    • The human influence on the global hydrological cycle is now the dominant force behind changes in water resources across the world and in regulating the resilience of the Earth system. The rise in human pressures on global freshwater resources is in par with other anthropogenic changes in the Earth system (from climate to ecosystem change), which has prompted science to suggest that humanity has entered a new geological epoch, the Anthropocene. This paper focuses on the critical role of water for resilience of social-ecological systems across scales, by avoiding major regime shifts away from stable environmental conditions, and in safeguarding life-support systems for human wellbeing. It highlights the dramatic increase of water crowding: near-future challenges for global water security and expansion of food production in competition with carbon sequestration and biofuel production. It addresses the human alterations of rainfall stability, due to both land-use changes and climate change, the ongoing overuse of blue water, reflected in river depletion, expanding river basin closure, groundwater overexploitation and water pollution risks. The rising water turbulence in the Anthropocene changes the water research and policy agenda, from a water-resource efficiency to a water resilience focus. This includes integrated land and water stewardship to sustain wetness-dependent ecological functions at the landscape scale and a stronger emphasis on green water management for ecosystem services. A new paradigm of water governance emerges, encouraging land-use practices that explicitly take account of the multifunctional roles of water, with adequate attention to planetary freshwater boundaries and cross-scale interactions.

    • The number of local and regional-scale water management failures appears steadily to increase despite an apparently higher level of engineering solutions at hand. The objective of this paper is to examine the challenges the existing education system needs to meet in order to produce water engineers capable of responding to the complexity of contemporary and future water problems in relation to societal needs. The next generation of water engineers may stay in their professional functions until 2040 or 2050. It is likely that in this period more critical water management and environmental problems will be experienced than have been encountered so far. The question then arises whether the present water engineers have the proper background education to understand environmental, hydrological, ecological and socio-economic problems to resolve related water management problems. Future water engineers must, to a greater extent, include socio-economic consequences in planned and/or designed water management systems and convey greater transparency regarding risks and societal effects.

    • The aim of the Hydrology for the Environment, Life and Policy (HELP) project is to strengthen the role and inputs of the scientific community in the integrated catchment management process. Water resources management in the 21st century requires a radical reorientation and an effective dialogue between decision-makers, stakeholders and the scientific water community. This paper offers a skeleton worldview as a starting point for that dialogue by bringing together key issues as identified by water resource experts from different disciplines. Experiences from all over the world demonstrate the need for multistakeholder advocacy and the importance of compromise-building mechanisms. Water law defines the rules of the game and provides a necessary framework for policy and its execution. However, there must be adequate social acceptance and active compliance, otherwise the formal rules and administrative regulation will not be perceived as legitimate and ultimately could prove ineffective. The challenge now is to create management systems where the formal decision-makers interact with relevant members of the scientific community, users and other stakeholders for a coordinated approach that successfully orchestrates water uses towards internal compatibility. Integrated water resources management is essential for securing a proper overview of all the activities that depend on the same resource-the precipitation over the basin-and which are internally linked by the mobility of water from the water divide to the river mouth. © 2004 Taylor and Francis Ltd.
