    • The European Union (EU) has modest but promising capacities to assist member states overwhelmed by disaster through its Civil Protection Mechanism. The EU also routinely sends civil and military missions to hotspots outside EU territory. But these capacities do not suffice in the face of transboundary crises: threats that cross geographical and policy borders within the Union. Examples include epidemics, financial crises, floods, and cyber terrorism. Nation states cannot cope with these threats without international collaboration. In this article, we explore the EU's efforts to develop transboundary crisis management capacities. We describe these budding capacities, explain their policy origins, and explore their future potential.

  • Making Sense of Large-scale Cyber Incidents : International Cybersecurity Beyond Threat-based Security Perspectives

    • Large-scale cyber incidents have figured prominently in securitizing speech acts over the last decade. This thesis demonstrates how conceptualizations of cybersecurity as a public security problem connects to and shapes cybersecurity governance in national and international settings. It explores how theoretical lenses drawn from the securitization, riskification, crisis and socio-technical systems literatures can improve our understanding of the phenomena of large-scale cyber incidents, and how such incidents are interpreted by key actors. The thesis includes four articles comprising case studies which utilize in-depth interviews, text analysis and discourse analysis. The findings reveal a steady development towards an increasingly threat-based security logic in both national and international cyber policy settings. The case studies also highlight the volatile nature of malware proliferation, the tendency of collateral damage from directed cyberattacks, the transboundary characteristics of large-scale cyber incidents, and the central role of civil contingencies actors and the private sector in cybersecurity governance. The implications of these findings are discussed in relation to the increasing securitization and militarization of cyberspace. Overall, this thesis contributes to our understanding of how cybersecurity is constructed as a security problem in theory and practice, and it employs analytical approaches which facilitate the exploration of international cybersecurity along more than just traditional ‘hard’ security lines.

    • This paper presents the result of the work achieved in the frame of three successive European Projects, which aimed to build an innovative system to assist security managers in the crisis preparation, training and management phases. The iterative approach of the consortium is presented, as well as the results. A novel interactive and shared Common Operational Picture is proposed which has been validated by three large scale demonstrations. On-going and future work focusing on the security concepts and measures of building interiors is moreover presented.

    • A seemingly continuous stream of crises in Europe has turned scholarly agendas towards assessment of the EU's management of crises. Those assessments vary widely, depending on the analytical focus and criteria used. This paper introduces three assessment criteria drawn from crisis research that pertain to the detection of a crisis, the mobilization of necessary resources, and the nature of the public debate about critical choices made in times of crisis. We relate these crisis management insights to long-standing debates in European integration theory to help link traditional crisis management assessments with EU-focused theorizing. The article offers a framework for assessment of the EU's performance as a crisis manager. We illustrate the utility of the framework with a brief application to the EU's response to Covid-19. We assess the EU's performance in positive terms: the Union acted quickly after a somewhat slow start and was very effective in mobilizing a variety of resources. At the same time, we note that major policy choices were made without a significant public debate about potential effects on the future character of the Union.

    • In virtually every assessment of responses to large-scale crises and disasters, coordination is identified as a critical failure factor. After the crisis, official committees and political opponents often characterize the early phases of the response as a ‘failure to coordinate.’ Not surprisingly, improved coordination quickly emerges as the prescribed solution. Coordination, then, is apparently both the problem and the solution. But the proposed solutions rarely solve the problem: coordination continues to mar most crises and disasters. In the absence of a shared body of knowledge on coordination, it is hard to formulate a normative framework that allows for systematic assessment of coordination in times of crisis. As coordination is widely perceived as an important function of crisis and disaster management, this absence undermines a fair and balanced assessment of crisis management performance. This paper seeks to address that void. We aim to develop a framework that explains both the failure and success of crisis coordination. We do this by exploring the relevant literature, reformulating what coordination is and distilling from research the factors that cause failure and success.

    • The COVID-19 crisis is a stark reminder that modern society is vulnerable to a special species of trouble: the creeping crisis. The creeping crisis poses a deep challenge to both academics and practitioners. In the crisis literature, it remains ill-defined and understudied. It is even harder to manage. As a threat, it carries a potential for societal disruption-but that potential is not fully understood. An accumulation of these creeping crises can erode public trust in institutions. This paper proposes a definition of a creeping crisis, formulates research questions, and identifies the most relevant theoretical approaches. It provides the building blocks for the systematic study of creeping crises.
