  • Cirkular economy from theory to practice : Stop INeffective USe in the city of Malmö in Sweden

    • The project aims to increase the knowledge of public organization to increase the circularity of material flows through procurement procedures which benefit saving and sharing. The project is led by the City of Malmö’s Environmental Department together with the Procurement Department and research institute RISE. The purchase and waste flows are mapped and the barriers and possibilities in procedures are analyzed. In addition, the project will look into using the saved resources for well-being of the City’s employees, or ordinary citizen. The results will be presented in a draft roadmap for circular economy for the City of Malmö. SINA is expected to contribute to society by increasing the economic, environmental and social sustainability of the City of Malmö’s operations, and inspire and facilitate for other public institutions to follow suit. The effect of circularity is measured in terms of climate change, resource use and social effects for municipalities and inhabitants.Through SINA, the purchase and waste flows within the City of Malmö’s organization will be mapped and analysed in order to identify possibilities for increased reuse and circular use of resources, focusing on a number of product categories to be chosen within the project. In addition, the project will look into if and how any means saved by improved resource use might be used for measures targeting the well-being of the City’s employees, or even the ordinary citizen. The results will be presented in a draft roadmap for circular economy for the City of Malmö. The role of budget procedures for stimulating circular resource use are essential, also with regards to barriers and possibilities in the current system and the possibilities for change. So far the project has shown that central and standardized budget procedures is essential. Also the availability for data and statistics on city level is essential for mapping purchase and waste flows and to identify possibilities for increased reuse and circular use of resources. So far this is in line with our expectations, and the roadmap for circular economy for the city of Malmö will be dependent on statistics and the procedures within the city of Malmö need to be adopted for circular economy. The lessons learnt are relevant for city management and practitioners in the circular economy. Also practitioner within the purchasing and waste management department are relevant.

    • The project aims to increase the knowledge of public organizations’ potential to increase the efficiency and circularity of their material flows through procurement, purchase procedures and behavioral change which benefit saving and sharing. The project will be implemented by the City of Malmö’s Environmental Department and Central Procurement Unit in cooperation with the research institute RISE. Through the project, the purchase and waste flows within the City of Malmö’s organization will be mapped and analyzed to identify possibilities for increased reuse, prolonged life/optimization of life and circular use of resources, focusing on a number of product categories to be chosen within the project. The chosen product categories and scenarios: from single use plastics to multiple use products, from procurement to reuse of furniture, prolonging lifetime of electronics (computer, mobile phones). Based on previous research, a consumption based LCA methodology for public organizations will be developed and applied for climate and resource use. Within the project the positive effects of circular procurement on resource use and climate impacts will be analyzed. The role of budget procedures for stimulating circular resource use will also be analyzed, with regards to barriers and possibilities for change. In addition, the project will investigate possibilities for using the saved resources for well-being of the City’s employees, or ordinary citizen., The results will be presented in a draft roadmap for circular economy for the City of Malmö.

    • The procurement in public organisations has traditionally been performed in a linear way. Using circular solutions could help public organisations to save resources and tackle climate change. The Swedish City of Malmö strives to include circular solutions and become a circular municipality. The goal of the study was to explore activities for increased reuse and visualise how circular material flows can reduce environmental impacts. The goal was also to develop a method for mapping material flows that can be used in the City of Malmö and other public organisations. The studied activities included in this study are the reuse of furniture and replacement of single use plastic with reuse alternatives, as well as prolonged lifetime of IT products and textiles. Life cycle analysis (LCA) based methods were used to estimate the reduction in environmental impact from the studied activities. The perception of circular activities within the City of Malmö was analysed with a survey. The results showed that the purchasing agreements with increased lifetime for clothing and IT products, lead to reduced environmental impacts. The results also showed that most employees are interested in using a digital sharing platform. Additionally, the results pointed out the need for a circular manager.

    • This article applies a neo-documentalist approach to explore disciplinary documentation and document practices, assumed to condition disciplinary knowledge-making. The aim is to show how conceptions and materialities of what counts as documentation and documents are intertwined with changing and persisting disciplinary and sub-disciplinary practices of producing information and knowledge, of knowing, and informing. A collective, multivocal autoethnographic method is used to obtain vignettes from five areas of activity in or related to archaeology. The ongoing digitization of archaeological investigation and documentation methods, and of archaeological materials, is used as a shared departure point in the vignettes, explaining how digitization influences documents in each area of archaeology. The vignettes illustrate a multitude of conceptions and materialities of documentation and reveal frictions, both within and between sub-disciplinary areas. In light of the exploration of documentation practices in archaeology, we posit that a neo-documentalist perspective functions as a useful analytical tool for deconstructing habitual and canonical conceptions of documentation in disciplines and practices. The approach is especially powerful for pinpointing and explicating frictions between conceptions of documentation that can cause problems in information sharing and communication. We discuss the potential of the neo-documentalist approach as a practical tool to plan for and implement change in documentation and document practices.

