  • Riparian buffer zones in production forests create unequal costs among forest owners

    • Riparian buffer zones (RBZs) are an important instrument for environmental policies for water and biodiversity protection in managed forests. We investigate the variation of the cost of implementing RBZs within different property size classes across the size range of non-industrial forest owner properties in Southern Sweden. Using the Heureka PlanWise decision support system, we quantified the cost of setting aside RBZs or applying alternative management in them, as the relative loss of harvest volume and of net present value per property. We did this for multiple simulated as well as real-world property distributions. The variation of cost distribution among small properties was 4.2–6.9 times higher than among large properties. The interproperty cost inequality decreased non-linearly with increasing property size and levelled off from around 200 ha. We conclude that RBZs, due to the irregular distribution of streams, cause highly unequal financial consequences for owners, with some small property owners bearing a disproportionally high cost. This adds to previous studies showing how environmental considerations differentially affect property owners. We recommend decision makers to stimulate the uptake of RBZs by alleviating these inequalities between forest owners by including appropriate cost sharing or compensation mechanisms in their design.

  • Payments by modelled results : A novel design for agri-environmental schemes

    • From a theoretical point of view, result-based agri-environmental payments are clearly preferable to action-based payments. However, they suffer from two major practical disadvantages: costs of measuring the results and payment uncertainty for the participating farmers. In this paper, we propose an alternative design to overcome these two disadvantages by means of modelling (instead of measuring) the results. We describe the concept of agri-environmental payments by modelled results (PAMR), including a hypothetical example of payments for the protection and enhancement of soil functions. We offer a comprehensive discussion of the relative advantages and disadvantages of PAMR, showing that it not only unites most of the different advantages of result-based and action-based schemes, but also adds two new advantages: the potential to address trade-offs among multiple policy objectives and management for long-term environmental effects. We argue that PAMR would be a valuable addition to the agri-environmental policy toolbox in the EU and beyond, while also reflecting recent advancements in agri-environmental modelling.

  • A global review of ecological fiscal transfers

    • Ecological fiscal transfers (EFT) transfer public revenue between governments within a country based on ecological indicators. EFT can compensate subnational governments for the costs of conserving ecosystems and in principle can incentivize greater ecological conservation. We review established EFT in Brazil, Portugal, France, China and India, and emerging or proposed EFT in ten more countries. We analyse common themes related to EFT emergence, design and effects. EFT have grown rapidly from US$0.35 billion yr−1 in 2007 to US$23 billion yr−1 in 2020. We discuss the scope of opportunity to expand EFT to other countries by ‘greening’ intergovernmental fiscal transfers.

  • Reviewing the interface of bioeconomy and ecosystem service research

    • The bioeconomy is currently being globally promoted as a sustainability avenue involving several societal actors. While the bioeconomy is broadly about the substitution of fossil resources with bio-based ones, three main (competing or complementary) bioeconomy visions are emerging in scientific literature: resource, biotechnology, and agroecology. The implementation of one or more of these visions into strategies implies changes to land use and thus ecosystem services delivery, with notable trade-offs. This review aims to explore the interdisciplinary space at the interface of these two concepts. We reviewed scientific publications explicitly referring to bioeconomy and ecosystem services in their title, abstract, or keywords, with 45 documents identified as relevant. The literature appeared to be emerging and fragmented but eight themes were discernible (in order of decreasing occurrence frequency in the literature): a. technical and economic feasibility of biomass extraction and use; b. potential and challenges of the bioeconomy; c. frameworks and tools; d. sustainability of bio-based processes, products, and services; e. environmental sustainability of the bioeconomy; f. governance of the bioeconomy; g. biosecurity; h. bioremediation. Approximately half of the documents aligned to a resource vision of the bioeconomy, with emphasis on biomass production. Agroecology and biotechnology visions were less frequently found, but multiple visions generally tended to occur in each document. The discussion highlights gaps in the current research on the topic and argues for communication between the ecosystem services and bioeconomy communities to forward both research areas in the context of sustainability science.

  • A global overview of biodiversity offsetting governance

    • We analyze the development of biodiversity offsetting governance through a research-weaving approach. Here, we combine information from a systematized review of the literature and a qualitative analysis of the institutional developments in different world regions. Through this triangulation, we synthesize and map the different developmental streams of biodiversity offsetting governance around the globe over the last four decades. We find that there is a global mainstreaming of core principles such as avoidance, no-net-loss, and a mitigation hierarchy, as well as pooling and trading of offsets for unavoidable residual damages. Furthermore, we can observe an ongoing diversification of institutional designs and actors involved. Together this constitutes an emerging regime complex of biodiversity offsetting governance that comes with both a set of shared norms and a growing institutional complexity. While this may imply institutional innovation through diversification and policy experimentation, it also raises questions regarding the effectiveness of offsetting practices.

    • The course Global Environmental Governance Today–Actors, Institutions, Complexity is an in- terdisciplinary PhD course and has welcomed participants from a wide range of disciplinary backgrounds with equally varied prior knowledge on environmental governance practices and theories. Thus, every year, participants include students who are not familiar with international relations theories such as realism, institutionalism, or constructivism, as well as PhD candidates in political science who are entirely familiar with such theories and corresponding concepts. We aim to provide an inspiring course for all of them that provides them with new ideas and insights on global environmental governance with its key actors, institutions and processes.We have chosen a teaching approach where we combine three formats: information-intensive lec- tures, participatory seminars, and simulation exercises. The lectures are classical, frontal types of sessions in which the readers’ theoretical and conceptual knowledge is offered in an accessible way for different disciplinary backgrounds and discussed with the participants. In the seminars we focus on the students’ PhD projects and their links to questions of environmental governance. As our third element, the simulation exercises pursue an experiential learning approach (Brock and Cameron 1999). Here we elaborate on the design of two simulations: a gamified and alter- native approach to negotiations inspired by Bruno Latour’s Politics of Nature (2004) and Earth Summit type negotiations.

  • Designing a global mechanism for intergovernmental biodiversity financing

    • The Convention on Biological Diversity and the Nagoya Protocol display a broad international consensus for biodiversity conservation and equitable benefit sharing. Yet, the Aichi biodiversity targets show a lack of progress and thus indicate a need for additional action such as enhanced and better targeted financial resource mobilization. To date, no global financial burden-sharing instrument has been proposed. Developing a global-scale financial mechanism to support biodiversity conservation through intergovernmental transfers, we simulate three allocation designs: ecocentric, socioecological, and anthropocentric. We analyze the corresponding incentives needed to reach the Aichi target of terrestrial protected area coverage by 2020. Here we show that the socioecological design would provide the strongest median incentive for states which are farthest from achieving the target. Our proposal provides a novel concept for global biodiversity financing, which can serve as a starting point for more specific policy dialogues on intergovernmental burden and benefit-sharing mechanisms to halt biodiversity loss.

  • Hot topics in agricultural and environmental economics – a large-scale bibliometric analysis

    • Land use is at the core of today’s complex sustainability challenges. Agricultural and environmental economics share a focus land and resource use but evolved in their own domains. Their specialized competencies can be complementary and thus strengthen policy analysis. We use structural topic modelling on more than 24,000 articles in the top agricultural economics and environmental economics journals to derive trending topics in both fields. We thereby identify areas where the two fields converge on hot topics. We review content and contributions from each field. Our results show that policy-oriented research on land use and agent behaviour regarding multifunctional landscapes, climate change mitigation, and biodiversity conservation are hot research avenues and thus candidates for further intensified collaboration.
