- Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

- A recent study in Sweden on patients with acute liver failure (ALF) 1994-2003 demonstrated that the most common causes were paracetamol toxicity (42%) and idiosyncratic drug reactions (15%). In 11% of cases of ALF no definite etiology could be established. Among patients with paracetamol toxicity, the spontaneous survival without liver transplantation was 82% compared to 49% in patients with reactions to other drugs and 29% among the patients with indeterminate cause. Patients with ALF need a rapid and effective diagnostic work-up to detect the etiology as this often determines the outcome. In ALF it is of major importance to make an early contact with a transplant centre as the search for a suitable donor organ may take time in patients who are candidates for a liver transplantation. Patients with acute liver failure need a multidisciplinary care with co-operation between hepatologists, intensive care unit specialists and transplant surgeons.

- Reuse of different types of experience is a key issue in successful improvement in software engineering. The approach taken in the Quality Improvement Paradigm (QIP) and its supporting organisation, tile Experience Factory (EF), is to define an Experience Base (EB), where all types of reusable objects are organised and stored. The objects may be of any type related to software development, for example, code, methods, quality models and specifications. Furthermore, not only objects identical to the target object needed can be reused, but also similar ones. This paper defines important concepts in a reuse context, elaborates a reuse scenario from which the requirements for the implementation of an Experience Base are derived. A list of 22 technical requirements is defined which cover the functional aspects related to the use of an Experience Base. The evaluation of three alternative implementation approaches are presented as an example: two database alternatives and one based on Case-Based Reasoning (CBR). Future work is to investigate the costs for extending the functionality to fulfil the requirements and to use the requirements in a real setting.