    • The aim of this article is to demonstrate how documentation analysis with a neo-documentalist lens can help us explore variations (and stabilities) in conceptions and materialities of documents, as intertwined with disciplinary and sub-disciplinary practices of informing and knowing. Drawing on documentation theory, and with previous research on archaeological documentation as a background, by means of autoethnographic vignettes we explore contemporary conceptions of documentation in five areas in or related to archaeology (Intra-site 3D documentation, Development-led archaeology, Aggregating documentation for use outside the organization, Mediating documentation – or documentation mediation, and Documenting and displaying archaeology in a changing environment). Digitization, and how digitization has spurred renegotiations of what counts as documentation, functions as a common denominator discussed in all of the vignettes. The analysis highlights simultaneously ongoing renegotiations of documentation serving each area’s unique epistemic purposes, and pushing document materialities in different directions. This operationalization of documentation analysis creates an understanding for intra-disciplinary variations in documentation but is importantly also a practical tool to uncover documentation-related premises of disciplinary knowledge-making. This tool can be applied for example in processes of information policy development (regulating what purposes documentation should serve, and what it should be like), information systems design (e.g. for creation and communication of documentation), and infrastructure development (e.g. for preservation and accessibility of documentation).

  • An attempt to nuance the understanding of professional reports in archaeology

    • Professional (i.e. extra-academic) contract archaeology is an internationally widespread practice contributing significantly to the archaeological literature. However, professional knowledge production in archaeology, and most notably the professional report genre, is at times described as problematic. The problem descriptions are ambiguous and can be grouped under at least three different topics: concerns for content quality and practical accessibility, concerns for the comparably low degree of analytical and theoretical synthesizing in reports and concerns for lack of mutual knowledge transfer between academic archaeologists and professional archaeologists. Technical issues of access are to an increasing extent being solved. Format standardizations are also developing. Hence the report genre becomes more accessible, and the content more readable and informative. Yet articulations of attitudes toward the genre in archaeology text books and journal articles remain focused on the genre’s problems. The aim of my ongoing dissertation research is to nuance the understanding of the professional report genre in archaeology. I do so by analyzing factors shaping reporting as it takes place in the intersection between academic norms, professional values and market logics. I argue an improved genre understanding is crucial to diminish cultural issues of access to the report literature, and also as a basis for development of reporting practices. In1the dissertation research I analyze (1) perceptions about the report genre in archaeology literature, (2) information policy regulating reporting in archaeology, (3) how report writers and county board professionals interpret the reporting and report auditing work tasks and (4) the frames of reference report writers bring into reporting. The aim of this paper is to explicate the research design consisting of four sub-studies, to briefly report on findings from study no. 4, and to discuss preliminary, partial results from study no. 2.

  • Beyond information policy : Conflicting documentation ideals in extra-academic knowledge making practices

    • Purpose – The purpose of this paper is to explore and explicate documentation ideals parallel to information policy, and by means of this analysis demonstrate how the concept “documentation ideals” is an analytical tool for engaging with political and institutional contexts of information practices.Design/methodology/approach – The paper is based on a case study of documentation ideals in a debate about quality in archaeological documentation. The methodology draws on idea analysis, and on the science and technology studies’ controversy studies approach.Findings – The paper explicates three documentation ideals, how these ideals allocate responsibility for documentation to different actors, how the ideals assign roles to practitioners, and how the ideals point to different beneficiaries of the documentation. Furthermore, the analysis highlights ideas about two different means to reach the documentation ideals.Research limitations/implications – The case’s debate reflects opinions of Northern European professionals.Social implications – The paper illuminates how documentation ideals tweak and even contest formal information policy in claims on the documentation and on the practitioners doing documentation.Originality/value – Documentation ideal analysis is crucial as a complement to formal information policy analysis and to analysis guided by practice theory in attempts to understand the contexts of information practices and documentation, insights central for developing information literacies.

De regionala biblioteksverksamheterna1 befinner sig mitt i detta lärande, med ansvaret att främja samarbete och kvalitetsutveckling som ska förbättra folkbiblioteksverksamheter på kort och lång sikt.
