    • A geographically explicit flood simulation model was designed and implemented as a tool for policy making support, illustrated here with two simple flood management strategies pertaining to the Upper Tisza area in Hungary. The model integrates aspects of the geographical, hydrological, economical, land use, and social context. The perspectives of different stakeholders are represented as agents that make decisions on whether or not to buy flood insurance. We demonstrate that agent-based models can be important for policy issues in general, and for sustainable development policy issues in particular, by aiding stakeholder communication and learning, thereby increasing the chances of reaching robust decisions. The agent-based approach enables the highlighting and communication of distributional effects of policy changes at the micro-level, as illustrated by several graphical representations of outputs from the model.

    • The number and severity of weather related catastrophes isincreasing. Economic losses from these catastrophes areescalating, mainly as a result of concentration of assets andpopulation in high-risk areas. How to deal with theseeconomic liabilities in a fair way at the level of the individualproperty owners is the focus of our research.As a case study we choose the Tisza, a river in Hungary thatflows through one of the poorest agricultural regions ofEurope that frequently floods. The use of a simulation modelfor evaluating alternative flood management policies is anatural choice, since it is impossible to predict the time,location and magnitude of a flood; historical data is of limiteduse when looking at the outcome of future policies. Thebehaviour of the river and the financial consequences aresimulated on a year-by-year basis.Here we have extended the simulation model by using theConsumat approach to model the individual property owners.We compare the results with respect to wealth distribution inthe case of Consumat agents and simple (non-Consumat)agents. In the Consumat case, the results show that system ismore dynamic and more realistic.

    • An overall goal of the Upper Tisza flood risk management project was to design a flood management policy that shared liability for disaster losses between the central government and individual households in a way that was considered acceptable by all the stakeholders. A participatory approach was adopted, where a flood simulation model was used interactively to support the process. In this chapter, we describe the design, implementation and use of the dynamic and spatially explicit flood simulation model, which incorporated novel elements like micro-level representation and Monte Carlo techniques. The model was provided with an interactive graphical interface designed to facilitate its use as a decision support tool in a participatory setting with multiple users. During this process, the model supported comparisons between pre-defined policy options, as well as the design of a new policy option on which consensus was finally reached.
