    • At frequent intervals, new reports and papers are published stressing the importance of high quality and quality improvement measures in the public and private sector if Sweden is to survive as a welfare state and industrial nation. The situation seems not to be unique for Sweden: similar opinions can be heard in other parts of the world as well. In the 21st century, consumers and citizens should be provided with continuously improved quality at a lower cost, otherwise businesses are likely to go bankrupt and politicians may lose the trust of the people. Quality is, thus, a word that is used persistently by people in power and the social commentators of today. From this perspective, it might seem fitting that quality, quality management (QM), total quality management (TQM) and other closely related terminologies are well defined, to make possible constructive dialogue that will culminate in effective action. This is often not the case, which is why vision statements, campaigns and other quality improvement measures risk falling short before they are even launched. With this background, the purpose of this thesis is to facilitate fruitful dialogue by examining QM-research and how trends, terminologies and research focus have shifted over time. By increasing the understanding of how QM-research has evolved it is also possible to create a coherent overview which hopefully can help to reduce confusion and polarisation amongst scholars and practitioners. In this way, it might be possible to increase the number of successful quality improvement measures as well as to lay the foundations for sustainable and system-wide quality improvement actions in society at large.The thesis is based on three studies, of which the first is looking into conference proceedings from one of the globally most prominent scientific conferences on quality – the QMOD-ICQSS conference. The two subsequent studies use abstracts from three of the top ranked scientific journals dealing with quality - International Journal of Quality and Reliability Management, Total Quality Management Journal and Total Quality Management & Business Excellence. All studies have been conducted according to text mining methodology, which entails usage of statistical tools in the form of hard- and software for data collection, modelling and analysis. The approach is exploratory and previously not verified with this purpose, which is why the three studies offer unique perspectives on the research field, at the same time as new methodological tools and approaches are investigated and tested.Through the studies it is possible to show occurrence of trends in research alignment as well as in publication design and popularity. The studies also identify central, perpetual, topics around which the research has been concentrated. These topics indicate that the research field, in spite of momentary trends and fashions, rests on a firm foundation regarding problem definition and approaches to solve them. Finally, a model is presented which summarizes the perspectives and outsets which distinguish QM and make it a research field in its own right.

  • Lean in the Public Sector : Possibilities and Limitations

    • The demands on efficiency and quality in the public sector have increased over the past few years, which have raised the need for strategies on how the public sector can be improved (Denhardt and Denhardt, 2000). Consequently, the concept of Lean production, or just Lean, have become increasingly spread, especially in health care, but also in government agencies, police, military and social services. Lean production is an integrated operational and socio-technical system with the aim of creating value and reducing waste in operations. Some research has been conducted on Lean in the public sector, but it has been too focused on the a few operational tools and results of these, and there is lack of a comprehensive critical review of Lean from a holistic perspective.The aim of this thesis is to increase understanding of how Lean production is used in different contexts. The thesis particularly focuses on the public sector, and investigates the possibilities and limitations of Lean production in this context. A total of seven organizations have been studied, including two manufacturing companies, three care units and two local businesses. In particular, qualitative methods have been used, along with some quantitative.The thesis shows several possibilities and limitations of Lean in public sector. One possibility is the improved flow orientation that reduces the lead time and efficiency in back office processes. Moreover, the new roles and responsibilities can lead to improved job characteristics for public sector employees. One limitation is that Lean is more commonly used to improve the technical quality than the functional, which means that the focus has been placed on improving the instrumental performance of the service, rather than how the service is provided. There is also often a focus on efficiency in the back office rather than the front office processes. This means that Lean initiatives may become too focused on internal efficiency and thereby miss important aspects of user perceived quality.

