Entrepreneurship in a School Setting : Introducing a Business Concept in a Public Context

- Entrepreneurship has during the last decades gained an immense interest in academia, politics and practice. It is argued from politics that more entrepreneurs are necessary for the economic development. In addition, nowadays entrepreneurship is also perceived as a solution to social and societal challenges. This drives a need for entrepreneurial people everywhere in society who can cope with the inconstant and uncertain world of today. As a consequence, there are around the world numerous educational initiatives trying to inspire and fuel an entrepreneurial mind-set. Here, educations of all kind become relevant contexts since they provide an opportunity to affect children, youth’s and adult’s interest and attitudes towards entrepreneurship, and as such give a possibility to reach a vast number of people.Sweden is no exception, and in 2009 the Swedish Government launched a ‘Strategy for entrepreneurship in the field of education’ in which entrepreneurship is said to run like a common thread throughout education. The main focus is that self-employment is to become as natural as being an employee. As such the Government took an active stand for implementing entrepreneurship in the school setting on a broad front, from preschool to adult education.This development can be seen as part of New Public Management; a development where concepts from the private sector are lent and transferred to the public sector. Thus, when introducing entrepreneurship in the Swedish educational system, this at the same time means introducing a traditional business concept in a public setting. Therefore, the overall aim of this thesis is to increase knowledge of and insights on how a business concept – entrepreneurship – is operationalised and constructed in a public setting.When placing entrepreneurship in new societal contexts other questions arise and complexity intensifies. In this qualitative research, the empirical context in focus are schools. It investigates how entrepreneurship is constructed among teachers in their work. But also how this business concept is included in a non-business setting by studying how the entrepreneurship strategy is operationalised in educational practice.As such the thesis and its findings contribute to the scientific discussions on societal entrepreneurship and entrepreneurship education, as well as on strategy and strategising in a public context. The research also aspire to serve inspiration, insights and food for thoughts on discussions and reflections on entrepreneurship within the school practice. This compilation thesis include five papers. To be able to fulfil the aim this research use a broad theoretical base and multiple qualitative research methods. The combination of methods include semi-structured interviews, in-depth interview using the stimulated recall method, focus group interviews, participative meetings, observations, document studies, digital questionnaires, written inquiries, analysing texts and critical incidents questionnaires.

Halo excitations in fragmentation of He-6 at 240 MeV/u on carbon and lead targets

- Dissociation of a 240 MeV/u beam of He-6, incident on carbon and lead targets, has been studied in kinematically complete experiments to investigate low-lying excitation modes in the halo nucleus He-6. It is shown that alignment effects characterize the inelastic scattering and allow an unambiguous assignment of the spin of a narrow resonance observed in the excitation energy spectrum. The differential cross sections for the He-6 inelastic scattering on carbon and lead targets were deduced from the measured moments of the two neutrons and the a-particle. An analysis of these distributions shows that quadrupole and, possibly, monopole excitations characterize the hadronic interaction, while the dipole mode is dominating in Coulomb dissociation. Neither theoretically predicted new resonance states in He-6 nor nuclear excitation of a dipole mode were found. Direct evidence has been obtained for strong suppression of Coulornb post-acceleration in direct Coulomb breakup in a lead target.

- Overdiagnosis and overtreatment receive increasing attention. More than 20 percent of health expenditure is without patient benefit, so-called low-value care. Several national and international initiatives have been launched to minimize low-value care. Arguably, the most widely spread initiative is Choosing Wisely. First launched by the American Board of Internal Medicine in 2012, this campaign has spread to more than 20 countries. The Swedish Society of Medicine has identified low-value care as a significant problem in Swedish health care and has established a working group to investigate if and how a campaign based on Choosing Wisely would be feasible in Sweden. Here, the working group reports on the history of Choosing Wisely, identifies potential challenges for deimplementation generally and in the Swedish context specifically.

