    • Immigrants make up 13.1 % of the population of Norway in 2012. Immigrant drivers in Norway have considerably higher accident risk, measured as personal-injury accidents per 1000 license holders, than drivers born in Norway. Drivers from the Middle East and Africa have more than twice the accidents risk of drivers born in Norway or immigrant drivers from the western world. Accident risk is calculated using the national registers of road accidents, driver’s licenses and the Norwegian population. Factors which may explain these differences in accident risk were studied by focus group interviews and a questionnaire survey. Language problems, worries about family in the country of origin, attitudes to road traffic rules and driving behavior reflected in the number of road traffic violation fines may contribute to explaining the differences in road accident risk.

  • Barriers to road safety and potentials for improvement : The case of Norway

    • ProblemIn road safety, the objective is clear, zero fatalities and zero severe injuries, i.e. the Vision Zero. While we already have the knowledge required to realise this objective, we still have not been able to do so. Why? What is the problem? Norway is among the five countries in the world with the lowest number of road fatalities per million inhabitants, a situation, at least to some degree, due to the high number of road-accident countermeasures implemented. However, many more are needed, if we are to realise the Vision Zero. Why are some countermeasures implemented and others not or only partially? As an objective, road safety is not controversial. Still, it can conflict with other objectives such as the mobility and personal freedom visible in money spent on safety vs. other objectives or in the implementation of safety measures reducing other objectives. When effective road-safety measures are insufficiently implemented or not at all, other concerns take higher priority. What are these other concerns or barriers to road safety? Is there potential for improvement?MethodsThe relevant literature and political documents were searched and studied, and a list of 25 examples of inadequate implementation was compiled. An interview guide was developed, based on the literature, official documents and the list of examples. 16 stakeholders in the field have been interviewed.ResultsAnalyses of the material and the interviews revealed nine barriers to the implementation of road-safety measures and eight areas where there was some road-safety potential, corresponding well to seven more theoretical factors. The key barrier was found to be low political priority, especially in the justice sector. A main potential for improved road safety in Norway is the Vision Zero approved by Parliament as the basis for road-safety policy. Most barriers are surmountable or can even be turned into potentials. The number of road fatalities could approach zero, if there is a sufficiently strong political will to this end.

    • It is a well established fact that the consumption of alcohol before driving a motor vehicle increases the accident risk. However, the importance of rather low blood alcohol concentrations (BAC) for accident risk is still under discussion. Norwegian studies find that drivers involved in fatal, alcohol-related accidents have on the average rather high BACs, above 0.1%. Some claim that "impairment occurs in most areas at the lowest BAC that can be reliably chemically determined". The question is thus: what effect will a reduction of the legal BAC limit from 0.05% to 0.02% have?

  • Personvern og ITS-baserte trafikksikkerhetstiltak : en studie av streknings-ATK, automatisk fartstilpasning (ISA) og atferdsregistrator (EDR)

    • Nye ITS-baserte trafikksikkerhetstiltak som kan brukes til å registrere og regulere uønsket atferd i trafikken, har et stort potensial for å øke trafikksikkerheten. Men de kan komme i konflikt med personvernet. Streknings-ATK og EDR har klare implikasjoner for personvernet og at ISA kan ha det om data fra ISA-systemet lagres. Konsekvensene for personvernet er tolket ulikt i Norge og Sverige. Prøvedrift med streknings-ATK på flere strekninger er startet opp i Norge, men i Sverige er dette ikke aktuelt pga. hensynet til personvern. I begge land installeres ISA i offentlige tjenestebiler. EDR har fått liten oppmerksomhet i begge land. Bileierne er overveiende positive til både streknings-ATK og ISA. Jo større forståelsen for at fart er en risikofaktor, desto større er aksepten for slike fartsregulerende tiltak. Bileierne er mest skeptiske til atferdsregistratorer som i dag er lite kjent. Atferdsregistratorer, som ?event data recorder? eller ?black box?, er imidlertid i ferd med å bli svært vanlige i moderne biler ? og stadig mer data fra kjøretøyene lagres. Bileiere bør derfor i større grad få informasjon om dette og tilgang til de data som registreres.

    • I Sverige og Norden for øvrig finnes visjoner, målsettinger og planer for å redusere antall drepte og alvorlig skadde i veitrafikken. Likevel er det vanskelig å nå de kortsiktige målene. Hvilke hindringer og muligheter finnes for å redusere antallet trafikkdrepte vesentlig? En analyse av Vägverket og dets viktigste samarbeidspartnere viser barrierer og muligheter for TS-arbeid i Sverige. De viktigste barrierene er: Begrenset engasjement for trafikksikkerhet i politiet, ingen tro på 2007-målet. Trafikksikkerhet er ikke prioritert i Vägverkets regioner og heller ikke i kommuner og län. Den viktigste muligheten er engasjerte politikere.
