    • This article investigates the evolution of data quality issues from traditional structured data managed in relational databases to Big Data. In particular, the paper examines the nature of the relationship between Data Quality and several research coordinates that are relevant in Big Data, such as the variety of data types, data sources and application domains, focusing on maps, semi-structured texts, linked open data, sensor & sensor networks and official statistics. Consequently a set of structural characteristics is identified and a systematization of the a posteriori correlation between them and quality dimensions is provided. Finally, Big Data quality issues are considered in a conceptual framework suitable to map the evolution of the quality paradigm according to three core coordinates that are significant in the context of the Big Data phenomenon: the data type considered, the source of data, and the application domain. Thus, the framework allows ascertaining the relevant changes in data quality emerging with the Big Data phenomenon, through an integrative and theoretical literature review.

    • We present a multidisciplinary methodology for E-Government project planning. The set of expertise needed for the design of E-Government systems includes social, juridical, economic, organizational, and technological perspectives. To properly address such a broad range of influences requires a unique vision. Our long-term aim is to use an integrated approach to examine a number of issues which currently present challenges in many E-Government projects. This paper in particular focuses on social and technological aspects of E-Government. The methodology has four phases: (1) state reconstruction, (2) quality assessment, (3) new quality targets definition, and (4) preliminary operational planning. A case study provides evidence of the feasibility and effectiveness of the methodology.

    • In this paper we identify and discuss key topics characterizing recent information quality research and their impact on future research perspectives in a context where information is increasingly diverse. The investigation considers basic issues related to information quality definitions, dimensions, and factors referring to information systems, information representation, influence of the observer and of the task. We conclude the paper by discussing how philosophical studies can contribute to a better understanding of some key foundational problems that emerged in our analysis.

  • Service portfolio management : A repository-based framework

    • The paper discusses a framework for managing and evaluating ICT-enabled service portfolios along the service design phase. The framework adopts a service reuse perspective and it is made up of i) a model for the representation of a repository of services, ii) a model for the definition of a service portfolio representing current production lines of a service provider organization, iii) a set of metrics for service portfolio evaluation, and iv) a tool supporting managers in decision making for the achievement of design objectives. The proposed metrics and the tool are supposed to allow decision makers to get an improved view of the service design process. Furthermore, the framework supports managers in decision making for the achievement of production objectives as well as operational strategies, resulting in potential reuse initiatives, likewise. To provide evidence of the impacts of the proposed framework, experimental activities are discussed focusing on a real life case study, referring to an Italian small size service provider.

    • A major objective in business interactions consists in enhancing the business perspective over service provision by developing strategies and tools to provide support in the selection of services according to the value they have for businesses. This means providing a way to determine the value of services according to specific business criteria, and conceive technologies that support the sharing of knowledge involved in service provision. In this paper we present an approach based on semantic repositories. The repository enables a business perspective over service provision, based on the association between services and business processes, and is related to the problem of supporting businesses in the value-driven service selection. This perspective is addressed in the paper by exploiting expressive semantic representations and reasoning. An ontology for representing relevant semantic properties of services and processes is provided, and an algorithm for valuebased service selection is presented. Two real life case studies show the effectiveness of the approach.

  • Assessing Social Value in Open Data Initiatives : A Framework

    • Open data initiatives are characterized, in several countries, by a great extension of the number of data sets made available for access by public administrations, constituencies, businesses and other actors, such as journalists, international institutions and academics, to mention a few. However, most of the open data sets rely on selection criteria, based on a technology-driven perspective, rather than a focus on the potential public and social value of data to be published. Several experiences and reports confirm this issue, such as those of the Open Data Census. However, there are also relevant best practices. The goal of this paper is to investigate the different dimensions of a framework suitable to support public administrations, as well as constituencies, in assessing and benchmarking the social value of open data initiatives. The framework is tested on three initiatives, referring to three different countries, Italy, the United Kingdom and Tunisia. The countries have been selected to provide a focus on European and Mediterranean countries, considering also the difference in legal frameworks (civic law vs. common law countries).

    • Open government is emerging as a core issue for increasing, on the one hand, participation of citizens, and, on the other hand, accountability, transparency, and the capability of delivering digital services by Public Administrations, with a consequent interest into public and social value as final outcomes. However, most of the open government initiatives actually concern the provision of public data under an open license and in an open and accessible format. From a policy as well as from a research point of view, open government raises a set of questions about how to manage and evaluate their quality, also considering the compliance with enforced legal frameworks, if any available focused specifically on open government issues. Thus, the paper discusses a quality-based framework for open government data compliance assessment, made up of quality dimensions and a set of criteria contributing to the measurement of a compliance index. The framework is then applied for the evaluation of the open government data initiatives of a sample of local public administration in Italy.

    • The article investigates the potential role of conceptual modeling for policymaking. It argues that the use of conceptual schemas may provide an effective understanding of public sector information assets, and how they might be used to satisfy the needs of constituencies, thus having a public as well as social value. The article first defines the information assets of public administration, and goes on to consider the role of conceptual modeling for eliciting social value with regard to open data, using as a case study open data concerning hospitals in the United States, Canada, and Italy. An interpretive framework is outlined to support public managers for choosing the data sets to be ?opened,? thereby exploiting public sector information assets under a social value perspective.
