  • Service development accounts for an even smaller share of European R&D investments than we may think

    • n academic research on private R&D investments, sectoral differences are generally analyzed on the basis of firms’ classification according to systems such as the American NAICS and the European NACE industry classification systems. The same classification principles are applied in many countries and regions when aggregating R&D statistics to the level of industries, for example by the EU’s statistical office Eurostat. We report evidence suggesting that the share of R&D associated with development of service-oriented products or with service activities is systematically lower than the share of R&D conducted by service sector firms. Results from a survey run in Sweden shows that the revenue streams in a significant share of R&D-performing service sector firms (as classified according to NACE) are dominated by sales of physical products (e.g. factoryless goods producers). An even larger share report that a majority of their R&D is directed towards development of physical products rather than service products (e.g. consultancy companies acting as external R&D departments for their clients in manufacturing industries). These findings imply that the share of R&D investments focusing on service-oriented activities is even lower than traditional statistics suggest.

  • Making the Poor Work : Social Assistance and Activation in Sweden

    • Management of poor relief and work demands have been controversial questions in social policy during the workhouse era of the nineteenth century as well as in current discussions on social assistance and activation of recipients. The first part contains a discussion on the concepts of poverty, marginalisation, and social exclusion, and continues with an overview of activation policies for recipients of social assistance. Social assistance in Sweden developed in the 1980s in the direction of an income guarantee for all citizens. During the 1990s, policies have changed towards activation and control. The growth of the recipient population is described. Occasional receipt of social assistance has been rather common and not limited to extremely disadvantaged groups. Long-term and permanent receipt of social assistance has increased considerably during the 1990s, often in combination with a marginal labour market position, and without eligibility for social insurance, which is strongly work-related. The main direction of the process is problems of entry to the labour market rather than exclusion of the already established. Results on scope, duration and patterns of social assistance are presented and analysed in relation to the labour market and immigration. The city of Malmö is described and analysed as an example of a development towards increasing labour market marginalisation and long-term receipt of social assistance, with special attention to the disadvantaged and segregated areas of the city. This development has to large extent been determined by external factors as global economic change and migration. Activation programs are often proposed as a solution to these problems. Evaluation methods and results from effect evaluations of such programs are discussed in the last part of the work. Results from an evaluation of activation programs in Malmö are presented. According to the available evidence, such programs have quite modest effects on work and income and structural change is necessary to reduce social exclusion.

  • Migrant Care Workers in Swedish Elderly and Disability Care : Are They Disadvantaged?

    • This study outlines characteristics among migrant workers in elderly and disability care in Sweden. The aim was to investigate whether migrant care workers perceive their situation at work to be more problematic than do their native peers. The study was based on the Nordcare dataset, an extensive mail survey aimed at investigating conditions among care workers in the Nordic countries (n=735 in the Swedish part of the dataset). Care workers born outside Sweden constituted 13 per cent (n=94) of the workforce. When taking other variables into account, the situation of migrant care workers from other Nordic countries was similar to that of Swedish-born care workers. Being born outside the Nordic countries was associated with an increased risk of having a high work load and not being appreciated by co-workers, and a decreased risk of being criticised by care users. Male care workers born outside the Nordic countries displayed aspects of precariousness that merit further investigation. Based on these findings, researchers and policy-makers are warned not to presume that all migrant care workers suffer from precarious working conditions and that such conditions reported by members of the category may be attributed to factors other than ethnic origin.

    • Forskningsprojektet Tvångsvårdade missbrukare i hemlöshet under ledning av professor Hans Swärd har sin upprinnelse i iakttagelsen att många hemlösa blir föremål för tvångsvård samtidigt som många tvångsvårdade missbrukare hamnar i hemlöshet efter LVM-vården. Forskargruppen har genomfört en pilotundersökning bestående av tre delar: 1) en uppföljning av personer hemmahörande i Lund, Malmö eller Helsingborg, som vårdats enligt LVM under år 2000, 2) en vinjettstudie med representanter för ett antal bostadsbolag om tvångsvårdade missbrukares möjligheter att få hyra en lägenhet samt 3) en intervjustudie med några tvångsvårdade och olika kategorier av professionella om deras erfarenheter av tvångsvård och boende. Trots studiens pilotkaraktär visar resultaten tydligt problematiken kring boendet för missbrukarna. Var femte tvångsvårdad som hade egen bostad när vården inleddes, har under vårdtiden blivit av med bostaden. Ingen som inledningsvis var bostadslös har efter tvångsvården fått egen lägenhet. Detta, om något, visar boendesituationens allvar. Att ha en egen bostad är själva grunden för ett värdigt liv och en förutsättning för en framgångsrik väg bort från missbruket.
