Digital Norm Contestation and Feminist Foreign Policy

- This article examines the role of digital norm contestation in feminist foreign policy (FFP). It analyzes how states that participate in digital diplomacy are involved in challenging and resisting norms, values and expectations related to feminist positionings in the digital environment. The article presents an analytical framework for the study of digital norm contestation and conducts an empirical case study of Sweden as the first country in the world to brand its foreign policy “feminist.” This triggered a process of digital norm contestation, particularly visible in the area of sexual and reproductive health and rights. Three empirical vignettes of digital norm contestation are analyzed. The first example illustrates how the Swedish government was able to exercise global leadership to visually perform and digitally advocate the contestation of the US global gag rule. The second example underlines how the Swedish government harnessed its leadership by connecting it to grassroots contestations of the global gag rule through digital advocacy networks. The third example illuminates how the Swedish government’s visit to Iran backfired because of a lost sense of control over visual performative effects in the digital environment. By way of conclusion, we suggest three avenues that can be pursued to further the research agenda on gender, digital norm contestation, and foreign policy.

- This article analyses how the launch of Sweden’s feminist foreign policy marked a change in Sweden’s digital diplomatic efforts. It draws on three strands of research: digital diplomacy, foreign policy analysis (FPA) and feminist scholarship. Informed by FPA, the article explores the relevance of political leadership, bureaucratic agency and political context as drivers of policy change, and, specifically, Sweden’s feminist digital diplomacy. The article provides an empirical case analysis of Sweden’s foreign policy change and conduct of digital diplomacy during the period 2006–2020. It draws on documents available on the official websites of the Government Offices of Sweden and the Ministry for Foreign Affairs, including sites such as SwedenAbroad and Swedish Foreign Policy Stories. The article concludes that Sweden acted on a window of opportunity in global politics, which advanced a novel feminist digital diplomacy. Sweden’s competitive edge was based on a strong transformative political leadership in foreign policy, state feminism and an early engagement of digital diplomatic management of its state image online.

- This chapter examines the interplay between gender and peaceful change. It elaborates on how the concept of peace is inherently gendered by drawing upon feminist scholarship. There are a number of ways to conceptualize gender and peaceful change. The “women-peace hypothesis” assumes a proximity between women’s peacefulness and their experiences of maternal care. However, such a construction needs to be treated with caution since transformative peace requires deconstruction of that assumption, while staying attentive to women’s contributions to peacemaking. Debates on strategic essentialism and inclusive peace are also assessed as a way of gaining deeper and more meaningful understandings of gender-just peaceful change. We argue that women’s unique experiences pertaining to peace and conflict should be considered alongside those of men. In addition, we examine the assumption about states with a poor record on gender inequality are more likely to be involved in intrastate conflicts. The last part of the chapter focuses on policy practice, including the adoption of UNSCR 1325 on Women, Peace, and Security and the reorientation in some states toward feminist foreign policy as a platform for peaceful change.

- In recent decades, there has been a global recognition of the co-constitutive relationship between gender justice and peaceful transformation of previously war-torn societies. This chapter investigates how “women-friendly states” have located their foreign policies within notions of gender equality and empowerment. It focuses on how feminist foreign policy is to all intents and purposes ethical and conducive to the transformation of conflict and peace. The case of Sweden is used as an empirical illustration being the first country to launch a feminist foreign policy and to actively advocate for the inclusion of more women in peacemaking. By way of conclusion, three remarks are made. First, core principles of feminist foreign policy and peace diplomacy are to be inclusive and dialogical. Second, feminist foreign policy stipulates a requirement to problematize essentialist notions of masculinity, femininity, and structural inequalities as a way to challenge traditional foreign policy practices. Third, the conduct of feminist-oriented foreign policy and transformative peace diplomacy has to be attentive to the ways gender interacts with other intersectional categories, such as class, ethnicity, and sexuality.

- Sweden’s feminist foreign policy is founded on the broad idea that gender equality is central to security. This article focuses on how the politicisation of this gender-security nexus is discursively articulated and practiced in the case of feminist foreign policy. The problematic is unpacked by analysing the politicisation of the women, peace and security agenda and global gender mainstreaming. To empirically illustrate the gender-security nexus more specifically, we analyse how these politicisation processes are reflected in Sweden’s support for global peace diplomacy and gender protection. The article concludes by offering three final remarks. First, Sweden’s feminist foreign policy is an expression of several, at times competing, forms of political rationality. Second, while the fluctuation between de-politicisation and re-politicisation of security may seem productive in terms of policy outcome it can also create contradictions and ambiguities in regards to feminist foreign policy practice. One such outcome is the tendency to conflate gender and women across a number of de-politicised policy initiatives launched by the Swedish government. Third, the re-politicisation and contestation of the gender-security nexus is likely to increase in the coming decades because of shifting global power configurations in the global world order.