Att säkerställa kvalité i samverkan och samproduktion i högre utbildning – en metod för samverkanssäkring av utbildningsprogram

- Universitet och högskolor har som uppgift att bedriva utbildning och forskning av hög kvalité men också att samverka i sin verksamhet på olika sätt med det omgivande samhället. Även om många lärosäten idag är aktiva och positiva till samverkansuppgiften finns fortfarande mer att göra i sektorn vad gäller att utveckla metoder, modeller och processer för samverkan i utbildningsprogram. Mot denna bakgrund har ett pilotprojekt vid Innovationsprogrammet vid Mälardalens högskola bedrivits som syftat till att ytterligare professionalisera och kvalitetssäkra samverkan i högre utbildning, med studenten i fokus. Resultatet presenteras som en modell och en femstegsprocess som inkluderar (1) motiv för samverkan, (2) kartläggning och analys av nuläge, (3) progression i samverkan, förmågor studenter tränar på, synliggörande av samverkan samt programmets behov av externa kontakter, (4) koppling till det systematiska kvalitetsarbetet samt (5) framtida behov av fördjupning eller nya aktiviteter.

Chemical defence responses of Norway spruce to two fungal pathogens

- Constitutive and inducible terpene production is involved in conifer resistance against insects and fungal infestations. To gain knowledge about local defence responses of Norway spruce bark against pathogens and to find potential chemical markers for resistance breeding, we inoculated the stem of 8-year-old Norway spruce (Picea abies) clonal trees with bothEndoconidiophora polonica(Ep, a common fungal pathogen associated with the spruce bark beetleIps typographus) andHeterobasidion parviporum(Hp, a severe pathogen causing root and stem rot disease). Three weeks after inoculation, the fungal-inoculated and intact bark from each tree was sampled. The terpenes in tree bark were extracted with hexane and characterized by gas chromatography-mass spectrometry (GC-MS). The two fungi induced varied terpene responses in the four spruce clones used. Three of the clones showed a 2.3-fold to 5.7-fold stronger terpene response to Hp relative to Ep inoculation, while one clone responded similarly to inoculation with the two fungal pathogens. The amount of the diterpenes thunbergol and geranyllinalool varied between the clones. The level of thunbergol was higher in both intact and fungal-inoculated bark from the less susceptible clones compared with the more susceptible clones. Geranyllinalool was present in higher amounts in the susceptible clones and is thus a possible marker for susceptibility. Our observations show that Norway spruce employs a similar chemical mechanism against the two fungal pathogens. Based on the present and earlier published data, we suggest that certain Norway spruce genotypes have a strong defence reaction against these two pathogens. The diterpenes thunbergol and geranyllinalool might be useful markers of susceptibility in tree-breeding programmes and should be the focus of further detailed investigations.

- With a new emerging public administration approach, Public Value Governance, the local public authorities struggle with reinventing and developing their organization to become more innovative and collaborative. In trying to solve increasingly more complex challenges, while at best keeping their resources and budget constant or declining, they are turning to civil actors to involve them in different arenas of innovative co-creation. However, this collaboration is complex and challenging. Both the public authorities and civil society are struggling to find a prosperous and professional collaboration. This empirical paper, based on interactive qualitative research, position itself within public innovation and due to its context and focus contributes to the development of knowledge on social and collaborative innovation. In trying to understand how the innovation system works on a micro-level the case study follows a one-year project focusing on working against segregation and creating safety among children and youth in a socio-economic vulnerable area in a Mid-Swedish municipality. The research focuses on challenges with collaboration when a municipality and civil society actors are working together trying to solve a societal challenge. The results are presented through eight themes, including challenges regarding; the concept collaboration, who is collaborating with whom, a poor understanding of and knowledge about each other’s entities, organization and leadership, power relationships and competition, who is included, confusions on direction and who is doing what, as well as collaborative formats. In addition, the paper presents five overriding suggestions on what needs to be strengthened to achieve collaborative agency.

