- This article's main objective is to present the educational, research and professional situation of the discipline of social work in Sweden. It is therefore an essentially descriptive article. This description propose an analytical model that can capture the most relevant in the situation of the discipline of social work in a society that has practiced welfare state policies for more than half a century. From this description it appears that there is a permanent tension between two different types of rationalities within the social work discipline. On the one hand the classic academic rationality and on the other the rationality that impregnate the objective of the welfare state. In conclusion it is proposed that this tension can be resolved in two ways: the first is that one of the rationalities dominates the other generating negative imbalances in the discipline; the other is to try to prevent this from happening and link the rationalities and synthesize the ultimate goal of social work discipline in them which is social welfare based on human experience not only locally but also internationally.

- The aim of this study is to explore the impact of the Covid-19 pandemic on public social servi-ces from a leadership perspective, given that physical distance is recommended while social work most often presupposes social interaction at close quarters. The material consists of interviews with persons holding leading or strategic positions. By combining a risk management perspective and the reciprocal take on physical and social space as outlined by Simmel, it is found that regu-lations of space are paramount, with the aim of controlling space. Such control appears as a basic prerequisite to uphold the operations and their values involving social protection. The regulations address spaces for leadership, staff’s presence/absence, and in encounters with users they imply changing social interactions and adapted practices, thereby reproducing social space.

It was carried out during the Icelandic Presidency Program in the Nordic Council of Ministers 2014-‐2017 and was funded by the Council. The Nordic Welfare Watch aimed at promoting and strengthening the sustainability of Nordic welfare systems through cooperation, research and mutual exchange of acquired experience and knowledge. A further objective was to provide means and recommendations useful for policy making, to better prepare Welfare systems to meet future challenges.

- This study describes how research approaches the problems of access to services for children and younger people. The aim is to identify approaches to ‘the multicultural question’ in relation to access to service, geographic origins, disciplines and methods. Two main approaches were identified in the review: a culture-based and a rights-based, both equally preoccupied with problems such as the disproportionate representation of minorities. The culture-based approach was influenced by a “strong’ notion of culture and was inclined to target problems of access ‘at the counter’ (service delivery). The rights-based approach was influenced by a notion of culture connected to agency and gave primacy to ‘the gateway’ (recognition of eligibility). The field could benefit from more attention and possibly from further development of a rights-based approach, which implies a notion of culture that entails a connection to agency, a linking to power, participation, and self-representation.

- Forskningsprojektet ”Health Care in NowHereland – Improving Services for Undocumented Migrants in EU” finansieras under perioden 2008-11 av DG SANCO, Directorate - General for Health and Consumers. Projektet har en folkhälsoansats med fokus på odokumenterade migranter och deras hälsa. Rätten till vård för odokumenterade migranter är ett laddat politiskt område som rör rätt till vård som uttrycks i mänskliga rättigheter och de krav som ställs ur migrationspolitiskt perspektiv. Syftet med detta projekt är att kartlägga policy nivå i samtliga 27 medlemsländer gällande rätten till vård samt vilka organisatoriska praktiker som förekommer. Syftet är också att synliggöra målgruppens erfarenheter. I projektet ingår forskare från Belgien, Italien, Portugal, Schweiz, Sverige, Storbritannien och Österrike.

- This article takes as its starting point the fact that documentation as well as communication within the social services are to a great extent dependent on IT. Against that backdrop, an investigation is presented whose aim is to contribute to knowledge about what IT failures can mean within the social services. The focus is on the immediate consequences for the documentation and communication of the social services. The aim is also to contribute to the understanding of how the course of events relates to the maintenance of social work despite interruptions. Systems theory provides an overarching theoretical framework. Based on that approach, social work is seen as a societal functional system aiming at the administration of exclusion. The study is based on empirical material consisting of assessments of the consequences of failures, as formulated by social services staff in risk and vulnerability analyses conducted within the framework of the investigation. The results include descriptions of consequences that arise as a result of inaccessible operative systems but also as a result of, for example, the disruption of VoIP telephony. Further, the results describe concrete adaptations and suggestions for possible changes that potentially reduce the vulnerability entailed by IT dependency. The conclusion is that the IT failure does not lead to a corresponding failure of social work as a functional system, despite technical dependencies. The system is maintained through adaptations, which are possible thanks to functional equivalence (that is, a goal may be reached in several ways) and available redundancy. It is the staff that, besides a number of technical adaptations, make concrete organizational and social adaptations, to some degree at the expense of their working environment. This is called social redundancy in order to highlight how lost technology is replaced by social processes.

En studie av avgörande faktorer för tillit i mångkulturell vårdkontext : noteringar kring professionsetik

- Detta paper bygger på en studie i vilken sjuksköterskor som arbetar i hemsjukvård intervjuades om sina möten med patienter. Forsningsintresset gäller vad det är som skapar tillit enligt deras erfarenhet, vad de ser som avgörande faktorer för tillit. Sjuksköterskorna är verksamma i ett geografiskt område med hög andel befolkning med utländsk bakgrund. Detta tillför ett övergripande intresse för i vad mån de skiljer på allmängiltiga och särskilda avgörande faktorer samt eventuella inkluderings- och exkluderingsprocesser som kan hänföras till patienters etniska och kulturella mångfald. I fråga om teoretiska perspektiv, tar detta paper sin utgångspunkt i James Coleman (1990) vars tillitsbegrepp är interaktivt och låter tillitsskapande processer innefatta en beslutsprocess från tillitsgivarens sida och möjliga komplementära handlingar från tillitsmottagarens sida. Intervjuerna bygger på CIT (Critical Incident Technique) samt på en bärande cirkulär fråga. Analysen visar att sköterskorna erfar både allmängiltiga och särskilda avgörande faktorer samt att dessa i analysen inte framstår som väsensskilda utan snarare som överlappande. Ett grundläggande drag för de avgörande faktorerna är att de har sin grundförutsättning i en sensibilitet för en annan människas subjektiva situation. Vidare skiljs tillit för en person från förtroende för ett system och dess upplevda legitimitet. Slutligen framstår en koppling mellan de uppfattade avgörande faktorerna för tillit och de vårdetiska värden som förknippas med sjuksköterskors professionsetik som helt central. De avgörande faktorerna för tillit tycks föreligga när en sjuksköterska indikerar sin intension och sin kompetens vilka i sin tur är kopplade till vårdetiska värden. Detta innebär att sjuksköterskorna förhåller sig till sin patient utifrån värden som upprätthålls som allmängiltiga. Sjuksköterskans förhållningssätt framstår som ”operationaliserad legitimitet” i förhållande till sjuksköterskeprofessionen och hälso- och sjukvårdsystemet.
