- Sustainable development as a process towards sustainability requires collaboration among societal actors and stakeholders at multiple levels. A key issue is to provide them with that they have comprehensive and transparent knowledge base representing the state and trends of different dimensions of sustainability. This study addresses the need to analyse and present data of sustainability as a foundation for the sustainable development process within municipalities, and among them. As a case study, we focus on 18 municipalities in the crisis-struck Bergslagen region in Sweden and compare them with 101 surrounding municipalities. Data from 2001 and 2006 on 15 indicators representing ecological, economic and social sustainability criteria were transformed to a common scale through normalization around the median, and summarized. Bergslagen region municipalities performed poorer than the surrounding ones for all dimensions in 2006. The change from 2001 to 2006 was positive for economic and social criteria, while the ecological dimension developed negatively in all municipalities. We stress the need for municipalities to collaborate with each other and other actors both at municipal and regional levels, and to use sustainability indicators as a base for informed planning processes. We propose visualization of indicators using maps to support decision-making and social learning.

Green infrastructures and intensive forestry: Need and opportunity for spatial planning in a Swedish rural-urban gradient

- There is a current industrial and societal interest in Europe to further intensify the yield of wood for the forest industry and biomass. At the same time, green infrastructures for ecological and sociocultural values in forest landscapes should be functional. Municipalities have exclusive responsibility for comprehensive planning in Sweden. We modelled the spatial distribution of green infrastructures in terms of three forest types with high ecological values, and three sociotopes with high sociocultural values in 119 municipalities in a ruralurban gradient in Sweden. Forest land without such values should be available for intensive forestry with lower conflict risk. We also estimated the municipalities' potential for physical planning in terms of financial and social capital, and ownership category structure. The area of functional green infrastructures varied considerably among municipalities. Municipalities with a high proportion of functional green infrastructure, thus less available for intensive forestry, were characterised by a stronger tax base, higher population density and lower demographic dependency ratio, and lower proportions of industrial and state forest ownership. We discuss the need for and opportunities of introducing collaborative physical planning to accommodate multiple demands on forest landscapes. We conclude that to accommodate both functional green infrastructures and intensive forestry, a landscape approach including knowledge-based collaboration is needed at multiple-levels of governance and management.

Collaborative learning to unlock investments for functional ecological infrastructure: Bridging barriers in social-ecological systems in South Africa

- Maintenance of functional ecological (or green) infrastructure is threatened by habitat conversion, fragmentation and loss, water scarcity, invasive species, climate change, resource extraction, poor policy implementation and societal inequity. Using South Africa as a case study, our transdisciplinary team identified actions likely to be effective in scaling up research and development projects that support implementation of policy about ecological infrastructure by active adaptive management. Based on expert knowledge at three scales, we analysed South Africa's opportunity to active adaptive management and to unlock investments that enhance functional ecological infrastructure. Barriers included lack of trust among actors, limited collaborative governance and integrated planning, including local partnerships; as well as a poor inclusion of evidence-based knowledge based on monitoring of landscape restoration efforts and its social and ecological consequences. Bridges include practicing transdisciplinary knowledge production, enhancing social learning among actors and stakeholders, and advocacy based on improved understanding. We propose a portfolio of place-based actions that could help to facilitate unlocking investments for functional ecological infrastructure by prioritising conservation, management and restoration through integrated cross-scale, collaborative and multi-sector spatial planning. Understanding the structure and dynamics of social-ecological systems, identifying champions, framing key messages for different audiences, and sharing failures and success stories internationally, are crucial requirements to unlock investments.

- After a brief review of European landscape history, we conclude that maintenance of specialised species requires consideration of legacies of both naturally dynamic forests and pre-industrial cultural landscapes. Next, we propose the need for conservation, management, and restoration in the context of intensified use of forests and abandonment of cultural woodlands across entire landscapes. Two key issues include gathering knowledge about performance targets regarding how much habitat different species need and developing knowledge-based dialogue. While the focus is on the European continent, the arguments in this chapter are generally applicable.

Disrupted trophic interactions affect recruitment of boreal deciduous and coniferous trees in northern Europe

- Loss of large carnivore populations may lead to increased population densities of large herbivores, and subsequent cascading effects on the composition, structure, and function of ecosystems. Using a macroecological approach based on studies in multiple boreal forest landscapes in the Baltic Sea region and Russia, we tested the hypothesis that disrupted trophic interactions among large carnivores and large herbivores affect the recruitment of both ecologically and economically valuable tree species. We measured damage levels on young trees and large herbivore density in 10 local landscapes representing a gradient from extinct to extant populations of both large carnivores and large herbivores. We also tested the alternative hypothesis that forest management intensity is correlated to reduced recruitment of these tree species. At the macroecological scale there was an inverse relationship between the number of large carnivores and large herbivores. This coincided with a steep gradient in browsing damage on the ecologically important aspen, rowan and sallow as hosts for specialized species, as well as the economically important Scots pine. In one landscape hunting had replaced the presence of carnivores. Mean damage levels of these four tree species were correlated with large herbivore abundance, but not with forest management intensity. We discuss the pros and cons of this macroecological approach, as well as the challenge of governing and managing trophic interactions at multiple scales.
