    • This introductory chapter aims to shed light on how tightly the EU and the liberal international order are entwined and discuss the likely impact on the EU of a changing and, most likely, less liberal world order. The chapter discusses the concept of order in international politics and analyses how the liberal order that emerged after WWII has effected the development of the EU. The chapter introduces the book’s interdisciplinary, holistic approach, and discusses how a changing world order is affecting the EU and how the EU, in turn, is trying to shape the emerging new order by recalibrating its policies and actions in various domains, ranging from its relations with the rest of the world, the relations among the member states and EU institutions as well as the impact of the EU’s current and future policies. Finally, the chapter highlights that the EU needs to actively defend the values and principles of liberal democracy in a changing world order.

    • Bakardijeva Engelbrekt, Bremberg, Michalski, and Oxelheim introduce the concept of trust in the European Union by pointing out its elusive character comprising both interpersonal relations and attitudes towards organizations and broad-based institutions in society. In the early days of integration, trust was primarily connected to the European security community. Then, trust was present mainly among political, economic, and bureaucratic elites while public confidence in European integration took a vaguer form. Today, trust in the EU is challenged by numerous developments, ranging from the deteriorating internal and external security situation and terrorism to rising populism and anti-establishment sentiments. Also, rapid change in the digitalization of society and changing conditions for socio-economic development play a decisive role in the evolution of trust in Europe.

    • Bergh considers the relationship between migration and interpersonal trust in the European Union. Interpersonal trust, Bergh avers, is an important foundation for a well-functioning society. The question is how interpersonal trust is affected by increased migration in countries with differing levels of trust. Bergh shows that migrants from low-trust countries who move to high-trust ones show higher trust than those who remain in the former lands. Their trust is lower, however, than that of persons who have always lived in countries with higher trust. Factors such as corruption and weakness in the rule of law cause damage to interpersonal trust, which is very difficult to repair. Bergh contends that the Union must act to strengthen the rule of law and combat economic and social inequality.

    • As the aim of this special issue is to show practice approaches at work in the case of European diplomacy, this introduction provides readers with a hands-on sense of where the conversation about practices and European diplomacy currently stands. By introducing the key terms and overviewing the literature, the article contextualises the guiding questions of the special issue. It starts by reviewing how practice approaches have evolved in IR debates. It then describes European diplomacy’s nuts and bolts in a post-Lisbon setting. It continues by focusing on specific practices and analytical mechanisms that contribute to understand European diplomacy’s transformations and the role of security. While the debate about practices goes beyond the case of diplomacy, the latter has become a showcase for the former and this special issue continues the debate on practices and diplomacy by zooming in on the European Union.

    • The study of the EU’s relations with its near abroad is increasingly important in the wake of the 2004 enlargement of the Union because it directly relates to the question whether the EU might help to foster peace and stability in its neighbourhood. Euro-Mediterranean relations are highly interesting in this regard since the EU has a rather long, but not entirely successful, history of trying to promote security and cooperation in its southern vicinity. In this article the Regional Security Complex Theory, developed by Buzan and Waever (2003), is applied to shed new light on security aspects of Euro-Mediterraneanrelations. The article’s main argument is that the ‘ups and downs’ of Euro-Mediterranean security cooperation is better understood if the Mediterranean is not considered as a region in itself but rather as a link between two separated regional security complexes.

    • This article addresses the question of how the EU exercises power in international politics and, in particular, whether or not there is anything distinctive about the ways in which it does so. Taking a relational approach to power, where the focus is on practical knowledge and perceptions of self and other, the paper departs from the assumption that such a question has to be evaluated in specific settings. Extrapolating from the EU's attempt to influence outcomes in Tunisia and Morocco following the Arab Spring, this paper proposes that the power of ambiguity captures some of the distinctiveness of the EU as a global actor. The paper highlights the ambiguity of what the EU is in the eyes of others, which opens up avenues for exercising power that others lack, not necessarily in accordance with a well-defined agenda, but understood as the production of effects in delimited settings.

  • Catalonia, Scotland and the EU : Visions of Independence and Integration

    • The electoral success of secessionist parties in Catalonia and Scotland over the last decade, together with Brexit and the support for Eurosceptic parties in many EU member states, have prompted a rethink of many taken-for-granted notions about politics in Spain, the UK and the EU. Secessionist parties in Catalonia and Scotland often combine calls for independence with support for the EU, but independence for Catalonia might entail the loss of EU membership. In the UK, Scotland voted for the UK to remain in the EU, yet it was forced to leave the Union along with the rest of the country: what effect has Brexit had on Scottish independence claims? Through comparing Catalonia and Scotland, this short volume aims to contribute to debates on, and advance knowledge of, visions of independence and integration, how they interrelate in Europe’s emergent political order, and what they entail for European integration and democracy in the EU.
