    • Som ett svar på senare års allt mer uppmärksammade trygghetsproblem, inte minst i så kallade utanförskapsområden, har en bred repertoar av åtgärder tagits fram. Många av dessa åtgärder bygger – som vi kunde se i föregående kapitel – på samverkan mellan en rad olika lokala aktörer, däribland polis, räddningstjänst, socialtjänst och skola. I fokus för detta ka- pitel står viljan att förebygga brott i form av trygghetsskapande åtgärder specifikt inriktade mot skolan – arrangerade genom samverkan mellan lokala aktörer. Vi ägnar oss närmare bestämt åt att undersöka brottsförebyggande fostran som bedrivs i skolans regi, en form av fostran som under de senaste åren fått en allt mer framträdande roll i det breda trygghets- skapande arbete som bedrivs runtom i landet (jfr Wahlgren 2014). Syftet i kapitlet är att analysera brottsförebyggande fostran som bedrivs i en av landets storstadskommuner, med avseende på hur denna fostran iscensätts (dvs. genom vilka tekniker), vilka motiv som finns till denna fostran (dvs. vilka utmaningar den svarar mot) och – slutligen – vad det är för slags subjekt som denna fostran är tänkt att resultera i (dvs. vilka förmågor och egenskaper detta tänkta subjekt har).Kapitlet är upplagt enligt följande: Först presenteras den teoretiska ansats som väglett analysarbetet. Därpå sätts frågan om brottsförebyggande fostran in i ett bredare samman- hang. Därefter presenteras de huvudsakliga resultaten av vår analys – inledningsvis med fokus på hur det brottsförebyggande arbetet beskrivs generellt, i de undersökta områdena, och därefter med fokus på den specifika intervention i ett av de områden som undersökts (motiv, tekniker och tänkta effekter). Avslutningsvis diskuteras studiens huvudsakliga slut- satser utifrån de utmaningar och omvandlingar som det brottsförebyggande arbetet och det mångetniska Sverige står inför – en bit in på det nya millenniet.

    • This chapter discusses the growing influence of participative procedures and security measures in community development matters and focuses on the way in which their confluence brings to light a dissonant heritage in public policy. Taking the old industrial city of Saint-Denis as a case in point, I analyse the rise of ‘a right to city’ throughout a vast urban renaissance programme. While the increasing involvement of local actors aims to establish community standards, the complex institutional co-operation generates bridges between measures such as social prevention, urban safety, or dissuasive approaches in local co-operative projects.In particular, the chapter illustrates the manner in which local government uses the heritage dimension as a powerful tool for promoting a new territorial identity. At the district level, the municipal strategy consists of reducing social and civil insecurity through citizen participation in local democratic devices. However, in practical terms, access to rights and measures of social inclusion are interconnected through a more security-focused experience of the territory. Thus, the development of political community standards raises normative questions, notably in matters of identity and belonging. In times of insecurity, the management of a dissonant heritage generates considerable misunderstanding and conflict within the local society.

  • Empowering the Unprivileged : The Case of Self-renovation in Disadvantaged Areas

    • In the 90’s; several European governments promoted the involvement of inhabitants as an important condition of success in urban regeneration projects. The dialogue with inhabitants was supposed to strengthen a collective movement in the neighbourhoods; to restore social and territorial cohesion and create a local identity among the residents of disadvantaged areas. However; a number of issues can be raised regarding this policy: the commitment of the inhabitants in the decision-making process is difficult to ascertain; especially throughout the whole duration of the project; and in relation to the management of the different stages of the project; it is not always easy to achieve consensus; etc. In particular; it is hard for the project managers to involve the most unprivileged groups; notably people suffering from a combination of social; legal and financial problems. The stake here is not simply their participation in a project; but more specifically their “empowerment”. In this framework; the methods of the French non-profit organization Les Compagnons Bâtisseurs are instructive. They provide micro solutions to people living in poor housing conditions through the conception and the implementation of a self-renovation process. The organization proposes technical and financial support so that the most disadvantaged groups can renovate their flats. However; the goal is not only to ameliorate the material living conditions; through the organization of workshops in the neighbourhood; the participation of the inhabitants in the renovation work; the coordination between the team of Compagnons Bâtisseurs and social workers; the social inclusion of the most unprivileged groups can be promoted.

    • “Les Petits Frères des Pauvres” is a national organization that proposes different ways of fighting against the social isolation of elderly people. In order to develop their services in urban problem areas (the so-called “ZUS”), they asked us to qualify the notion of isolation and analyse the way of life of the elderly in four such areas of Île-de-France. Indeed, the local actors (neighbours, non-profit-making organizations, social and financial backers) that are managing urban problem areas often do not know how to define the phenomenon of social isolation. In contrast with the social workers, most of them are not even aware of the problem.The main questions of the study were: How can the group suffering from isolation be identified? How can the body of actors involved fight isolation? How can they win the trust of the isolated elderly?One conclusion of the study was that the main difficulty identifying the isolation suffered by elderly is a consequence of the lack of co-operation between local actors and social workers.

