    • In this document, technical details of the upgrade plan of the J-PARC neutrino beamline for the extension of the T2K experiment are described. T2K has proposed to accumulate data corresponding to 2×1022 protons-on-target in the next decade, aiming at an initial observation of CP violation with 3σ or higher significance in the case of maximal CP violation. Methods to increase the neutrino beam intensity, which are necessary to achieve the proposed data increase, are described.

    • This paper reports the development of a vibration monitoring system for wind turbine blades. This system is used to estimate the deflection at the tip blade on a wind turbine tower. Technical accidents of wind turbine blades have become increasingly common. Thus, regular monitoring of the blades is very important to prevent breakdowns, especially in cases when the blades begin to vibrate excessively. The monitoring system developed in this study satisfies two main objectives for practicality. First, our system is easy to install on existing wind turbines. Second, blade deflection is measured in real time. Our system can be operated using a few strain gages attached at the blade root, and the deflection is calculated based on the monitored stress. Thus, direct measurement of deflection at the blade tip is unnecessary. An estimation algorithm for this purpose is adopted based on the experimental modal analysis. This paper focuses on the evaluation of the estimation algorithm to investigate the feasibility of our system. Basic experiments were conducted using a simple blade model of a 300 W scaled wind turbine under rotation. Signals from the strain gages were acquired by a sensor network and sent to a computer through a wireless connection. The results show that the estimation accuracy is acceptably high. Therefore, we conclude that our proposed system is practical.

    • In this paper, we develop a dissipativity-preserving model reduction method based on a generalized singular perturbation approximation. This model reduction framework can deal with not only standard singular perturbation approximation but also projection-based model reduction as a special case. To develop such a model reduction method, we investigate a condition under which system dissipativity is appropriately preserved through the approximation. Moreover, deriving a novel factorization of the error system in the Laplace domain, we derive an a priori error bound in terms of the H2-norm. The efficiency of the model reduction is shown through an example of interconnected second-order systems.

    • This paper proposes a singular perturbation approximation that preserves system passivity and an interconnection topology among subsystems. In the first half of this paper, we develop a singular perturbation approximation valid for stable linear systems. Using the relation between the singular perturbation and the reciprocal transformation, we derive a tractable expression of the error system in the Laplace domain, which provides a novel insight to regulate the approximating quality of reduced models. Then in the second half, we develop a structured singular perturbation approximation that focuses on a class of interconnected systems. This structured approximation provides a reduced model that not only possesses fine approximating quality, but also preserves the original interconnection topology and system passivity.

    • This paper proposes a singular perturbation approximation for semistable linear systems. In particular, we derive a novel expression of error systems in the Laplace domain. As a result, we obtain an h2-error bound in terms of the sum of eigenvalues of an index matrix, which coincides with a controllability gramian of the state-derivative. Furthermore, we show that the singular perturbation model appropriately preserves the semistability of the original system and also guarantees the stability of the error system. The efficiency of the proposed method is shown through a numerical example of a Markov chain model approximation.

    • We overview and summarize the progress of the spectral phase encoded time spreading (SPECTS) optical code division multiple access (O-CDMA) technology. Recent progress included a demonstration of a 320 Gbit/s (32-user x 10 Gbit/s) all-optical passive optical network testbed based on the SPECTS O-CDMA technology and a theoretical prediction of the spectral efficiency at 100% and above. In particular, InP-based integrated photonics allows implementation of SPECTS O-CDMA transmitters and receivers monolithically integrated on a chip. The integrated InP chip technology not only allows robust and compact configurations for practical and low-cost O-CDMA network deployments but also offers code reconfigurations at rapid rates for secure communication applications.
