    • Contemporary regionalisation of urban and rural areas intensifies uneven geographic development. To counteract this development the aim of this paper is to formulate a situated and projective multi-scalar methodological approach beyond the urban and rural conceptual divide that can be used in contemporary regional development processes. The paper has been developed based on a compilation of three theoretical frameworks, and on a study of a regional development process in Sweden. The study shows how this multi-scalar approach can be used to connect and articulate spatial relations from a local to a regional scale, make visible possible futures and stage critical negotiations.

    • Swedish regional development is characterised by increasing differences between income, education, health, work opportunities and welfare service. Furthermore, contemporary linear flows of resources between urban and rural areas contributes to increasing exploitation of natural resources and increasing environmental effects. In parallel, planning is to a large extent dominated by a model of thought with linear flows from rural to urban areas and where the big cities are regarded as driving forces for regional development. There are crucial knowledge gaps both within research and within planning practice regarding how to understand and handle the relationship between urban and rural on a regional scale. This knowledge gap increases because urban and rural issues are handled by different political areas, professions and academic disciplines. Against this background, the aim of this report is to highlight relevant research and perspectives concerning the relationship between urban and rural and between local and regional planning, and to highlight knowledge gaps within these areas. Focus for the investigation is research and official reports relevant for the Swedish planning context. The studied publications are within different fields, focused on urban planning and design research, rural research and research within human and economic geography. The intention is to highlight these research areas broadly from different research perspectives. Based on the studied research this report highlights a need to increase the interplay between urban and rural areas and a need to create more balanced cycles between urban and rural areas and between society and nature. Research and the studied official reports highlights a need to create arenas where common local- regional strategies can be formulated. There is also a need to challenge stereotypes that can delimit? possibilities to increase cooperation between networks and landscapes. To meet contemporary challenges regarding exploration of natural resources, decreasing of biological diversity and increasing spatial inequality there is a need to develop planning tools that can balance common and private interests, can make visible the possibilities of different landscapes and can make visible and handle conflicts of goals. Furthermore, there is a need to increase focus on if and how contemporary planning creates and increases spatial inequality, as well there is a need to develop planning tools that can more consciously handle the spatial aspects of power and justice.

    • När motorledernas vägorienterade bebyggelser inte längre befinner sig i externa lägen utan successivt inlemmas i stadsregionerna, förändras deras roll och därmed kraven på hur de formas och knyts till staden i övrigt. Projektet Trafikala stadslandskap undersöker mobilitet, bebyggelsemönster och stadsfunktioner i vägorienterade miljöer i syfte att klargöra villkor och möjligheter för förändringar på stadsplanenivå förenliga med hållbar stadsutveckling. Medelstora städer är särskilt intressanta här eftersom de ofta utgör viktiga noder i regional och interregional mobilitet och samverkan. De har också vanligtvis en gammal stadskärna med närliggande bostadsområden och med direkt anknytning till flera olika transportsystem som skall koordineras med de nya vägmiljöerna.Konferensinlägget presenterar projektets upplägg och inledande undersökningar. Med stöd av internationell teoribildning inom stadsbyggnad, mobilitet och hållbar utveckling och i dialog med eget arkitekt- och utvecklingsarbete analyseras ett antal trafikala stadslandskap i mellanstora svenska städer. Fyra aspekter prövas: 1) Områdenas kopplingar till stadens trafiksystem som helhet; 2) deras relation till stadskärnan och större noder; 3) bebyggelsens rumsliga konfigurationer, markutnyttjande kring vägar/motorleder och kontakt med omgivande bebyggelser; 4) de anslutande trafikledernas kvaliteter och utvecklingsmöjligheter som stadsrum. Målet är att leverera ett antal analyser, jämförande exempel och illustrativa, tentativa typlösningar som kan tjäna som underlag för idédiskussioner inför planering på lokal och regional nivå.I Sverige sker idag en ökad samverkan mellan olika parter i planerings- och genomförandeskedet, t ex mellan Vägverket, Banverket och Boverket eller mellan olika kommuner. Däremot finns alltför lite forskning kring sammanhållna, gestaltningsrelaterade utvecklingsfrågor och analyser av referensexempel när det gäller stadslandskapens vägmiljöer. Här förväntar vi oss att forskningsprojektet kan bidra med såväl teoriutveckling som väsentlig, praktiskt tillämpbar kunskap.Samverkan sker i projektet mellan Chalmers Arkitektur, KTH Samhällsbyggnad och miljö, Helsingborgs stad och Skaraborgsstad (samverkan mellan flera orter). Linköping, Jönköping och efter hand fler städer avses också att anslutas till projektet som dialogpartners.