    • Le texte qui est présenté dans ce numéro est une reprise de l'étude réalisée par le cabinet FORS à la demande du Ministère de l'emploi, de la Cohésion sociale et du Logement, sur les itinéraires résidentiels en habitat indigne. Cette étude visait d'une part, à décrire et à analyser les itinéraires résidentiels des ménages logés dans un logement indigne afin de comprendre les mécanismes qui les amènent à entrer et à rester dans ce parc, ainsi que les mécanismes qui font exister et perdurer ce parc. D'autre part, elle avait pour objectif d'analyser les dispositifs de relogement mis en place depuis quelques années, pour les sorties d'insalubrité notamment (accompagnement des ménages, résultats produits, difficultés rencontrées) afin d'en saisir les effets sur les itinéraires des ménages et d'identifier les blocages éventuels. Pour mener l'enquête, dix terrains d'étude ont été retenus de manière à représenter une diversité de situations d'habitat indigne et des entretiens ont été réalisés auprès de ménages, d'acteurs locaux et de partenaires institutionnels. Dans une première partie, l'étude analyse les parcours des ménages rencontrés. Puis, dans une seconde partie, elle présente la typologie des parcours résidentiels qui a pu être définie, sous la forme de sept monographies (formes d'habitat indigne rencontrées, profils des ménages qui y sont logés, dispositifs mis en oeuvre à l'heure actuelle et éléments de bilan de ces dispositifs). Enfin, la troisième partie propose une synthèse des freins et des obstacles évoqués par l'ensemble des acteurs rencontrés sur le terrain, dans la mise en oeuvre des dispositifs de lutte contre l'habitat indigne. Il ne s'agit pas d'une analyse approfondie de l'efficacité et des limites des dispositifs, mais bien d'une synthèse des paroles d'acteurs confrontés aux réalités du terrain.

    • One of the most important social challenges of the years to come, considering the increasing average age of the French population, will be the housing situation of the elderly. Today only 5 % of those of more than 60 years of age live in specialized institutions, and 12 % of those over80 years old. Four elderly dependents out of five live in their home. A reflection on their living conditions seems necessary. How can we build appropriate services? How can the housing be adapted to the elderly?The article shows how keeping elderly dependants at home is a socio-medical issue that has not been taken into consideration in an adequate way in the elaboration of urban and housing policies. The difficulty of setting up a co-operation between the medical world, social housing managers, and public authorities is identified. Leaning on different local experiments of taking care of elderly dependants, the article also aimed at defining the foundations of new modes of intervention at the meeting point of housing policies and socio-medical policies.

  • Regimes of Hospitality : Urban Citizenship between Participation and Securitization – the Case of the Multiethnic French Banlieue

    • This thesis analyzes various local development policies in Europe’s big urban areas. Striving to understand the respective places accorded to the measures to increase the participation of the inhabitants on the one hand, and to improve for security and public peace in the context of social and territorial policies on the other, I examine how urban policies define models of urban citizenship. The empirical work concerns two sites in the greater metropolitan area of Paris, Le Franc-Moisin–Bel-Air in Saint-Denis and Les Cinq Quartiers in Les Mureaux. It consists of an analysis of public documents as well as a series of interviews and observations. This methodological approach serves to gain an understanding of how participative and security procedures emerge in the history of French urban policy and how these norms interact locally.By investigating the overlap of security politics and participatory devices, I demonstrate that deprived areas do not have access to an adequate form of intervention to meet the expectations and needs of its inhabitants, who are squeezed between a logic of development reluctantly accepted by, but rarely negotiated with its inhabitants, and a logic of security that often leads to the confinement of residents to their respective areas. The thesis thus demonstrates how institutional interventions in multiethnic areas can fuel feelings of suspicion be-tween local stakeholders and civic distrust. Indeed, the participatory procedures that are developed in urban strategies influence the conduct of participants on matters of identity and belonging and can intensify socio-ethnic stigmatization. This effect provides me with a critical standpoint on new techniques of government. The local partners of the state develop daily routines in urban strategies that contribute to articulating participatory devices and security procedures. I claim that the results from this process are “regimes of hospitality”.

    • On an initiative of the Swedish Government, Boverket has commanded an international study of methods and practices in urban regeneration and housing policies that allow tackling urban and social segregation. The focus should be on regeneration projects that aim at:improving the quality of the housing stock,mixing housing types,renovating buildings.The purpose of the analysis was to understand the decision‐making processes, the project management, the financial contributions, the partnership engaged as well as the role of the participation of inhabitants in the process. Seven different countries have been chosen for their experience in this particular topic, notably England, Germany, Denmark, France, the United States, Canada and the Netherlands.

    • The Yellow Vests is an urban protest movement that took off in France in November 2018. It initially contested the increase of petrol tax proposed by Macron’s center-right government. Subsequently however, it developed into a multifaceted anti-austerity movement. Due to the multifaceted nature of the protests, the Yellow Vests’ movement has fueled a series of speculations in the media, reinforced by local expressions of anti-semitic allegations, and isolated sexist and racist acts during demonstrations and protests. In particular, the Yellow Vests have been reduced to being a mouthpiece for populist claims on the part of the ‘left-behinds’ that emerged from the peri-urban areas of the French regional centers. Through the notion of transversal solidarity, this chapter explores possible mediations if not alliances of the heterogeneous ‘white’French precariat in suburban areas.
