  • More Knowledge, Better Government? : Consequences of Knowledge-Based Decision Making in Swedish Pharmaceutical Benefits
  • 2011
  • Ingår i: Governance. An International Journal of Policy, Administration and Institutions. - : Wiley. - 0952-1895 .- 1468-0491. ; 24:1, s. 85-110
  • Tidskriftsartikel (refereegranskat)abstract
    • Using an example from the health-care sector, we illustrate consequences of implementing knowledge-based decision making relating to the exercise of political control. The Swedish Pharmaceutical Benefits Board decides the subsidization status of prescription pharmaceuticals. Building on a study of the agency's work, we explore the effects of institutional arrangements stemming from rationalistic demands for knowledgeable and justifiable outcomes related to political structures for control. Knowledge about the medical and economic effects of pharmaceuticals is routinely ambiguous. This makes it necessary to negotiate "decision-able" knowledge rather than to merely collect it. This touches on matters of broader political consequence, which the formal model for governing the administration does not take into account. This masks decisions as neutral administrative choices. A further conclusion concerns the lack of mechanisms for repoliticizing politically salient issues that have been delegated to administrative bodies.

  • Organizing for social sustainability : Governance through bureaucratization in meta-organizations
  • 2012
  • Ingår i: Sustainability. - : Informa UK Limited. - 1548-7733. ; 8:1, s. 50-58
  • Tidskriftsartikel (refereegranskat)abstract
    • The difficulties nation states face when attempting to use traditional legal means to cope with transnational phenom-ena such as environmental degradation, international labor conditions, and global trade have created an opportunity for the emergence of new types of regulations. These rules are often issued by organizations that produce voluntary measures such as standards and action plans to influence the behavior of individuals and institutions. These are in many cases meta-organizations that have other organizations rather than individuals as members. They are important links in the process of creating and diffusing dominant definitions in the “ideoscape” of influential policy concepts such as sustainable development. This article explores how two meta-organizations, Fairtrade International (FLO) and Organic Forum, shape the concepts of fair trade and organic food by providing ideas and content to the ideoscape of sustainable development. We argue that this process takes place by governance through bureaucratization in which fair trade and organic food become formalized, precisely defined, and made visible. This in turn determines how—or even if—the social dimension of sustainability can be made into policy. Furthermore, we find explanations in these processes as to why the social dimension of sustainability tends to be the most underdeveloped. We conclude that bureaucratization is also a form of politics, although not one that is as easily recognizable as an open power struggle.

  • Organizing matters : how ‘the social dimension’ gets lost in sustainability projects
  • 2012
  • Ingår i: Sustainable Development. - : John Wiley & Sons. - 0968-0802 .- 1099-1719. ; 20:1, s. 18-27
  • Tidskriftsartikel (refereegranskat)abstract
    • This paper explores the conditions for taking the social dimension into consideration when trying to aim for increased sustainability through activities organized in projects. Among the three commonly accepted pillars of sustainable development – economic, ecological and social – the social dimension is often the most vague and least explicit in practical attempts to shape sustainable development. The aim with this study is to explore the role of organizing in shaping the balance between the pillars. The two cases examined are projects explicitly related to sustainable development goals set by the national government or parliament and implemented by other actors. The cases concern two topics: food production and electromagnetic fields. On the basis of relevant organizational dimensions and case analyses, the paper shows how the organization of sustainability shapes the ways in which the projects articulate the social dimension. This leads to practical advice for organizing new projects in the future.

  • Speaking with forked tongues : Swedish public administration and the European employment strategy
  • 2009
  • Ingår i: European Integration Online Papers. - : Elsevier BV. - 1027-5193. ; 13:july 7
  • Tidskriftsartikel (refereegranskat)abstract
    • The aim of this paper is to understand how decision making processes within the EU comes to affect the structures for national policy making within the employment field. The paper addresses the question of how the process of writing new employment guidelines for the EES – European employment strategy, has affected the work of the Swedish public administration. Through applying a neo-institutionalist perspective, it contributes to the understanding of effects that the increased embededness of states, often characterized as Europeanization, invoke on national administrations. I argue that the way the process has been managed can be analyzed from an organizational perspective where conflicting demands on the Swedish state has led to a certain organization of the work activities. On the one hand, Swedish representatives have to act according to the norms of the European cooperation in order to be seen as a legitimate actor. On the other hand, EU and European influence on Swedish employment policy is not a legitimate concept at national level. In order to satisfy these two seemingly incompatible demands the organizing principle of decoupling is being used to create space for maneuvering for the administration. However, through participation at EU-level organizational identities are partly transformed which in time leads to a situation where changed practices are not met by changes in formal structures. As a consequence the Swedish representatives are in a manner ‘speaking with forked tongue’ and obscuring the new way in which policy making is conducted thus introducing democratic shortcomings in terms of transparency and accountability.
