall rationale of the study investigates the complex institutional conditionality of AFEGs for developing their agency as social movement and civil society actors. The main aim of this study has been to understand how anti-discrimination agencies run by AFEGs, with subsidy support by the state, describe their experiences, and which implications the subsidy may have for the orientation and direction of their actions. The study comprises primarily interviews with anti-discrimination lawyers and heads of two agencies, but also interviews with representatives for the Equality Ombudsman. The greatest challenge for the agencies has been caused by subsidy cutbacks, which have affected both the working conditions of the agencies and other engagements of the AFEGs, such as educational courses among their members, awareness raising concerning the issues of anti-discrimination among different officials, in municipalities, trade unions and among employers. Due to the cutbacks, the civil society actors such as AFEGs have been forced to adapt to market principles by becoming entrepreneurs specialised, in this case, in the field of anti-discrimination law. The study further analyses the effects of this development as well as opportunity structures for collaboration with trade unions and the Equality Ombudsman. Even though these partnerships reveal relational asymmetries, the authors call attention to current and possible future openings in opportunity structures for wider collaboration between AFEGs, trade unions and the Equality Ombudsman.

Under 2000-talet har social ojämlikhet och boendesegregering ökat, åtföljd av rasism och en allt mer restriktiv flyktingpolitik. Sverige är en nation i ombildning. Åtstramningspolitik och högerpopulism har fått bred förankring i partipolitiken. Samtidigt uppstår motrörelser, där civilsamhälleliga aktörer kräver en fördjupad demokrati och social rättvisa. Vi står inför ett skifte. Kommer en nyliberal ekonomisk politik att smälta samman med en auktoritär, rasistisk populism? Eller är de nya rörelserna en öppning mot ett mer inkluderande, jämlikt och rättvist samhälle, där visionen för framtiden byggs på hopp och optimism — inte rädsla och hot?
