  • Investigation method for cascading effects between critical infrastructures

    • This paper presents an investigation method for studying cascading effects in incidents, which is to some extent lacking in the scientific literature. Several incident investigation methods are reviewed and used to influence the presented method. The usefulness of the method is demonstrated in a case study for a recent event in Sweden, a severe flooding event in the city of Malmö in south of Sweden 31st of August 2014. The case study revealed that the method enables the gathering and structuring of information about cascading effects and conditions that affect the outcome of cascading effects. An advantage of the method is that it also captures aggravating or mitigating conditions as well as potential cascading effects, enabling the study of near misses and alternative scenario developments. Concluding that the method has proven its practical value and it fills a current gap when it comes to investigation methods focused on cascading effects.

    • Many risks addressed in land use planning, such as flooding and accidents involving hazardous materials, have widely different characteristics which makes them difficult to compare. Yet, these risks sometimes need to be considered together in order to support decision-making. Furthermore, risks can sometimes affect each other, which differentiate the land use planning context from situations where single risks are addressed. This literature review investigates what characterize the methods proposed in the scientific literature that deal with the challenges of multiple risks and interests in land use planning, and to what extent they are applicable for Swedish detailed development plans. None of the identified methods could consider several types of consequences, or other interests, while at the same time compare risk levels between areas and evaluate acceptability. Neither were there any suggestions on how to consider interactions between risks in a way that was applicable to Swedish land use planning. All articles were aimed at proposing methodologies for assessing risk or hazards and there was little emphasis on how an assessment, or several assessments, should be implemented in a decision-making context. There is need for further studies on how multiple risks are managed in practice and what could be learned from other fields.

    • Structural secrecy refers to a systematic undermining of attempts to know and interpret situations in organisations, which significantly challenges their abilities to perform resiliently. In this chapter, we briefly share some insights drawn from a collaboration with the municipality of Malmö, Sweden, for a period of more than three years that has provided knowledge about the needs and constraints to better addressing challenges related to structural secrecy. To deal with this problem, it is essential to find ways of sharing insights about the criticality and interconnections between organisational units. The chapter outlines a method implemented in the departments in Malmö municipality used for compiling and spreading such information within the organisation as a means to become better equipped for managing both daily tasks and surprises. By contributing to an alignment of diverging views on “work as done” versus “work as imagined” this type of effort lays the groundwork for nurturing an ability to perform resiliently in suddenly emerging situations that are outside the organisation’s normal operations.

  • Assessing Response System Capabilities of Socio-technical Systems

    • Our society is becoming more and more dependent upon the reliable function of a number of vital socio-technical systems. These systems are often being referred to as critical infrastructures, or lifeline systems, indicating their importance for supporting a nation’s economy and social well-being. In the present paper a method is presented for assessing the capability of those actors involved in restoring socio-technical systems after strains affecting its technical systems. Parallel ongoing work by the authors, not presented here, emphasises on technical systems’ interdependencies. Together, these approaches address the issue of vulnerability analysis of socio-technical systems. The presented method is derived from the theories of both systems thinking and resilience engineering. The method has been applied in a preliminary study of a socio-technical system, namely the Swedish railway system. The method systematically identifies the system elements by evaluating the system both under normal operation and under strain. The actors directly involved in the restoration of the technical system, referred to as the response system, are identified and selected for in-depth studies. The overall objective of the study is to assess the time required for the response system to restore the technical system after strains of varying magnitude, by introducing the concept of response curves. The curves reveal response system capabilities and their limits, i.e. the magnitude of strain for which the actors can no longer cope. It is concluded that the proposed method is both applicable and valid in the efforts of assessing response system capabilities of socio-technical systems.

  • Building organizational adaptive capacity in the face of crisis : Lessons from a public sector case study

    • While organizations providing critical services to society must have the ability to anticipate and prepare for foreseeable threats, they also need to develop a capacity to adapt in the face of unforeseen challenges and crises. While adaptive capacity becomes manifested in a specific situation through the concrete adaptations carried out by an organization, the preconditions to adapt exist already before a crisis occurs. However, previous research indicates significant knowledge gaps regarding how these preconditions are established and maintained within an organization. Against this backdrop, this paper aims to enhance our understanding of the preconditions necessary to adapt to an unfolding crisis. This is achieved by exploring how adaptations were manifested during the COVID-19 pandemic in a Swedish public sector organization and the factors that contributed to this adaptive capacity. A range of enabling factors for such adaptive capacity are identified, including a high level of trust between roles and organizational levels, a polycentric organizational structure where departments work autonomously while still allowing some degree of central coordination, clear overall objectives, capitalization on previous experience from both minor and major crises, and asset literacy among employees. The paper concludes by discussing some idiosyncrasies of the COVID-19 pandemic that facilitated adaptations. This includes the fact that virtually everyone was both impacted by and actively contributing to responding to the crisis. Finally, the discussion elaborates on the parallels and distinctions when compared to a creeping crisis.

  • Challenges in Designing Resilient Socio-technical Systems: A Case Study of Railway Tunnel Projects

    • This paper presents a case study of decision-making at the design stage of a socio-technical system where resilience at the global level of the system was constrained by the local perspectives adopted by the different stakeholders. The study is based on interviews with key decision-makers involved in the design stage of six railway tunnel projects in Sweden. The results show that differences in roles and perspectives among the involved actors created double binds and led to extensive discussions and deadlocks during decision-making in the majority of the studied projects. In these projects agreements could only be reached by relying on the outcome from previous railway tunnel projects, regardless differences in project-specific aspects. A significant impact from local actors during decision-making increased the potential for suboptimizations and resulted in a limited focus on the system’s resilience from a regional and national perspective. The findings point at the need for more emphasis in the field of resilience engineering on crossorganisational aspects in order to gain increased understanding of the challenges related to improving resilience of socio-technical systems.

  • Challenges to critical infrastructure resilience in an institutionally fragmented setting

    • Under the influence of neo-liberal ideals such as New Public Management, the ownership, operation, and maintenance of many Critical Infrastructures have been divided among an increasing number of public as well as private actors. Limited research has investigated the role of this institutional fragmentation for shaping resilience of Critical Infrastructures, especially in relation to recovery after infrastructure failures. The aim of this paper is to empirically explore inter-organisational challenges to response and recovery operations in the increasingly multi-actor setting characterising many contemporary Critical Infrastructures. Using the Swedish railway system as a case, the paper explores response and recovery operations following two frequent types of events. The findings show that once disruptions occur, response and recovery operations are often complicated and time-consuming. Multiple actors with diverse roles and mandates are involved in the operations, which prompts a need for communication and coordination. The case study also illustrates the important role of contractual arrangements for shaping resilience of deregulated Critical Infrastructures. The contracts incentivise actors to certain behaviours, but they also give rise to unintended side-effects. While individual actors typically make adaptations and goal trade-offs with regards to their individual tasks and actions in a way that is both locally rational and efficient, interconnections and interdependencies among the different actors give rise to cross-scale challenges to stimulating resilient operations of the infrastructure system as a whole.

    • Through the influence of neoliberal ideas, many critical infrastructures that used to be under public ownership have been opened up for market competition. Using the Swedish railway system as a case, this paper empirically explores whether such reforms have given rise to common-pool resource problems, and discusses possible implications. The results show that institutional restructuring has created challenges related to balancing the use of the infrastructure with a sufficient level of maintenance. The paper concludes that the main value of analysing critical infrastructures from the perspective of common-pool resources is the possibility of juxtaposing the way organizational and institutional interactions across scales generate both short-term gains and long-term negative side effects influencing reliability and safety.