  • Taking a system view on customer value creation

    • In Quality Management and Total Quality Management (TQM) customer focus and customer value creation is of importance and in organisations it is of high priority. Quality Management has had an internal focus when it comes to customer value creation but in the 21st century there is a need for an outward orientation and to go beyond the organisational borders. Also an increasing interest in social, societal and environmental issues can be seen, for instance by customers, organisations, quality awards and within the quality area. An area that considers these issues is the societal entrepreneurial sector. The purpose of this thesis has been to contribute to the knowledge and understanding about customer value creation from a system view. Additionally the purpose has been to contribute to the development of Quality Management. In order to fulfil the purpose, case studies have been performed. Cases within the societal entrepreneurial area have been studied and seven studies have been performed. Data have been collected through interviews, direct observations, participating observations and documents. All data have been collected empirically except in one study where a literature case study was used. The data were analysed through tools such as process mapping, attribute value mapping and rich picture process maps combined with analytical methods for case study research. The research journey started out from TQM and an internal perspective on customer value creation. As the studies went on, the system borders became wider as other areas important to customer value creation were identified: the customer value creating system went from an internal perspective to include an external perspective.  The findings contribute to earlier research findings and give a comprehensive and simplified picture of a complex phenomenon and an opportunity to understand customer value creation from a system view. This thesis provides an overall map of the customer value creating system. Additionally it contributes to the development of Quality Management by expanding the view on customer value creation to include both an internal and an external oriented perspective. It also contributes by suggesting a fifth step in the quality management movement ´System Quality Management´ that considers social, societal and environmental factors through continuous improvement before, during and after value creation for customers. Further it contributes with a developed view on customers and the concept of customer value creation. The overall map provided includes three areas.Growth and development of societal entrepreneurial initiatives. The result shows important components for the creation of societal value based on the growth and development of societal entrepreneurial initiatives. Included are the processes, input and output important for societal value creation from unidentified needs until societal value can be delivered, management process and support process fields. Customer value creation in the customer sphere.  Customer value has been found to be created beyond the use or purchase of a product or service. Value has also been found to be created for those that are not in direct contact with an initiative or its product or service. Customer value has been found to spread into society like ripples in a complex system of value creation. And Value Ripple Logic has been developed to describe this phenomenon.Management role in customer value creation. The management’s role in value creation has been found to be of importance in the creation of customer value in an indirect way through interaction with the surroundings and the initiative.  Factors and behaviours have been found which are connected to the leaders and their essential management processes along with their input and output. The findings presented in this thesis have considerable potential for development. Further studies need to be done within the area concerning how customer value is created and to achieve an even more comprehensive picture of the customer value creating system and the suggested fifth step. The results presented in this thesis are a contribution to the knowledge and understanding about customer value creation from a system view and the development of the Quality Management.

  • Quality Management for Sustainable Health : Methodologies, Values and Practices taken from Swedish Organizations

    • In many Western countries today, not least in Sweden, there are a lot of organizations that have great problems with sickness absence. The costs connected to the high rates of sickness absence have also risen to alarming levels. Healthy co-workers and healthy organizations are obvious goals for many leaders, but this is not always so easy to establish. Work practices and leadership that are beneficial to co-worker health are thus vital to identify.   Studies have shown relationships between company-wide implementation of quality programs and improved co-worker satisfaction along with low co-worker turn over; in other words, co-worker health along with improved customer satisfaction and financial results. Despite the great problems concerning sickness absence, there are organizations that have been awarded prizes for excellence in leadership, internal partnership, working environment, and profitability.   The overall purposes of the research described in this thesis are to examine and describe how management and leadership can establish sustainable health among the co-workers and examine how the leadership for sustainable health is related to Quality Management. The in-depth purpose is to examine which aspects within the values derived from the quality movement are those that primarily influence the co-workers’ perceived health.   The results presented can be described in three parts and are results from four case studies carried out in five different organizations. Three of the organizations have received awards for establishing good working environment, good financial results, and low sick leaves among their co-workers; the fourth received an award for the successful implementation of quality programs.   The first part consists of results from case studies in three different organizations and describes how organizations can work to achieve sustainable health among their co-workers, with practical examples. The results are methodologies, values and organizational structure, which it is  considered possible for other organizations to adopt in their efforts to achieve good working conditions resulting in fewer sick leaves.   The second part is an attempt to investigate if leadership for sustainable health is related to Quality Management. Methodologies, leadership values, organizational structure, and general values found in organizations which have achieved sustainable health are analyzed in the light of Deming’s 14 points, and a correlation is indicated. There is also correlation found between the TQM values and the co-workers’ perception of their health.   The third part examines which of the aspects within the values grown from the quality movement are those that influence the co-workers perceived health. The results show significant correlation between the values and the co-workers’ perception of their health. Aspects found within the value “Top management commitment” were named; Empathy, Presence and Communication, Integrity, and Continuity. Within the value “Let everybody be committed” the aspects; Development, Influence and Being informed were found. These aspects are described in more detail and also in one model per value.   The result implies that the TQM values; “Top management commitment”, “Improve continuously” “Let everybody be Committed” and “Focus on customers” are important for achieving healthy organizations and sustainable health among co-workers.

    • Evaluation is often connected to the use of quantitative data. However, in some contexts, quantitative data is not entirely comprehensive. Municipalities offer government services to citizens but have difficulty evaluating the value citizens experience from the services. Therefore, this paper presents the results of a project involving Mid-Sweden University and the Sundsvall municipality in central Sweden by presenting a model for citizen value collection. The value collection targets municipal workers (service providers) and citizens (service receivers). The model is constructed using design science and builds upon the recursive quality management methodology of Plan-Do-Study-Act. The results provide a valuable model for practice (municipalities), allowing citizen and worker values to be collected from municipal services and comparing them to evaluate whether any value gaps must be addressed.
