- Sweden is often portrayed as a hold out from `penal populism', with a comparatively non-punitive population that prefers preventive and non-custodial sanctions to imprisonment. But while the Swedish public is still less punitive than many others, there is evidence that it has become more punitive, and less content with Swedish penal practice, over time. Trying to add to the understanding of the causes of toughening penal attitudes, we proceed to investigate the importance of media consumption for Swedish penal attitudes. We find a correlation between tabloid consumption and punitiveness. We end by a speculation that locates this finding in the wider context of an individualized, victim-centred discourse of crime.

Allocating adaptation finance: examining three ethical arguments for recipient control

- Most agree that large sums of money should be transferred to the most vulnerable countries in order to help them adapt to climate change. But how should that money be allocated within those countries? A popular and intuitively plausible answer, in line with the strong standing of the norm of ownership in development aid circles, is that this is for the recipient country to decide. The paper investigates the three most important types of ethical arguments for such ‘recipient control’: the epistemic argument, the entitlement argument, and the legitimacy argument. It is argued that there is a good case for recipient control in democratic countries, because such countries can be expected to act in the name of the people to whom adaptation finance is ultimately owed. However, the three arguments do not support, even if taken jointly, recipient control in nondemocratic countries. This is a significant result seeing as the majority of the most vulnerable countries are nondemocratic.

- The turn from deterministic to probabilistic explanations has been used to argue that social science does not explain human action in ways that are incompatible with free will, since, according to some accounts of probabilism, causal factors merely influence actions without determining them. I argue that the notion of nondetermining causal influence is a multifaceted and problematic idea, which notably is unclear about whether the probability is objective or subjective, whether it applies to individual occurrences or merely to sets of occurrences, and whether it is possible for an occurrence to be “almost determined.”

- I takt med att klimatförändringarna förvärras blir klimatanpassning allt viktigare. I detta kapitel tittar vi närmare på svenska folkets syn på frågor som rör klimatanpassningsåtgärder, det vill säga åtgärder som syftar till att göra klimatförändringarna mindre skadliga. Vi använder oss av två frågebatterier från 2021 års nationella SOMundersökning för att undersöka: 1) var svenskarna anser att offentliga medel bör satsas för att anpassa samhällen till ett förändrat klimat och 2) vem man anser bör bära huvudansvaret för dylika satsningar. Resultaten visar att det finns ett brett stöd bland de svarande för att staten ska bekosta klimatanpassningsåtgärder i Sverige såväl som i sårbara eller fattiga länder. Det finns även ett brett stöd för att det internationella ansvaret att betala för klimatanpassning främst bör falla på stora utsläpparländer, särskilt de som släpper ut mycket växthusgaser i nuläget.
