  • Towards a Resilient and Resource-Efficient Local Food System Based on Industrial Symbiosis in Härnösand : A Swedish Case Study

    • The endeavour to align the goals of the Swedish food strategy with the national environmental quality objectives and the 17 global SDGs, presents an extraordinary challenge that calls forsystemic innovation. Industrial symbiosis can potentially provide the means for increasing sustainable food production, using locally subexploited resources that can reduce the need for land, agro-chemicals, transport and energy. This case study of the municipality of Härnösand, aims to assess opportunities and challenges for using waste flows and by-products for local food production, facilitated by industrial symbiosis. A potential symbiotic network was developed during three workshops with the main stakeholders in Härnösand. The potential of the COVID-19 pandemic to instigate policy changes, behavioural changes and formation of new alliances that may catalyse the transition towards food systems based on industrial symbiosis is discussed. The material flow inventory revealed that many under exploited resource flows were present in quantities that rendered them commercially interesting. Resources that can be used for innovative food production include, e.g., lignocellulosic residues, rock dust, and food processing waste. The internalised drive among local companies interested in industrial symbiosis and the emerging symbiotic relations, provide a fertile ground for the establishment of a local network that can process the subexploited material flows. Although there are multiple challenges for an industrial symbiosis network to form in Härnösand, this study shows that there is a significant potential to create added value from the region’s many resources while at the same time making the food system more sustainable and resilient, by expanding industrial symbiosis practices.

  • Child-care quality and fee structure: Effects on labor supply and leisure composition

    • This paper studies the effects of public child-care subsidies on parental time allocation. We develop a model where parents are allowed to utilize subsidized care during both working and leisure hours. The model distinguishes between subsidies to child-care quality and to fees. Three types of fees are considered:flat, based on time spent in care, and based on parental income. We show that parental time allocation depends on whether quality or fees are subsidized, and also that fee subsidies have different effects depending on the fee structure. We further show that even if a subsidy increases the use of public care, the effect on labor supply may be unclear due to the possibility of using child care also when not working.

  • Deciding Who's Decisive: Municipality Break-Ups and the Behavior of Local Politicians

    • Swedish municipality parts aiming for secession are highly dependent on the municipal council's acceptance in order to succeed. Only four of the 25 municipality break-up verdicts passed by the central government have not been in line with the municipal council's recommendation. In nearly all cases, the recommendation seems to be based on the stated opinion in local referenda or opinion polls. However, by deciding on whether the whole municipality, or the seceding part alone should be encompassed by the referendum or opinion poll, the municipal council can affect the probability of obtaining the desired result. This paper empirically studies this decision. Two factors show to be important. If secession would result in a large reduction of the municipality's population and a decrease in its per capita tax base, the referendum or opinion poll is more likely to encompass the whole municipality. Such a referendum or opinion poll does, in turn, decrease the probability of a municipal council supporting the case, which reduces the central government's propensity to finally approve secession.

  • Maximum fee vs child benefit: A welfare analysis of Swedish child-care fee reform

    • The effects of a recent Swedish child-care fee reform are compared with those of an alternative reform, increased child benefits. The fee reform implied considerably decreased fees and was intended to increase both labor supply among parents and their economic well-being. We estimate labor supply effects using a discrete choice labor supply model, and simulate behavioral responses to the changes. We find positive, but small, effects on labor supply from reduced fees, while increased child benefits would make single mothers decrease their labor supply. On the other hand, increased child benefits would make income distribution more equal. We make a social welfare comparison and conclude that for plausible values of inequality aversion, the alternative reform would have been preferable to the implemented fee reform.

  • On the Political Economy of Municipality Break-Ups

    • This thesis deals with politico-economic aspects of municipality break-ups. It consists of an introduction and three self-contained papers. Paper I: The Break-up of Municipalities - Voting Behavior in Local Referenda This paper examines the economic and political conditions that influence people's attitudes regarding a municipality break-up. The theoretical model predicts intra-municipal differences in tax bases, political preferences, and population size to affect the expected gain from secession. The predictions of the model are tested using data on local referenda about municipality partitioning in Sweden. The data support one of the three effects; a tax base effect shows to be present voters in municipality parts that are wealthy compared to other parts of the same municipality are more positive to secession. Paper II: Unequal Provision of Local Public Services under the Threat of Secession This paper studies to what extent it is possible to discriminate between two municipality parts by unequal public service provision when there is a threat of secession. The objective of the local politicians is to maximize utility for only one part of a municipality. The discriminated part is small and politically marginalized, but has the option to secede. The power of the small part's population is in this way entirely exercised through the threat of secession. It becomes their guarantee against being taxed too heavily or against obtaining too little of public services. The case of three recent secession attempts in Göteborg, Sweden, is discussed in light of the model.