    • Given the increased interest in city centres, both in Swedish and European planning practice and discussions on cities, this project provides a critical elucidation of Swedish town centre development, seen in a European context. Focusing on the relationship between urban space and power, the project deepens central themes from my doctoral thesis Constructions of a City Centre: Spatial power relations of the post-industrial city (Swedish title: Konstruktioner av en stadskärna. Den postindustriella stadens rumsliga makthierarkier), especially examining mechanisms of spatial inclusions and exclusions. The aim is to analyse what discursive constructions of the city centre means in respect to how spatial power relations are created and consolidated in contemporary Swedish town centre development.The theoretical and methodological framework is based on a discourse theory approach which is combined with a relational perspective on space. This perspective emphasises how discursive constructions of the city influence urban space and the relationship between urban space and power, as well as the production of urban space as a political process where the meaning of space is constantly constructed and reconstructed through concrete action. The study demonstrates that the form of town centre development studied can be regarded as a planning strategy which brings about spatial inequality by creating and consolidating differences and hierarchies between centres and peripheries. This occurs when the city centre is constructed as a bearer of future opportunities in the post-industrial era and as a generic place which can represent universal ideals, while the periphery is constructed as an exception which is located at a societal and spatial "outside". At the same time, the planning is characterized by a post-political tendency, where power dimension in the shaping of the urban space is rendered invisible by neutralising political choices.

    • This thesis highlights the standpoints of Swedish planning practice towards city centres and emphasises a critical power perspective in respect of the town centre development. The aim is to analyse critically how city centres are discursively constructed in contemporary Swedish urban planning and design and to enhance the understanding of what this means in respect of how spatial power relations in cities are created and consolidated. Given the increase in interest in urban cores and town centres, in both Swedish and European planning practice and discussions on cities, the intention, therefore, is to provide planning practice and research with a critical elucidation of contemporary Swedish town centre development and to supplement current research into town centre development, which is dominated by research based on economic perspectives and studies of best practice. A further intention is to present examples of how the production of urban spaces can be studied on the basis of power perspectives in the field of urban planning and design.The theoretical and methodological framework of this thesis is based on a discourse theory approach which is combined with a relational perspective on space. This perspective emphasises the relationship between urban space and power and the production of urban space as a political process where the meaning of space is historically and contextually dependent and constantly constructed and reconstructed through concrete action. Discourse theory also offers a number of concepts and logics that have been used in the analysis of the empirical material.The thesis is based on an empirical study of the transformation of Jönköping city centre, of which the analysis has involved qualitative processing of texts, images and maps relating to the transformation of Jönköping’s central areas as a municipal planning project. The analysis can be likened to a deconstructive reading, the discourse being made visible by breaking up the chain of arguments and inserting them into new contexts. To enhance the understanding of what this means to how spatial power relations in cities are created and consolidated, the empirical analysis is then discussed on the basis of alternative logics which highlight the systems of meaning that do not fit into the given discourse and which emphasise how power operates in the production of space in the planning and design of city centres.The thesis demonstrates that the form of town centre development studied here can be regarded as a planning strategy which brings about spatial inequality by creating and consolidating differences and hierarchies between centres and peripheries. This occurs when the city centre is constructed as a bearer of future opportunities of the city in the post-industrial era and as a generic place which can represent universal ideals, while the periphery is constructed as an exception which is located at a societal and spatial “outside”. At the same time, the power dimension in the shaping of the urban space is rendered invisible by neutralising political choices so that selected planning strategies appear to be obvious and impossible to question. In contrast to this post-political tendency, the thesis emphasises the need to view the political in the shaping of urban space, where the construction of such space not only reflects social norms and power relations, but also plays an active part in the shaping of society.