- This conceptual paper presents a Living Lab model of how university, society and organisation may strengthen the co-creation capacity on regional and international level to improve quality in higher education. Our conclusions are that successful co-creation between universities and society/organizations is built on mutual contribution, knowledge sharing as well as engagement from all involved. Here, living lab methods can help improve quality. Further, from a university perspective, a challenge is to keep the engagement in the project from all involved, and to assure an equal status between stakeholders. This calls for a skill in how to conduct project in co-creation with several partners. A skill that has to be taught to students as well as to teachers and researchers.

Skapa trygghet genom samverkan mellan civilsamhälle och kommunal verksamhet : Rapport från ett Delmosfinansierat projekt i Årby, Eskilstuna kommun 2021/2022

- Denna forskningsstudie har skett inom ramen för ett projekt finansierat av Delegationen mot segregation (Delmos) under år 2021/2022 för att främja samverkan kring frågan om segregation och trygghet i stadsdelen Årby i Eskilstuna. Projektet har initierats och drivits av civilsamhällets (CS) aktörer, nämligen Studiefrämjandet i Sörmland, Sisters in business och Årbyföreningen, Årby M. Dessutom är Eskilstuna kommun en samverkanspart som stått bakom ansökan och deltagit i projektet. Eskilstuna är en av de 32 kommuner som lyfts fram som ett socioekonomiskt eftersatt område där särskilt stöd kan sökas för att minska och motverka social och ekonomisk segregation (Studiefrämjandet i Sörmland, 2021). Årby är en stadsdel i Eskilstuna med ca 4800 invånare av kommunens drygt 100 000. Området byggdes i samband med miljonprogrammet under 1960-talet och är ett av de områden som Eskilstuna kommun valt ut som strategiskt viktigt att fokusera på när det gäller inkludering, trygghetsskapande aktiviteter och att skapa levande mötesplatser i tillsammans med boende i området. Dessa mötesplatser finns även i några andra stadsdelar, och där finns en uttalad vilja och påbörjat samarbete med civilsamhället.För att kunna möta upp, och börja skapa lösningar på, komplexa samhällsutmaningar, såsom social och ekonomisk segregation, krävs ett stort mått av nytänkande och samverkan. Enligt regeringens långsiktiga strategi för att minska och motverka segregation (Regeringskansliet, 2018), har civilsamhället en viktig roll i detta arbete. Detta som komplementär aktör, brobyggare mellan invånare och kommunen och som en friare form av, och plattform för, samverkan och aktiviteter.I ansökan om statsbidrag från Delegationen mot segregation (Studiefrämjandet, 2021) beskrivs syftet med arbetet inom ramen för projektet som tredelat: (1) kunskaps- och metodutveckling, (2) gemensamt agerande och strategisk samverkan kring segregation, samt (3) direkta insatser som tar utgångspunkt i lokala och regionala behov. Inom ramen för den första delen så lyfts behov om kunskap om dels segregationens nuläge, dels om vilka åtgärder som kan leda till att minska och motverka segregation. Inom ramen för del två så pekas på vikten att samverka mellan och inom aktörerna för att åstadkomma en förändring.I skärningspunkten för dessa finns behov av att undersöka på vilket sätt samverkan sker idag, hur olika aktörer och individer ser på behov av samverkan, hur detta ska organiseras samt utmaningar och möjligheter med densamma. Allt i en framåtsyftande anda för att skapa en så god grund och plattform för att tillsammans åstadkomma en fortsatt positiv utveckling i Årby, Eskilstuna.Därför har studien genomfört en avgränsad analys av utvecklingen gällande samverkan i projektet. Syftet var att undersöka samverkan mellan civilsamhällets aktörer och kommunen, men i undersökning och analys framkom även kunskap om samverkan mellan civilsamhällets aktörer samt internt mellan kommunala verksamheter. Studien är en empirisk undersökning på mikronivå. Mot denna bakgrund formulerades följande övergripande forskningsfrågor; RQ1: Vilka utmaningar och möjligheter finns när det gäller samverkan mellan offentliga och privata aktörer och civilsamhället för att utveckla mötesplatser för att bryta segregation och utanförskap? RQ2: Vad behöver förstärkas för att åstadkomma en mer utvecklad samverkan mellan offentliga aktörer och civilsamhället? I denna rapport kommer även respondenternas uppfattning av resultatet av projektet och forskarens analys av detta lyftas fram. Studiens resultat bidrar inte bara till kunskap hos de aktörer som var delaktiga i projektet utan har även relevans för andra aktörer och initiativ som arbetar mot samma mål och som söker utveckla former för samverkan mellan CS och kommunala verksamheter. Idén om civilsamhällets viktiga roll, och frågor kring dess samverkan med kommuner, lyfts även i andra sammanhang. Eskilstuna kommun har exempelvis en långsiktig satsning som heter Trygga unga, där fokus ligger på främjande och förebyggande arbete för ungdomar i åldern 13–20 år, som befinner sig i riskzonen för kriminalitet och missbruk. I detta arbete uttrycks likaledes att man vill åstadkomma en ökad samverkan med civilsamhället och föreningslivet (Eskilstuna kommun, 2022). Frågan kring trygghet, minskad segregation och samhällsutveckling är även ett fokus för Samhällskontraktet, en gemensam samverkansarena där Mälardalens universitet, Eskilstuna kommun och Västerås stad arbetar för att utforska och hitta lösningar på komplexa samhällsutmaningar tillsammans med andra samhällsaktörer. För denna arena är studien och rapportens innehåll relevant, då ett av de fokusområden man arbetar med är något man benämner skolresultat, men detta ska ses i vid bemärkelse. Skolresultat ska inte enbart kopplas till klassrummet, utan man diskuterar det även som en del av samhällsutveckling, demokrati, integration och trygghet samt skärningspunkter som ligger utanför skolmiljön. Därför utifrån workshops med Eskilstuna kommun och Västerås stad intresserar man sig exempelvis för frågor som ’Hur motverkar vi effekter av segregation?’ samt ’Hur kan vi genom stärkt samverkan mellan myndigheter öka tryggheten som ytterst hjälper barn och ungdomar att gå ut skolan med godkända betyg?’ Här vill man undersöka detta ur ett trygghetsperspektiv (Samhällskontraktet, 2022). Forskaren i denna studie är en del av detta arbete. Studien är också ett bidrag till arbetet inom MDU Living Lab, inom vilket man fokuserar på metoder och modeller för samverkan och samproduktion

- Strategic management in the public sector has become quite popular in practice and several studies have shown that it has an impact on organizational performance. However, we still know little of how strategic management unfolds in practice. Overall, our message is that there are specific challenges that appear when applying strategic management in a public sector context that need to be handled to enhance the possibility of succeeding with strategy work. We present these challenges in terms of four tensions emerging in strategy work: planned versus emergent strategies, legitimacy versus practicality, administrative management versus innovative approach, and accessibility versus security. Based on these identified tensions, we suggest four propositions that not only have implications for further research, but also practical implications.

- Matters of strategy and entrepreneurship are receiving increased attention within the public sector. This paper’s purpose is to advance the understanding how strategizing unfolds in the public sector, an area scarcely researched. The context constitutes of a Swedish public Strategy of Entrepreneurship in Education. With help of the concepts content and process and their relation, the study investigates how entrepreneurship is implemented in the school setting demonstrating expressions of strategizing; how everyday activities are performed and change the outcome of strategy in practice. The paper makes a theoretical contribution to the field of strategic management in public sector and strategizing research by displaying the practitioners’ four main central practices important when it comes to implementing strategy in the public sector. It also enhances the knowledge on how governmental entrepreneurship initiatives are implemented in public settings.
